Dear friend, you are twisting the facts. In 2000 INLD contested elections as part of NDA. No doubt INLD won 47 seats out of 90, but they didn't contest elections on their own. When they got clear majority they split apart from NDA.
Shivsena is not tied up with NDA now in Maharashtra, but they are still in central government, because they say in Lok Sabha elections they were part of NDA and thus BJP got advantage of it because of seat sharing, so they (Shivsena) are not going to break the alliance in central government.
Thanks and regards.

Friend,
Thanks friend for proving me wrong on one point.
It would be interesting to share with the members the development that led to forging and breaking of the INLD+BJP alliance in February 2000 Vidhan Sabha elections.
Initially Haryana Vikas Party led by Bansi Lal and BJP had contested the Haryana Vidhan Sabha elections in alliance and they continued the alliance during the parliamentary elections held in 1998. The BJP was a part of the Bansi Lal led Government in Haryana.
But In view of the poor performance of HVP in alliance with BJP is well known as it could win only one seat in Haryana whereas INLD had won four Lok Sabha seats.
It is reported that on behalf of BJP high command, S Prakash Singh Badal managed INLD outside support for formation of the NDA Govt led by Vajpayeeji.
To ensure fragile majority of NDA rulling alliance, continued support of INLD MPs was necessary. But HVP having alliance with BJP in centre and also sharing government running in Haryana together could not go side by side with support of INLD members of Lok Sabha for BJP.
Finding themselves in a fix, they ditched the HVP, withdrew their support from Bansi Lal Government and led by Ram Bilas Sharma tried to form BJP led government. It is another story that their attempt failed and the BJP MLAs then joined hands with INLD to form government under OM Prakash Chautala.
He got the State Assembly dissolved after six months and in the February 2000 elections out of 62 INLD seats contested, 48 seats were won by the party including OM Prakash Chautala winning from two seats.
The BJP contested on 28 seats, did not fare well and started accusing INLD leadership for their political debacles.
The INLD outside support to Vajpayee government continued till the fag end of his governments term. The alliance was broken between the two parties on the eve of next parliamentary elections in which both the parties contested elections in Haryana separately without opening an account of winning seat. In the 2005 Vidhan Sabha Elections INLD and BJP both fared very poor as quoted in your post also based on INLD party official portal.
H J C + B J P alliance story is well known.
