Incident at Hissar.
The All India Jat Aarakshan Sangarsh Samiti, (society for reservation for Jats) in their pursuit of Reservation announced a rally to be held outside the city of Hissar in Haryana at Mayyar near the town of Hansi.
A group of ladies and gentlemen approached the local Superintendent of Police (SP) Mr. Subash Yadav for permission to hold the rally. He refused permission. The committee approached the local District Commissioner (DC) Yudhvir Khyalia for permission, and the SP was asked to give permission which he did.
The atmosphere was a little vitiated as the SP Mr. Yadav was rude and taunting in his approach while dealing with the representatives who came to see him.
The next day the rally started and speeches were being held, Instead of the expected audience of 5,000 people, over 10,000 were present. Some accounts of numbers present go as high as 15,000.
In the early part of the program, approximately at noon, the local District Commissioner Yudhvir Khyalia gave a speech. He asked the people to hold a peaceful and then disperse. There should not be acts taken that could vitiate they atmosphere and create unwanted acts by the people present or the administration.
He then left.
About 15 minutes later it was noted the SP Yadav was entering the crown with his personal bodyguard, and taunting the people, including the women present, threatening them, ordering them to close the assembly and go home.
He ordered his police contingent present to fire tear gas. This was unprovoked. The tear gas shells were a complete surprise and shocked the organizers and the assembly. They landed on the stage.
Seeing that had no effect. He came closer to the assembly, and order the police to advance with the Lathis (batons/wooden sticks) threatening a Lathi charge. This was to intimidate the assembly.
Some people, seeing this advance of the police, came back to edge of the assembly.
Superintendent Yadav came up to the people, spoke words the effect” I will show you.’ He then pulled out his service revolver and fired at a young man Sunil Lamba ( age 22) at point blank range.
Sunil fell to the ground, hurt in his chests. He tried to rise up, and said to Superintendent Yadav “You have shot me with only one bullet. I have not died. If you dare shoot me with another bullet” and collapsed.
The people were shocked and advanced towards Superintendent Yadav. Yadav seeing this ran back towards the police line. His personal bodyguard fired using his sub machinegun and then also ran back into the police line. Many in the assembly were injured (approx 25). . One or two died.
He also ran back towards the police line. They both ran through the police lines, jumped into their police vehicle and ran away form the scene, lave the police contingent leaderless.
The assembly of people, seeing this unwarranted shooting, became agitated and ran towards the police, bare handed chasing the Superintendent Yadav and his bodyguard.
The rest of the police also started to turn tail run back
The assembly lost control of themselves. Some found some bricks and threw them at the police. Some policemen were caught. They were however saved from further harm.
The peaceful assembly had now lost control over themselves. Violent incidents occurred and pubic property was damaged.
Some relevant questions are there:
1) Why was the Superintendent of Police Yadav, taunting the assembly, including the women?
2) Why did his order tear gas to fire as soon as the District Commissioner had left, after have given his speech that the police would not intimidate the peaceful assembly?
3) Why did he approach the assembly and taunt the people?
4) Why did he pull and use his service revolver and shoot point blank, at Sunil Solanki.
5) Why did his personal bodyguard use his submachine gun on the unarmed public?

