I dont think that's the case with all universities.take example of DU.they just put one cut off list for all students no matter from which board a student is.

just because one can't read and write doesn't mean he can't make good logical decisions for oneself or their family. even if a person is illiterate,he can give such a good piece of advice that even a literate person cant give.
