Why SEZ is a problem in rural part

People in villages find it really hard to study and thus they want to carry on with traditional farming.

But now when there lands are going away for SEZ (Which ofcourse is a boon for the economy), they are slowly realising that neither them nor their children are fit for jobs in them because of lack of proper education.

SEZ is like a blessing in disguise for them, they will realise the importance of education and will grow and compete with other people.

Rk Sir, the same question of inadequate compensation was raised in CMs conclave and no stisfactory answer was provided.

Donot you think it's lack of insight to make SEZ near Gurgoan and Nano City near Panchkula. If Hooda govt wants Haryana to develop then why these projects at these two places which are already developed and Haryana will not benifit that much with these projects at current places...has these two projects been at two diffenent places in Haryana..it would have lead to more development and employment in Haryana. There is no rational limiting your states development to just few places. I think here the Hooda govt lacks insight or they have vested interests...or to say in harsh words they are not interested that much in Haryana's development as they pretend to be.

SEZ Gurgaon covers ares in Jhajjar and upto Riwari which never saw any development in past. Same is for Nano city. One can not expect to convert entire Haryan into SEZ over night. How about if I ask you a counter question now. Think for a moment that you are the CM of Haryana. What will be your action plan for Haryana ? Let me have it right here on Jatland and trust me, good points of your plan will be taken note of ..

With due regards i would like to answer this question. Though i have a very little insight on Haryana, but still i will give it a honest try by covering some important issues.

Education
Education is a primary need which enables people to think, and not only to think but to think right.

I would have forced a rule that would have forced Govt. teachers to take their jobs seriously
Like, If atleast 50% Students would have been failing under one teacher in any school, i would have had issued a notice to the Teacher, If this poor performance was repeatd then teacher would have been penalised with some salary cut.

This would make teachers serious for their jobs and responsible too, which is not in scenario as of now

Infrastructure

Bijli, Pani, roti, makaan

While Haryana is doing good with pani and makaan, and we have place like Gurgaon which is a corporate hub now providing N no. of opportunities to people, and a no. of SEZ projects in line, these are not big issues

But still we need to exploit resources in Haryana.

For Instance when the fued over Reliance power project grew in UP, i could have invited reliance to Haryana providing some rebate and asking them to set up the power plant in northern region.... But then political boundations come in bet. like Anil Ambani being a SP follower... but this was worth giving a shot

Tourism

We have many tourist attractions in Haryana, like Kurukshetra, lakes near by Gurgaon. But the question is how many of them have been exploited by the govt. to tap revenues and provide employment.....?

They are not very well marketed either like Rajasthan govt does.

for instance, I being working in a corporate world and one of my job profile includes handeling internel events,I see Sohna as a place to set up a 5* Hotel with conference room for corporates in Gurgaon as it is in vicinity and it is a good location to Relax

Par Bhaio kisi ne sach hi kaha hai ki

Kahne wale bahut mile hai unka kahna bas kahna hai

Kar ke dikha de kathni ko jo wahi desh ka gahna hai

Be it Mr. Chautala aur Mr. Hooda, or me, things change when we get the seat.
There are a lot of boundations and restrictions posted on us.....

Kuch galat bola ho to please correct

In Addition to the points mentioned above

I believe Congress Govt in Haryana should also teach people about Right to Information Act as this will help them to fight the Corruption in the State

Depends upon the performance of Present CM

In my views, most of the voters have small memories and it will depend more on the performance of our present CM.
Loga ki adat ha, pachla ke aachi yaad rakha karai aur ib ki bhundi gaya karai chai agala kitna be kam kara de.
Any how, development is going on and accelerating day by day.
Also, Depender Hooda had earlier said, one at a time (Maga projects)
Well said and well done
Keep it up bhai

RK Sir,

These SEZs near the already developed area are nothing more than opening up land market. The proximity of land to Gurgaon and Punchkula speaks it. This all is driven by greed. Ambani and Bhatia are concerned about their business and they know the value of these lands near the capitals. Even if SEZ is not created in that area these areas are slowly going to industrialise. By creating SEZs govts is not doing much except giving subsidies and tax breaks which are not desired for industries in these areas. These subsidies and tax breaks should only be for those areas which are not well developed....there is no justification for these incentives in these areas near Gurgoan and Panchkula.

If the govt want to see development then, first of all they need to look for the areas which are not developed. Gurgoan and Panchkula are already highly developed areas. So what special is govt doing by creating SEZs in these areas...these areas are going to expand and develop with time anyway.

