On 30th Jan. HSSC declared results for clerks interview for cat.no.1/adv.no.1/2008.This interviews were conducted in very unfair manner/the process was full of loopholes to accommodate candidates who lick feet of powerful politicians/officers.They have kept 60 marks for academics and 30 for viva voice.One of my friend also appeared for this interview he was asked five simple questions,he answered correctly all of them.In academics he is having 63% in matric( on which the marks to be calculated) plus he is graduate for which they gave extra 2 marks.The cut off for selection is 63.04%/ so it means he is given 0 marks in viva/interview/which according to him he should have given full 30 marks as answered all answers correctly. Some of the candidates said they were asked question like where are u from;what's your father's name and that's all/is this is the way interview for a job should be conducted.There was no video recording of interview/why ? you all know why ??? to accommodate the candidates who are having political approaches or have hand on their head.


what will happen to candidates who dont' want to lick feet of politicians/officers.Who want to be selected on their merit.I have seen myself that youth do not apply to Haryana govt. posts as they dont' have political approach-saying kuch na hona re fees aur paani m jagi-this is reality in Haryana;you should be good in licking feet of politicians.in ke ghara m dood sheet paunchao ya unmitea rapea thoko in k m.

There must be some good lawyers and intellectuals here on JL.Kindly advice my friend what legal or otherwise action can he take in his case as mentioned by me in my first post.
 
As usual HPSC. Heard from one of my friend:

You can clear IAS but you cannot clear HCS without any political support. Lot of HCS in Haryana get promotion and become IAS. Ruling government will appoint all their favoured bureaucrats to Top Jobs to make money.

Will recruitment become fair in future? Million Dollar question: Do not know.

Many things have changed with time but more remained same. Recently announced HCS-2009 Exam’s Final Result once again put the Haryana Public Service Commission (HPSC) back into controversy as happened in 2002 and 2004. There are wide spread allegations of discrepancies, irregularities, favoritism and nepotism in the selections. Let me remind you what happened before 2009 Exam

This incident happened in HCS-2002 ExamShalender Singh Birla, who secured 565 marks out of 600 in the written examination of HCS-2002 exam, was given only 17 marks out of 100 in the interview by the commissionOne another Scheduled Caste candidate, Ranjit Kaur, got 90 marks in the interview despite having scored 493 marks in the written examBirla, the candidate was so intelligent that he had qualified for admission to all six IIMs, which is a rare distinction, yet the HPSC did not consider him intelligent enough to be selected in the HCS and he was given only 17 marks in the interview as against Ranjit Kaur, who was given 90 marks in the interview. Birla was pushed to the much junior post of assistant excise and taxation officer (AETO), which he did not join as a protest against the unfair selectionList of few candidates joined in HCS-2002 Exam:-



  • Sarita Malik, daughter of then director-general of police M.S. Malik
  • Surender Kumar, a close relative of Chautala [C.M]
  • Jagdeep, a close relative of then chairman of the commission K.C. Bangar [Suspended by current Governor]
  • Kuldhir Singh, son of Sher Singh Badsami, Political adviser to then Chief Minister Om Prakash Chautala

Later when HC asked for answer sheets of these candidates, In Hindi paper, though Kuldhir spelt the word “Hindi” as “Hindhi”In the History paper, although he attempted four questions, he was given awards for five questionsIn the case of Jagdeep, a close relative of then chairman of the commission K.C. Bangar, awards were given for five questions, though he had attempted only four questions in the geography paper and some of the answers were written afterwards, may be outside the examination hallThe discrepancies were observed in the geography, criminal law and Hindi papers, where the difference in handwriting and tampering with marks was clearToday after passing eight years of this incident, case is still pending in court and all these candidates serving Haryana Govt. proudlyAfter a gap of 5 years HPSC organized HCS-2009 exam under aegis of new chairman [Mr. Batra who later replaced by Mr. R D Sheokand] but HPSC failed to meet standard of Transparency and Accountability. Commission charged a fee of Rs. 1000/candidate when UPSC charged Rs. 20/candidate for same. Commission didn’t allow candidates to take away question papers neither in Prelims nor in Mains. May I ask why..??? Once again when final result of HCS-2009 was declared by HPSC on 4[SUP]th[/SUP] Jan 2011, History repeated itself and most influential candidates (Close relatives of Board Members, Political Leaders and Bureaucrats) sailed through. INLD (Main Opposition Political Party) came with an advance list of 15 names on 21[SUP]st[/SUP] December 2010 who would get selected and socking reality is that 10 names out of them are in the list of successful candidatesList of some favoured candidates in HCS-2009 Exam:-**This time written carried 600 marks and interview carried 75 marks




  • Anu Sheokand (Roll N0- 1247), daughter of HPSC’s Chairperson R D Sheokand (completed his term on 5[SUP]th[/SUP] Jan 2011) got selected in HCS (Ex. Br.) with a total score of 469 (411 in written + 58 in interview)
  • Pradeep Kumar (Roll No- 2394), close relative of Congress MLA Karan Singh Dalal got selected in HCS (Ex. Br.) with a total score of 497 (433 in written + 64 in interview)
  • Shalini Chetal (Roll No- 3126), close relative of Congress MLA Naveen Jindal got selected in HCS (Ex. Br.) with a total score of 457 (392 in written + 65 in interview)
  • Vivek Kalia (Roll No- 3698), son of Ambala Division’s Commissioner Mahindra Kalia got selected in HCS (Ex. Br.) with a total score of 426 (366 in written + 60 in interview) in SC category
  • Sandeep Dahiya (Roll No- 2931), nephew of Asha Hooda (wife of current CM) got selected as ETO with a total score of 431 (371 in written + 60 in interview)
  • Vijender Hooda (Roll N0- 3553), close relative of Congress MLA Krishan Hooda got selected as ETO with a total score of 453 (394 in written + 59 in interview)
  • Pradeep Yadav (Roll No- 2497), son of Jind’s DC Abhay Singh Yadav got selected as ETO with a total score of 441.2 (379 in written + 62.2 in interview)
  • Vikas Sharma (Roll No- 3575), nephew of HPSC’s member P Sharma got selected as AETO with a total score of 425 (359 in written + 66 in interview)
  • Shefali Verma (Roll No- 3118), daughter of HSSC’s secretary P D Verma got selected as AETO with a total score of 404 (344 in written + 60 in interview)
  • Satish (Roll No- 3058), close relative of Congress MLA Karan Singh Dalal got selected as AETO with a total score of 416 (376 in written + 40 in interview)