हिसार, जागरण न्यूज नेटवर्क। जाट आंदोलनकारियों और हरियाणा सरकार में मंगलवार शाम समझौता हो जाने के बाद सोमवार से हिसार में भड़की आरक्षण की आग थम गई है। जाट आरक्षण संघर्ष समिति के अध्यक्ष यशपाल मलिक और मुख्यमंत्री भूपेंद्र सिंह हुड्डा के राजनीतिक सलाहकार प्रोफेसर वीरेद्र सिंह ने मय्यड़ की पंचायत में सरकार से समझौता होने की संयुक्त रूप से घोषणा की। हुड्डा ने भी चंडीगढ़ में कहा कि जाटों से समझौता हो गया है। हिसार में लगाया गया क*र्फ्यू हटा लिया गया है। प्रदर्शनकारियों ने पुलिस फायरिंग में मारे गए सुनील लांबा का अंतिम संस्कार उसके पैतृक गांव लाडवा में कर दिया।
समझौते के तहत पुलिस फायरिंग में मारे गए हिसार के युवक सुनील लांबा को शहीद का दर्जा, उसके परिवार को10 लाख रुपये का मुआवजा तथा परिवार के एक सदस्य को सरकारी नौकरी दी जाएगी। इसके घायलों की भी आवश्यक मदद की जाएगी। मुख्यमंत्री हुड्डा ने कहा कि जाटों को आरक्षण दिए जाने के प्रस्ताव को अप्रैल में ही केंद्र सरकार को भेजा जा चुका है। जानकारी के अनुसार सरकार और जाट संघर्ष समिति के बीच समझौते के प्रयास सोमवार से ही शुरू हो गए थे। इसके तहत कई दौर की वार्ता भी हुई। मंगलवार सुबह हिसार के पीडब्ल्यूडी रेस्ट हाउस में जिले के कांग्रेसी नेताओं की संघर्ष समिति के नेताओं के बीच वार्ता हुई। इस वार्ता के आधार पर बात आगे बढ़ी।
जलता रहा हिसार
समझौते से पहले पूरा हिसार जिला हिंसा की आग में झुलसता रहा। मय्यड़ की आग उकलाना, बरवाला व अग्रोहा तक फैल गई। भीड़ ने गांव सातरोड स्थित स्टेट बैंक की इमारत जला डाली। इसके अतिरिक्त सातरोड से मय्यड़ तक आधा दर्जन से अधिक वाहनों को आग के हवाले कर दिया गया। हिसार में पुलिस चौकी व पुलिस नाके को आग लगा दी गई तथा रेलवे लाइन को उखाड़ दिया गया। जाट प्रदर्शनकारियों ने उकलाना में पुलिस चौकी से शस्त्र व वर्दी लूटने के बाद आग लगा दी।
उकलाना के गाजूवाला रेलवे स्टेशन के समीप रेलगाड़ी रोकने का प्रयास करने पर दो ग्रामीणों की मौत हो गई। अग्रोहा में एक आईसीआईसीआई बैंक में तोड़फोड़ की तथा एक पेट्रोल पंप जला डाला। बेबस जिला प्रशासन ने कमान रैपिड एक्शन फोर्स को सौंप दी। आरएएफ की तीन कंपनियां हिसार पहुंच गई तथा तीन बजे फ्लैग मार्च शुरू कर दिया। इस दौरान सेना के जवानों ने भी मोर्चा संभाल लिया। सेना ने सभी अतिसंवेदनशील इलाकों की कमान संभाल ली। जिले में पूरी तौर पर क*र्फ्यू घोषित कर दिया गया। इसके बाद पूरे शहर में सन्नाटा पसर गया तथा बाजार बंद कर दिया गया।
उधर, मय्यड़ गांव में दूसरे दिन भी दोपहर बाद तक ग्रामीण नारेबाजी करते हुए जाम लगाए रहे। लेकिन सेना के पहुंचने व क*र्फ्यू लगाए जाने की भनक मिलने के बाद हाथों में लाठियां व लोहे की राड उठाए युवक गायब होने शुरू हो गए।
उधर जींद व कैथल में भी प्रदर्शनकारियों ने जाम लगाया। जाट समुदाय के लोगों ने जींद-हांसी, जींद-बरवाला, जींद-भिवानी, जींद-कैथल, जींद-सफीदों, हिसार-नरवाना, जींद-उचाना मार्गो पर जाम लगा दिया। नरवाना के कालवन गांव के पास दिल्ली- फिरोजपुर रेलवे टै्रक को 400 फीट तक उखाड़ दिया। रेलवे स्टेशन पर कमरे में रखा रिकार्ड जला दिया।

Jat Samiti blames police for violence

Rohtak, September 16The jat stir for quota in government jobs will go on till the demand is accepted and there is no division in the leadership on the issue, said national general secretary of the All-India Jat Aarakshan Samiti, Ram Karan Hooda, speaking to mediapersons here today. This body is led by Yashpal Malik. Defending the stir, he claimed that the agitation had started in a peaceful manner but it was the “barbaric” behaviour of some police officials that had triggered violence. The samiti would immerse the mortal remains of the young man killed in police firing in Mayyar into the holy Ganges tomorrow. He said the samiti would stick to its earlier agenda of boycott of the Commonwealth Games to be held in New Delhi from October 3. He reiterated that the stir would go on through democratic means and its members would not target private or public property. Head of the Hooda Khap Kishan Hooda claimed that some vested interests had been trying to create confusion by spreading rumours on a division among the leaders over the matter.