So comming to the less developed areas in Haryana...these include Bhiwani, Narnual, Mahendrgard, Riwari, jhajjar etc.....I mean those areas in the south Haryana which are adjacent to Rajasthan...this land donot have proper irrigation and even land in many ares is not that good. These areas are far behind then Gurgoan and Panchkula. If govt have to creat SEZs then creat in these areas. Let the growth be throughout the state and not just on two poles.

By creating Sezs in these areas, even those people will benifit who will be in sorrounding villages as the requiement of consumer goods will increase, the land value will increase and obeviously employment will increase and more people from these areas will benifit. The present outlook of govt looks like making the rich, even richer and ignoring the poor. Moreover in the soth Haryana water table is at lower level than Panchkula and Gurgaon and making even the high rise building is safer. There is also one area near Panchkula, Morani Hills...there is hardly any agriculture and it can be developed and even can become one of the beautiful areas of state. I donot know for sure if there are any restriction imposed because of wild life but this area has very little agriculture and is almost barron.

In my openion the SEZs should be atleast 70-80 kilometers away from these two already developed areas of Gurgoan and Panchkula if the govt really want to see development...but then considering Bhiwani will hurt Hooda as that is area of former CM late Sh. Bansi Lal and this regional politics always plays a spoil sport irrespective of the state where you live and the ruling patry. The land near Panchkula and Gurgoan is far better for agriculture than that in many places in Haryana.

Right to Information Act

Well said Vikas ji,
And in addition to this, there must be a well developed system to handle the complaints made by the citizens and it must be under the direct control of the CM.

You are wrong here...by human nature we always remember bad things and easily forget the good done for us by any body. If you have done 99 good things for one person and then do something wrong once, even if unknowingly, that person will forget those 99 good things and will remember the one wrong thing.

Action Plan for Education...

RK Sir,

This is the area where our villages lag behind the cities and as there is about 70% population living in villages.

Todays truth- Board of School Education Haryana, Bhiwani.

Matric results 2006
rural area --- govt schools 46% private schools 63%
Urban area ...govt schools 41% private schools 69%

subject wise Math rural area govt school 53-8% private school 69.3%
urban area govt schol 46.1% private school 73.3%

Science rural area govt school 61-6% private school 78%
urban area govt school 52.7% private school 78.6%

English rural area govt school 51.8% private school 66%
urban area govt school 53.1% private school 75.1%

Sr secondary results 2006
Rural Area govt school 47% private school 56%
govt school 46% private school 60%

Now what explanation you give for these figures regarding the huge difference in results of private and govt schools.

!. Most of he teachers in govt schools hardly has any interest in teaching...nothing is done by previous or this govt in this area...both equal

Unfortunately majorty of the teachers in rural govt schools are from the same village or sorrounding villages and has no interest in educating the kids of their own village or neighbouring villages...nothing can be more disturbing than this.

Reason...the teachers in rural area donot do their duty regularly...they even donot take clasees and are more focused on their agriculture than educating kids.

Now..

Are the private schools teachers in villages more qualified than govt school teachers. NO, rather may be less qualified.

Does the govt school teacher has any accountability for results that can even lead to loss of job. No

Does the private schol has accountability for results that can lead to loss of job. YES

Who is more regular in taking classes Obeviously the private school teacher.

Who is paid more, the govt school teacher.

My criteria of assesing a school teachers performance and interest in giving education.
choose the subjects which kids cannot memorse easily.
Math, Science and English.

I am not blamming the teachers of just these three subjects but these subjects matter more than others.

Now even on having somewhat less qualified teachers, less resources and by paying less how come these private schools do better than govt schools.

The main factor is accountability and hard work of teachers. Govt school teachers spend more time in playing cards than teaching and you will hardly see anyone playing cards in a private school.

Other facors can be economic condition of family but nopt too much difference and resources...like electricity...as kids in govt school are mainly from economically poor families.

Noww my suggestions..

1. Those teachers in rural/urban schools who are serving within a radius of 30 kms from his home village and has a poor result in his subject consistently for two years be transfered to beyond 50 kms. Those teachers with records of good results not to be transfered if they donot want so. Transfer every 2nd year if results are not upto the required standred.

It can be the biggest insentive to educate.

2.. DEOs donot do much except withdrawing pay check and showing their face in school functions They should be in the field for atleat half of the month and senior officers to make sure they are doing the job honestly.

3. Some changes required in job profile of teachers...no job is permanent if the results are not meeting a required minimum standred continuosly for 5 years. Just FIRE them.

4.. Provide apropriate accomodation to teachers if possible.

5. Better electricity for villages specially in evening and early night hours as you raised the issue.

6. Economic insentives to intelligent students and students from poor families.

7. No doubt, need better facilities at school.

8. honest and influence free recruitment of teachers on merit basis...no compromise here.

