In agreement completely.
Top to bottom, every one is to be blamed.
The change for betterment can start from the top or the bottom or from both the ends simultaneously.
A very good example of change from the top is Lee Kuan Yew who was the first and longest serving Prime Minister of Singapore; and it was his leadership that brought Third World Singapore into a thriving metropolitan city in a stunning 3 decades. True leaders like him are endowed with the task of building a national character. And we also know that despite more than six decades of Congress rule (misrule), India is still a third-world developing country.
Change from the bottom/people/grass-root level is Japan which rose from the rubble and devastation of world war 2 through sheer hardwork, grit, determination and perseverance of the common man there.
So, in essence, the state govt. cannot be absolved of all the wrong that has taken place during its reign. If the bigger fish are involved in corruption, smaller fish by default are encouraged to engage in acts of corruption. This is a sure shot recipe for anarchy and free-for-all in society. The examples set at the top are emulated/followed by the man on the street. Andher Nagri Chaupat Raja is all that can be said about Congress misrule for over six decades.
Apne bahut accha eg diya. Even it's fact that congress never tried to control corruption. Corruption last 65 years ki den hai. un Leaders ki soch or nitiyo ki.
