Haryana on rapes: Haryanvis not mentally developed: Another bizarre defence, this time from the Harayana government on the spate of rapes in the sate. The state government says that people in the state haven't shown any social or mental progress leading to a rise in rapes. The state has progressed economically, but Haryanvis not mentally developed.

The plea seems to be untenable, in view of the fact that the incidence of rape in States inhabited by relatively more conservative social milieu is certainly less than in Haryana. Haryana's neighouring State Rajasthan can be quoted as an example. It is, however not to say that Rajasthani people have less IQ or they are academically inferior. The reason is they respect our traditions more than their counterparts in the supposedly more advanced States like Haryana. 3-4 decades ago when the graph of mental development in Haryana was certainly lower, the incidents of rapes used to be much less as the society was more compact and cohesive and cultural ethos were adhered to more meticulously. The crime, may, therefore, be attributed to the rapid disintegration of joint family system and "excessive mental advancement" which is difficult to digest by the home-grown hunks, the spoilt brats of rich land-owners and excessively pampered chicks of the nouveau riche urban middle-class who, somehow, become financially sound but remain intellectually bankrupt, swayed by a culture of philistinism due to poor parenting. Another important reason is catastrophic failure of state machinery and law enforcement agencies which need to be hauled up to make them free from corruption and inefficiency.
 
VP Sir, The land rates are a big phenomena in the NCR Region & a determinant reason behind the change in people's behavior. People who inherit any ancestral property & thus got some resources as a backup indulge mostly in these kind of activities. The same holds true for the pampered chicks of these "newly risen middle class", who smartly maintain dual identity, one at home & other in schools/ colleges/ Offices. Recently there was an incident near my native place where a Col.'s Daughter was caught by cops boozing in the night with 3 guys in a newly built & empty shopping mall. Now, if something would have happened to that girl, there would have been a similar kind of news. Even multiple relationships are not uncommon these days. The thinking of even so called "Traditional Families" has started changing now. We in our country lay the blame squarely on the westernization & their culture. The western girls are sensible enough & are not caught in similar incidents. Rajasthani people are as a matter of fact more traditional than haryanvi counterparts.

You are right to an extent but if we take the data from news reports say for a month for reported cases from Haryana it is found that poor and rich, young and old, illiterate and educated all could be clubbed under the category of violators of the chastity of women, married, unmarried, even innocent children. This means the problem has deeper roots and mere generalisations cannot help us to understand the malady.

You are right that fear of punishment at social level and at administration level has diminished from the minds of people who indulge in such perverseness.

A strict re-hauling of all stake holders both in terms of mindset, responsibility and functioning is long overdue to save the society from falling prey to such brutes.

Rape criminals should be punished. Court and govt are responsible for law and order, why to blame Khaps for that ?

Regarding minimum age, if somebody have suggested it, what is wrong in it. Nobody is forced to marry at the minimum age, is it ?
Reducing age would not solve everything, I agree, but even if it does help in some cases it is worth it.

You are absolutely right!!

There are very serious problems in Indian Bureaucracy.

It is an outdated one and probably incompetent to tackle these problems. The recruitment process to hire aspiring people itself is flawed.

One common test get conducted to recruit people which so generalised and has nothing to do with the skillset required to run the administration.

The protection given to civil servants in our constitution is one of the factor ensure the lack of accountability in the administration. Automated promotion is another factor promotes lack of accountability! Spending x number of years into public service does not guarantee that one should get the promotion. No sane person on the earth would endorse such a flawed system.

Further shielding the public service from private contribution also makes the Indian bureaucracy incompetent.


I think this bureaucracy needs an overhaul. Without that we cannot get rid of the basic problems in the society!!!

We all agree : That lowering down the age of gals will not do any good to control Rape Cases . I m not sure but I guess they have considered
adolescence age as the key factor which is absolutely illogical .


Why we are discussing ---what khap , there credibility , n all that jazz . I guess we have done it on many threads .Majority are in favor of theis Khap system.


For those who support khaps systems : Although I do not know much , who has given such statement n why . However this has raised the question on
Social Responsibility of those people . AS we being Jat are connected to them in a way or another thus they are soemhow representing our voice .
This has raised many questions on their intelligence and social responsibility .
Very typical dialogue which I have heard : Tum Jat chahe kitne hi padh likh jao , rahoge wahin . Bitter but was true .
such statements taht too from such responsible people who are in a way represent every Jat ------are taking us backward .


I am not part of khap , but i guess soemone from here sure is --may be they can pass this message . That we expect a lot from them ,

To Control such hedious crimes : Koi agree kare ya na kare , we as parents - teachers - realtives --siblings-friends responsible for this .
Humari upbringing kharab hai . We do not educate them with morals rather just degrees . Sare doctor --engg chahiye chahe ---kitni bhi ghatiya soch ho .
After all soch--won't get u money - status n all that .


Right Education- Guidance -----support ------good upbringing----can help fighting against such crimes
