After Gujarat, Sikh farmers in Haryana face eviction threatRead more at: http://indiatoday.intoday.in/story/after-gujarat-sikh-farmers-in-haryana-face-eviction-threat/1/298979.html

After Gujarat, Sikh farmers in Haryana are now facing eviction threat. The Congress party, which raised a hue and cry against the Narendra Modi government's decision to evict Sikh farmers from Kutch, is now on the back foot after a similar issue concerning Haryana Sikh farmers has reached the Prime Minister's Office.

Former chairman of National Commission for Minorities Tarlochan Singh in a letter to Prime Minister Manmohan Singh has requested the latter to save hundreds of farmers in Kaithal and Kurukshetra districts from displacement.

Former chairman of National Commission for Minorities Tarlochan Singh has written to the Prime Minister to intervene in the matter. Villagers at Karahsahib near Kurukshetra, Haryana.

"I have requested the Prime Minister to save 3,500 Sikh farmer families, settled in Kaithal and Kurukshetra districts for the last 55 years, who are facing displacement threat following a court order. These Sikh farmers were settled by the then government of India in areas which later formed a part of Haryana state. The state government has asked them to vacate the land," Tarlochan Singh told Mail Today.

The land owned by the Sikh farmers in Kaithal and Kurukshetra districts is around 15,000 acres. More than 3,500 families were given barren land on lease for a period of 20 years in 1952. The lease was never renewed thereafter. The farmers were issued eviction notices in 1973, which was challenged by the affected farmers in a local court from where the case reached the Supreme Court.

The farmers lost the case in the Supreme Court but the court said the state government can extend the land lease. "The court had said the state government can give the land to the farmers but rather than extending a helping hand, the authorities are trying to snatch the land from us. They have asked 100 families to vacate their houses," said Beant Singh, one of the affected farmers.

These 100 families belong to Karah Sahib village. They lost their land in 2012 and now they have been asked to leave their homes.

"We are not growing any crop for the last 18 months. Now they have asked us to vacate our houses citing the court order. Sikhs are being treated as secondclass citizens here. The power supply to the village has been cut off to compel us to leave the place," said Lakhwinder Kaur, a farmer.

This is second time when the Prime Minister has been asked to intervene in the case. "During 2009, when Manmohan Singh visited Pehova, the affected farmers had requested him to intervene in the matter and safeguard their interests. He had directed Chief Minister Bhupinder Singh Hooda to take steps to protect the rights of the farmers. But the Haryana government just slept over the issue," Tarlochan said. Haryana revenue minister Mahender Pratap Singh was not available for comments.

State Congress Committee president Phool Chand Mulana expressed ignorance about the case of Haryana Sikh farmers. "I have no knowledge about the case. I am currently out of Haryana," he said.

While the govt definitely has the power and the right to claim the land back, its beyond comprehension what the govt. intends to do with 15000 acres after evicting and enmasse uprooting the farmers already tilling the land. These people are residents of Haryana and should be allowed to renew the lease. Looks like after after 60 odd years of partition, these families are facing the same threat all over again and this time by their own people.

Anybody here from Kaithal, Kurukshetra who can shed some more light on the issue?

Hahahaha!!

He never has any knowledge on any topic. You can look for his responses in the past. They are very much similar like this one.

Anyway on the topic, loot is going on in Haryana. All areas around NCR have been grabbed by Land Mafia, politicians, bureaucrats.

Now this belt also looks lucrative to them. They will again amend rules like they did in Gurgaon, Faridabad, Bahadurgarh, Sonepat and will allot this land to themselves and to the builders. I don't think it will stop anywhere.

That thought did cross my mind. It could be just another ploy to acquire land and then parcel it among ministers and their cronies. I think NH1 to Ambala/Chd passes close to these areas so the land will be 'developed' and profits reaped.

Yes all around NH1 from Kundli to Ambala/Chd. It's happening. They grab all panchayat land, pay some amount to Sarpanch and get it sorted easily. People know later that land is given to the builder. By that time, it's all gone. Then people go to court but nothing happens. It get struck into our known slow judicial system. Judiciary is also corrupt. They also get some stake in all these deals.

People in Gurgaon have been through this phase already. Some people went to court for the land aquired by government back in 90's and got peanuts compared to market price. Land was aquired as low as 100 rs sqyrd and market price is thousand times expensive. Nothing happens to these politicians and bureaucrats. They are getting stronger and stronger. People re elect them. And they again get back into power game. Money matters in elections these days. Be it Panchayat election, Council election or state elections.

It wasn't my intention to give this incident a communal color. Land grab by the politically powerful seems like the real motive here. At the same time, I cant help but think that at some level these farmers are still considered as outsiders in the land they live on.

It's not a new development. The first notice was served in 1973 which is 40 years before.

When the farmers got the land they knew very well that the lease in only for 20 years which may or may not be renewed. The govt did the right thing by sending the notice in 1973. The farmers challenged it and as expected lost the case.