Apart from above mentioned candidates several other candidates who are close to either Politicians or Bureaucrats made it in list of successful candidates. They all are supposed to join on 18[SUP]th[/SUP] Jan 2011. Many deserving candidates, who did very well in the written test, were intentionally given low marks in the interview either to push their rank low or kick them out. For instance candidate with Roll No-1184 has secured 411 marks in the written test but only 18 in the interview. Similarly, a candidate bearing Roll No- 2069 secured 409 marks in the written test but only 11 in the interview. There is very high variation in marks awarded in interview from minimum 10 to maximum 66. It will be not wrong we say that HCS stands for “Hidden Civil Services”.

You are right but it not possible Dear it's India......... that's not fault of Politicians it's our, people do not wanna change in system, they wanna do every thing fast and that's not matter it's fair way or any other way............
 
I think on JL members are in favour of loopholes in recruitment system to exist;they are not in favour of fare and impartial recruitment system.

that's why they are not coming forward to give ideas to curb the corruption in the system,except few brave ones,that's nice.

Bhai Sahab ek sawal ka answer dijiye agar aapka friend select ho jata to kya aap ye itna bada easy type karte............................answer hai nahi. kyunki agar aapka friend select ho jata to aapko ye sabhi issue nazar hi nahi aate................ye tabhi nazar aate hai jab hum fail ho jate hai..................is am i right............?

It's really sad but there is nothing shocking in the above posts about HPCS. Corruption is very well known in our Indian system. We are simply paying the price of putting one's own or one's family interests above the society. We, Indians, always made enormous sacrifices for children and families. Concept of Joint family is still there in India, something we must proud of. But we are apthetic towards society needs. We never care about society as a whole. We never ask from ourselves what will be the impact of our wrong-doings on the others. This is the reason why we never extend support to whistle blowers of the society. In-fact, youngsters are looking to corrupts as role models (mentioned by Dr. N. R. Murthy in one of his interview, times.com/india/Corrupt-are-becoming-role-models-for-youth-in-India-Murthy/articleshow/11679225.cms). I think, Dr. Murthy is quite right. This is the reason why have we been ruled by some 250 families at the name of democracy. This is the reason why west is relatively corruption free. Otherwise, I don't understand the reason Why people didn't come to Anna's fast in Mumbai. The man is not fighting for himself but for the us and coming generations of the country. Why to blame Mumbaikars only? The situation was same in Delhi where Other members of Team Anna set on fast.

Let's accept miracle is not going to happen. Things will not change so easily. One generation of this country need to fight against the malpractice and wrong-doings. If we look at our history, we are still a young as a country. Our elders spend their life in achieving food security and other basic resources for us (I know, there is still hunger in the country but that's because of mismanagement and corruption not due to unavailability of food, while, at the time of independence, hunger was there because of non-availability). It's time for us to step-up and realize our responsibility like our elders did. Otherwise, we will continue to discuss corruption issue on forums and developed India will remain a dream forever.

Dear Ravi Nothing is fair in this country since long and it is only because of some oppurtuinist people who are having low level of energy and caliber and wants to cheat against their brother & sisters.They are ready to tried any type of shorcut to achieve success and those politician got chance to encash that.
1.In our country Saheb singh father of khuswant singh recieved all awards in our country but he actually gave witness against Bhagat Singh
2.Nehru after meeting with nehru only Azad was caught in park and result all of us know. He met nehru to convert Bhagsingh Phashi into Umar kaad but Nehru tip work and Azad will become Azad
3. Bose??
and so on there is very big list.

HPSC has a long history of Unfairness & Nepotism in almost all the exams carried out in last 2 decades i can remember. Now, these are the sort of institutions which ought to be kept away from the clutches of the crooked rajnetas. The entire selection process carried out by HPSC betrays the faith reposed in the Institution. It has affected the morals of the hard working, honest students aspiring for the exam. A lot of good candidates are justifiably upset and now even refuse to appear for the HCS 2012 exam. The sole reason being, in the Resultlist of the candidates selected, a major chunk comprises of the candidates who are selected by the criteria "Whom they are related to, Whom they know, not because what they know". Now, when these Not-so Qualified candidates make it to the top, definitely their judgement is clouded & they will not perform their duties as they are supposed to do. They will grant favours to their kith & kin, whenever they got the opportunity. The State Govt. should make a special column in the Application form "RELATED TO".

We have a rich history and heritage of money power prevailing over mind/merit power, be it Bhajan Lal, Chautala's and now our very own (so called Jat :( CM) Sh. Hooda.

As some one said long-long ago MONEY MATTERs after all.

We were another Bihar, but Bihar it is said is turning around under the able leadership of Nitish Kumar and Haryana going from bad to worse...

Daal mein kala nahi, Poori daal hee kali hae yahan :)