What do you say?

Shamsher

this should not only be restricted to teachers but to everyone and everywhere

Police, govt officials everywhere

But In todays' world it seems when we say this.... we are askin for something impossible

I fully endorse your views here Shamsher. I have been speeaking of the same for quite some time. This problem is not only in Haryana but in UP also. Government of Haryan certainly is aware of this problem, however, I am not sure what steps they have taken or taking to address it. WE will certainly bring your these views to the attention of the highest possible authority.

An interesting phenomenon recently, i am not sure whether people have noticed it, is that the poll has swung from YES to NO for empowering Chautala. It will be interesting to know "why".

Shamsher ji and RK sir has a point to note regarding SEZ and Education.

People seem to have short term memory problems.

I see political parties that once performed miserably, returning to power. I see politicians whose corruption could be mentioned in the books of fables, returning to eve higher offices.

With all the ruckus about Chautala, I am very convinced that the same people who are whinning about him now, will vote him back to power.

People in New Jersey will be hosting banquets for him. Students in foreign universities will write petitions to fund institutions. People in Bombay and Delhi will go out of their way to defend the very process of democracy that has become a bane for average Indians who struggle to live their lives, a day at a time.

And so the viscious circle of corruption and deception will go on.

Long live democracy! I hope it gives more corrupt leaders to our country who will marginalize the majority to canvass the support of the minority groups who actually vote.

It should be long live lootcarcy the perfect art of democracy as practiced in our great country. 110 out 100 are baiman in this country still this country is mahan.

bhai sab theek hai par 100 mein se 110 kahoge to aap bhi count kar rahe ho khud ko usme:p
Or you dont count yourself as an Indian?

Just like all the 5 fingers are not the same, same way we still have some exceptions left though i agree they are hard to find

On the contrary, Lakra ji, the balance is equal at this moment. And the way this thread is going speedily, is an indicator of Chautala's popularity even today, despite controversies going on about CBI raids etc. And polls or surveys or 'exit polls' are never a sound barometer at least in Indian context. Many of the members who have voted, are sitting abroad, hence unable to cast votes in would-be elections. Yet some others are non-Haryanavis who are not going to participate in an election to take place in Haryana. And the mood of the public cannot be predicted. History has shown that since the creation of Haryana in 1966, Haryana's public has always voted against the sitting government. It wants a change after every five years, despite several developmental works which may have been done by the sitting government.

(I am not the supporter of either - kidding) :)

RK sir, I am waiting for your feedback on my SEZ post no. 166. Kindly give your openion.

Establishment of SEZ is a two way process and not just the prorogative of state government. Business group who invests in such venture has to look into its viability and returns on his investment. State government might be in social service, but not the businessman. Business man chooses not only between states but between regions of a state to make sure that he gets adequte returns on his investments.

Give me the positive points of areas like Bhiwani and mahendragarh as to why any businessman should go there to set up SEZ when they have better options from other states ? May be things would change after 50 years when Bhiwani would become attractive for investment. Under the circumstances does state government have any choice?

RK Sir, looking from businessman's point of view you are right but I would tell you about Baddi(Himachal)..once an area far worse than Bhiwani and now one of the indusdtrial areas in country. It developed just because of state govt interest and incentives.

What we need for industry or SEZs, electricity, water and proper transportation. Bhiwani and any other city that has rail link, road link will do very nice. The govt will have to provide infrastructure wich mainly need these three things...rest of the things will come with the SEZ and its development. If there are subsidies and tax cuts then any industrial house will setup business there. What was Arizona and California, both deserts and now you know what California is and Arizona is developing very fast.

We cannot let the businessmen dictate us in all terms and we donot need such policy at Haryana level but at national level.

Now please tell me what facilities you think Bhiwani donot have. These area can develop but needs commitment from govt.

I don't think its so simple. Physical infrastructures like railway, airports alone are not enough to develop an area. Had that been the case, places like Gaya in Bihar would have deloped long ago. Mr Bansi Lal did a lot to improve Bhiwani infrastructure but could not make it attractive enough for outsiders to invest there. Investors have their own yardsticks and don't go by government says or does. Will places like Bhiwani attract;

1. South Indians ?
2. Dellhites ?

Even Chandigarh does not attract people as much as Gurgaon does. Haryana government can not let the opportunities slip till towns like Bhiwani or Mahendragarh are developed to the extent that people from all cornners of India and world find them attractive. Forget about Bhiwani, even sate capitals like Bhopal, Lucknow etc don't attract large investors.. One can not sell what a customer does not want...simple..