There is no force used here and neither was used in Gujrat. The farmers has no case except on humanitarian ground. I don't think they are victimised. It's unfortunate but it's the reality. What govt will do with the land is a different issue.

I think the farmers in Gujarat won in Gujarat HC but the Guj govt has challenged the judgement and the case is now in the SC.

The SC in the Haryana case has also asked the govt to extend the lease but the govt hasn't done so. Without going into the communal angle, it is a bit harsh for families to uproot themselves after two generations born (1947-2013) and lived there. The lease should have been extended as the farmers were ready to pay. This is the bare minimum humanitarian aspect a govt can show to its own countrymen who have already suffered the trauma of partition.

Also, I think there's a tenancy law that makes anyone who has lived on an agricultural land for more than 25 years the rightful owner. One would has to access the SC's judgement to see how this law was applied here.

Yes farmers won in Gujrat HC (which is good ) but I said there is no force used both are legal matters. The unfortunate part is some people have tried to give them a communal colour. The Haryana Govt has done worse in many cases to the native population

The SC didn't ask the govt to extend the lease but as per your article SC said they can if they want.

You are expecting humanity from these people who can sell their mother(land) for some money.

Majority of Sikh farmers are also Jats.

Idea of one India is being distorted in so many ways, this being one. Interest of every Indian should be protected-be it in any state.

P.S. Good to see people standing for sikhs here, specially those who did not even comment when the same happened in Gujarat

Cultivable land continues to shrink

NEW DELHI: Cultivable land in India continues to shrink. It may not pose an immediate problem for the nation's food security but its long-term effect could be disastrous with the country needing more and more foodgrains to support its growing population.

Latest data from the agriculture ministry shows that as many as 20 states reported decrease in cultivable land to the extent of 790,000 hectares in four years from 2007-08 to 2010-11.

The decrease is mainly attributed to diversion of cultivable land for non-agricultural purposes, including construction, industries and other development activities.

Since such diversion is inevitable, the government had in its National Rehabilitation and Resettlement Policy (NRRP), 2007 recommended several measures to keep a tab on ever-decreasing cultivable land in the country.

But the data, shared by the agriculture ministry in response to a question in Lok Sabha on Tuesday, shows that only five states have taken some steps to increase the areas under cultivation and three others (Assam, Goa and Sikkim) have adhered to the policy of not tinkering with land which can be used for farming.

Gujarat is the only big state which increased the area of cultivable land during four years from 2007-08 to 2010-11. Manipur, Mizoram, Jammu & Kashmir and Arunachal Pradesh are the other states which reported increase during the period.

Haryana showed the sharpest decline in area under cultivation. The small state, which has seen diversion of huge tracts of cultivable land due to boom in real estate, reported decrease of 65,000 hectares of agricultural land between 2007-08 and 2010-11.

Since land falls under the purview of states as per the seventh Schedule of the Constitution, it is for states to bring in suitable policy to prevent diversion of agricultural land for non-agricultural purposes. The Centre had under its 2007 policy advised states to allow development projects to come up on wastelands.

Under NRRP, states were advised that acquisition of agricultural land for non-agricultural use should be kept to the minimum, multi-cropped land should be avoided to the extent possible for such purposes and acquisition of irrigated land, if unavoidable, may be kept to the minimum.

But it seems most states have not followed the norms, leading to overall decrease of nearly 406,000 hectares of cultivable land in the country during the four-year period.

Though the shrinkage did not have adverse impact on foodgrain production as the country reported increase from 230.8 million tonnes in 2007-08 to 255.4 million tonnes in 2012-13, the ever declining trend of cultivable land may pose a serious challenge in the long run.

I would be really curious to know how increase or decline in cultivable land contributes to economy, and its impact. Haryana saw a sharp decline in cultivable land(most land used for real estate and industrial use) but grew sharply on economic context, Odisha saw maximum FDIs and inflows recently where as Gujarat which saw the maximum gain has remained constant on economic parameters.

Also another question I am curious about is what should India prefer to be, an industrial hub or a farming nation? Any nation that has transition from developing to a developed country has focused more on Industrial growth than agriculture but sadly in India in Industrial growth is more diminishing but is covered well by services sector.

Sivach bhai,

Very pertinent point.

We have a growing population and the agricultural land to grow food on and feed this population is decreasing.

We can only imagine what will happen, though we have started seeing the signs of things to come. The food prices have gone up not only because of hoarding (black-marketing supported by the Congress party) but also decline in the area under cultivation. There will in all likelihood be civil wars between the majority have-nots and the minority haves.

Politicians are in a race to give licences to builders all across the country. Take the case of Gurgaon. Not only has agricultural land (21000 acres) been usurped by the builder lobby hands in gloves with the govt., the water table is fast depleting because of the licence giving (commission getting) spree of the Congress govt. It is being said that in 5-10 years time the entire ground water of Gurgaon is going to vanish and that too in light of the fact that Gurgaon is primarily dependent on ground water.

Where will all this loot stop? Politicians are chors, but the Congress is the King Khan among them with its hunger for looting national wealth not stopping at any level.
