After a screening carried out by the Haryana Science & Technology Department for a permanent position in Biotechnology Division, nearly 15 candidates were called for the interview on 23th May 07, at Haryana Bhawan, New Delhi. I was one of them. There were 5 members, with out asking any question a member said gentle men, we have gone through your CV & you are over qualified for this post. I made a quick polite reply, madam you can say it as well qualified, these days no one is overqualified. Another member said, you know the nature of job, I told this is a management cum coordination for the research activities & projects in the state. One member said you are right son, then be honest to your self and tell after getting this job don’t you think you will be stuck to this & you deserves some thing more. I replied, well at this stage of my life I am satisfied with this. Another member no-no please be honest, you are a good researcher, why not to move further in the research field. I replied – a person who have goon through the research, will better manage & coordinate the research activities. The lady member interrupted, you are NET qualified too along with Ph.D. Then you have a better opportunity for lectureship in the university departments & one day you will be Prof. & Head of the department. I replied- presently I am working as lecturer (temporary) in the university & no permanent position in biotechnology is available in Haryana. Member asked, have you applied any where else also. I narrated the incident of Delhi University, where the committee bluntly said, you are a deserving candidate but we prefer our students first. During the 15 min interview, the members tried hard in convincing/ compelling me to other options only. The result is no announced yet. But I have still a questions in mind , in the present competitev time what is the meaning of over-qualification?

The best of the best will be selected

OR

May be, the criteria of over qualification will be help full in long run i.e. bringing stabiliy & quality upgradation in the system

OR

Both have merits & demerits,

open for discussion.................

I think there is no Over qualification thing.Knowledge has no end.If minimum qualification criterion is satisfied then all satisfying candidates have equal opporunity, and committee should take best from it.
But usually this practice is not followed in Haryana, they have their own set of rules.Once I went for interview of S.D.O. in Haryana electricity deptt. in Chandigarh. They asked me How many colors in Indian flag, how many colors in traffic light signal etc etc...and then they selected S.D.O. with these questions...
So u never know in Haryana how they select people...

Have you heard the term pre-selection where the selected candidate's list is made prior to interview usually made over the telephone. I guess thats the case some time (not all times though).

But one thing is for sure that hardworking and dedicated worker will surely succeed. I went through same kind of experience many times when I was struggling to find a faculty position in India. I remember one time I was declined a position citing a reason that I deserve better research institution and a better research position then they have. And one time the committee even declined to interview me because I told them that I have applied for another position as well. Just applied ?? Not even interviewed yet.

In many cases I knew the hidden pre-selection list so I do not know whether they were laughing at me or I was laughing at them. And it all looked like a very well pre-rehearsed drama. The interview was kind of fun some times when I knew I was not going to be selected, no matter how good I perform.

Just keep working hard, there is a light at the end of the tunnel.

Dear Friends, I have one small incident to narrate here.

This happened some 7-8 yrs back when I was looking for a job after completing my Graduation in Eng (H)from DU. I applied for a job (dont remember exactly for what post) which was to be filled via Haryana Staff Selection Commission, Chandigarh.

After some time I recieved a letter that I have to submit a particular document within 15 days of recieving this letter otherwise my application would be rejected (though I had attached the photocopy of the doc. while submitting the application, may be they misplaced it).

So, I went to Chandigarh with the required document. That was my 1st visit to HSSC. The place was in shambles with so many application and documents littered here and there. I told the gentleman at the Inquiry window that I have recived this letter and have been asked to submit this document in support of my application. I was surprised when he told me that I write my name, post applied for and a few other things on the photocopy and throw it (leave) on the heap of many other application that were lying in the open near the staircase. I refused to do so telling that there is no point in leaving it like this as it will surely get misplaced again. But his answer remained same. So I requested him of I could meet some senior officer. He told me that I could go and meet the Secretry Saab HSSC (or may be he was Chairman, I dont remember very clearly but it was a very senior post) on the 1st floor.

I went to the Secretry's office and was ushered in his room by the peon after waiting of 10 mins. I explained my problem to the officer. He listened to me sympathetically and the told me that Beta we get so many applications and sometimes there is not much place to put them. Therefore the postman leaves them near the staircase. He told me to leave my photocopy with him and he will direct it to the right person. I was not convinced with his reply but there was no point in arguing. I also saw a lot of name cards of many politicains (specially of INLD ppl as Mr Choutala was the CM then) under the top glass of his table.

So in the end I left his office without leaving the photocopy with him(for which i had travelled 200 Kms to Chd) and also deciding not to apply for a Govt. Job in future.

I am happy I took that decision at that time. Now I am working happily with a MNC where the Sky is the limit.

That is the most sad part of functioning of our Govt. offices. India can be rich, and be invited in G8 summits and praised worldover for the technological leap it has achieved.

But never it will cross the line of developing nation to developed nation if this attitude do not change.

All can be changed if our politicians want to change but they will never change it because they need those undeserving candidates who will keep standing infront of their offices, residences with hands folded to get undue favors.

Imagine an undeserving lecturer/professor is selected for a position. Career of how many young people he will ruin during his tenure.

This is disastrous.

Your experience reminds me of my two interviews, one when I was nt in the present job, I got a call for interview at Lady SriRam college, Delhi. In the merit list I was at the first position, but in the interview, one of the selection committee member said very proudly(I feel shamelessly) , how do you think being from MDU, you can be selected in DU ? The same moment I knew, No chance of selection here so I also said confidently, Why did you call me for the Interview then ??? And then the covering answer, Actually we prefer our own students. Till date I m nt able to understand, why the hell they call for the interview everyone, when they already know whom to select !!! At least it should be a proper interview, why harass the candidates ...???
Earlier I never went for HPSC interviews as I had no approach, but when I was selected for the present job through UPSC, then once I went for HPSC interview, just to see- Do they select me? or still they dont find me suitable:)... and the HPSC men said.... people in Haryana do anything to come to Chandigarh, and you are in a permanent job in Chandigarh, still want to go to Haryana. However I tried to convince them that I want to work in my own area, it had no effect on them, and being in a job in chd somehow made me ineligible for the selection in Haryana.

Big Issue

This is a big issue, we must condemn such things jointly. I agree that no one is overqualified these days and the committee must select best of the best. This is one of the major reasons of brain drain from govt. to private sector. Well this thread may be connected to another thread "Depender ko kam batao". Being an highly educated MP, he can understand such things much better.

It’s a trend now, whenever there is an interview for temporary position the list is made on the basis of merit. Well, know the days were gone when the posts were created specially for persons with political influence.

Thats what helds back our progress. The deserving candidates are pushed back and the persons who hardly qualify are selected. The loss is all ours. These politicians loose nothing.

This reminds me one more incidence when I knew the position is just specially advertised for a particular person and interview is just a formality they just wanted to complete to make it look like fair. I did applied for the position and went to appear in the interview and just wanted to make them feel little bit what they are doing.

One of the committee member asked me a question and I answered in a very light way and he commented "It is incomplete answer". Thats what I wanted to hear and I replied " I can give you lecture of one hour on this topic, Will you select me then " .

They just laughed but they did not have that wisdom to realize that this was the biggest insult they could receive.

Very rightly pointed out this will be the biggest achievement and work if some one who is on the seat of power can make sure to get the merit respected.

And should be connected to thread below.

"Depender ko kam batao".