हांसी. गांव सोरखी के नजदीक कुछ लोगों ने बुधवार की सुबह हिसार—दिल्ली हाईवे पर जाम लगा दिया और अखिल भारतीय जाट महासभा के राष्ट्रीय महासचिव सतपाल चौधरी की सफारी गाड़ी को आग लगा दी। ये लोग आरक्षण को लेकर मय्यड़ आंदोलन पर महासभा के राष्ट्रीय अध्यक्ष यशपाल मलिक और प्रदेश सरकार के बीच समझौते से खफा थे। सोरखी और बांडाहेड़ी के बीच सुबह करीब साढ़े दस बजे जाम लगाकर लोग सड़क पर बैठे थे। कुछ देर बाद जाट नेता सतपाल चौधरी की सफारी गाड़ी एचआर10एल-7172 वहां पहुंच गई, जिसमें चौधरी मौजूद नहीं थे। उनके रिश्तेदार संजीव के अलावा कुछ अन्य लोग सवार थे। इन लोगों ने प्रदर्शनकारियों से गाड़ी के लिए रास्ता खोलने की बात करते हुए कहा कि जाट नेता चौधरी की गाड़ी है और उन्हें दिल्ली जाना है। इसके बाद प्रदर्शनकारियों ने संजीव को नीचे उतार लिया और उनसे पूछा कि सतपाल चौधरी कहां है। संजीव ने बताया कि वे हिसार में प्रेस कॉफ्रेंस को संबोधित कर रहे हैं। इस पर प्रदर्शनकारी उत्तेजित हो उठे। सतपाल चौधरी और यशपाल मलिक मुर्दाबाद के नारे लगाने लगे। उन्होंने चौधरी की गाड़ी को तेल छिड़क कर आग लगा दी। बाद में एसडीएम सुभाष गाबा मौके पर पहुंचे और करीब तीन घंटे की मशक्कत के बाद जाम खुलवाया। गाड़ी के अंदर कुछ महत्वपूर्ण दस्तावेज भी जलकर खाक हो गए। प्रदर्शनकारी सीएम के राजनीतिक सलाहकार प्रो. वीरेंद्र सिंह और यशपाल मलिक के बीच हुए समझौते के खिलाफ थे। प्रदर्शन कर रहे अजमेर, बारू राम, सुखबीर, निहत्था सिंह, बिजेंद्र, बलजीत, अनिल व अन्य का कहना था कि मलिक ने सीएम से गुप्त समझौता करके जाट आरक्षण के संघर्ष को बेच खाया है। इससे जाट समाज की बदनामी हुई है और उनके बलिदान को बेचा गया है जो उन्हें गवारा नहीं है। उनका मलिक को तुरंत प्रभाव से पद से हटाने की मांग की। गाड़ी फूंकने तथा जाम की सूचना मिलने पर एसडीएम व डीएसपी भारी पुलिस बल व सीआरपीएफ के साथ मौके पर जाम खुलवाने पहुंचे और उन्होंने प्रदर्शनकारियों को समझाने का प्रयास किया। तीन घंटे के बाद प्रदर्शनकारियों ने यह कहते हुए जाम खोल दिया कि उनका संघर्ष पूरे प्रदेश में जारी रहेगा। जाम के दौरान सड़क के दोनों ओर वाहनों की लंबी कतारें लग गईं।
