Mumbai: The route to Canadian citizenship will be easiest with the help of a degree from a Quebec institute. Foreign students will now automatically get certification of selection to become a Canadian citizen after graduating from any college or university in Quebec, a province in Canada. The announcement was made by Quebec premier Jean Charest, who was at the Mumbai University on Monday to explore possible collaborations and exchanges.

“Effective from February 14, any student who obtains a bachelor, masters or PhD degree from a Quebec institute will automatically receive a certification of selection to become a citizen of Canada. This is the first time that such a step is being taken, and the idea is to recognise the efforts and skills of those who come to study with us. We have a shortage of skilled labourers, and we need to address that,” said Charest.

The graduation certificate will be the first step in being chosen for Canadian citizenship, and will be followed by security and health-related checks by the federal government. The move will fast-track the process.

Experts say that considering the fact that Indian students have difficulties in getting even an internship, leave alone a job, in the US or Europe, such a decision will be a big boost, and will assist professional mobility. “India is multi-lingual and multi-cultural, and so is Quebec. It’s one of the first places in the world to provide both educational and professional opportunities to Indian students. Hence, our students must start looking at Quebec as a destination where the society encourages and respects differences,” said Dr Vidya Vencatesan, reader and head of the French department in Mumbai University. The French department had organised the interaction between the Quebec delegation and the faculty and students of the university.

“We’ve embarked on a policy of openness and want to attract more men and women globally to build a knowledge-based economy. We want to step up our relationship with India in the area of education. We want to host more Indian students,” said Charest. Quebec is chosen by around 25,000 foreign students every year, of which 400 are of Indian origin.

sir, that holds true for other provinces in canada as well. in the recent update by min. of immigration & citizenship, major emphasis now is on issuing the PR through education and studies from canada.

w
ith new changes to the immigration act, federal skilled worker applications (normally skilled worker class) will be assessed for eligibility according to a set of eligibility criteria issued by the min. of citizenship, immigration and multiculturalism. these criteria, which are based on input from the provinces and territories, the public, business, labour and non-governmental organizations, allow canada to better respond to labour market needs.

Which country should be the first preference among Canada and New Zealand for making career in Agriculture/ Horticulture industry.

Hi Ravi,
Thanks for the information!
But one does not need to study in Quebec to get the certificate of selection. One can apply for immigration to Quebec. This programme exists for ages. Only criteria are to learn French. I am in Montreal & I applied to immigration to Quebec & got my certification of selection in Delhi at Embassy of Canada. Once in a year immigration officer from Quebec go to Delhi for interviews. Moreover all the universities except two in Quebec teach in French. It is easier to learn street French in Delhi than study in French medium here.
It is not easy to get student visa for Canada. Canada issues student visa to only 20% applicants. Getting offer of admission is not a guarantee that one will get visa. I am not discouraging any one but this is reality. I know many people who tried for student visa several times but never got one. Infect it is most difficult to get student visa for

Bonjour Monsieur Balwan,

Alliance Francaise is of course, the best option which is available in almost every country - albeit a little expensive in some countries - no idea about India. I have one suggestion for you that before joining Alliance Francaise you must buy some books meant for beginners. I remember having purchased a book titled "bescherelle" which teaches about conjugation of verbs. It was very helpful for me in learning elementary French which I polished subsequently by interacting with "vegetable vending ladies" hawkers, shop-keepers, taxi-drivers who were not able to speak English and of course by watching French films and News on TV in some foreign country and by the time I left I was able to speak workable French. I would like to share an incident when my 'Street French' got recognition from a person like Kumari Shailaja, then Minister of State who was visiting that country (in 1995-96). She commented "you are the second Haryanvi, I have ever encountered speaking French - first being Mr. Gajender Singh (retd. Ambassador and also from Bhiwani)". (I was with her to facilitate her in shopping in local market. I remember the shop-keeper having passed a remark in French, "Mr. why do you bargain, you have such a pretty wife, so dont care about money". I had to silence him in French to avoid any embarrassment).

Please be in touch with me through private e-mails written in French when you achieve some level so that we can benefit from each other's knowledge. Here is a link also which might be useful for you. reste la prochaine fois. bonne journée et au revoir
