He was born at Sri ganganagar.His fathar Chaudhary Ram Chander Saain is from village Bhattu Kalan in district Fatehabad in (HARYANA)
Education
He had his schooling at Govt. Multipurpose Senior Secondary School(Sri ganganagar). He did B.SC. at M.D. College Sri ganganagar. He was a merit position holder in B.SC.Degree 1982 (University of Rajasthan).For his meritorious rank in B.Sc.Degree he was awarded gold medal by ROTARY CLUB Sri ganganagar(RAJASTHAN).
