Recruitment process in Haryana needs overhauling
Most of the Haryana govt. recruitments are based on the following process:
1) Advert. is published in some of the newspapers.
- Here what I feel is that the advertisement should be made by the govt before hand that haryana govt will be providing all of its advertisements
in these these newspapers. So that people follow up those only. Sometimes it happens is that some is published in some and others in other. So there
should be named newspapers and those have compulsion for the publishing of recruitment related news either results or openings.
2) People collect the forms mostly by paying 10-15 Rs for a single peice of paper of form from photostat/form shops.
3) Related documents collection:
a) Harayana domicile
- Earlier it was expired in 6 months (people used to change the dates illegaly to avoid the hectic process or have to rush for 2-3 days and different offices ... city megistrate, patwari, tehsildar etc.) ... but now its good that it is made for 10 years.
b) Challan
- For this challan one have to go through long long queues (speaking about rohtak, a quite big city) ... at only 2 windows of state bank and then to treasury twice for just stamping. This takes 2-3 days sometimes as on the same challan window each and every kind of challans are deposited.
Here also we have requested severally for separate windows but the manager is clueless due to lack of staff.
c) Post Office Stamps/Registry
- For this people have to rush through again the long queues with limited windows at post office. Even after request the post office person
dont increase windows and young candidates have to move through this torture as they have to apply for the jobs.
So, in my view, govt can do the following to ease out and simplify the process for themselves as well as for the candidates who have to spent nearly 5-10 days depending from where he is approaching the offices, for a single form.
The above mentioned (2) and (3) points can be arranged as follows:
Govt. can directly release forms in newspapers or on sites.
With option of fees to submit either by Bank drafts from any bank, postal orders or challans etc.
Or
Instead Govt can directly publish prospectus including the fees itself and make them available on several banks or treasuries.
I feel that the above procedure will reduce the stress on different offices like state bank, treasury, post office etc etc and also will facilitate
the candidates by saving their time and money.
4) Then the letters have been issues for the dates and places of tests. I dont know what is the policy of Govt?
They give test centres in wrong directions always. For Rohtak it will be panchkula, kurukshetra, kaithal etc. and for that region somewhere else. On that day it is scenic situation at the stops of test cities and buses.
Har jegah candidates .... apni sawari karke jate hein ... buson ke upar chadhe hue .... trains khacha khach ... raat raat tak girte padte pahuchte hein
apne gharon ko ... aur kae baar to raat ko pahuch bhi nahi pate if the test is till 5 pm. Agar koe aurat/ladki hai to uske sath ek banda dilwane ke liye
jata hai because of too much rush and non-availablity of transport .... aur agar aurat ke sath bacha hai chota to kya kahene ..... durgati hoti hai bilkul logon ki.
What is good exploitation and humiliation of the candidates it is, but WHY?
Kya sarkar roadways ka munafa dekhti hai?
- If so then please add that amount also in the prospectus/form fees only .... nobody will argue on that ... as it will reduce the candidates ...
money, preshani, bhagam-bhag and humiliation.
Kya sarkar ye sochati hai ki door dene se log bag galat means nahi apna paenge?
- Then they should have to rectify their examination process as this is not at all logical thinking. jiska jugad hai wo to waise bhi karva leta hai ...
maari jati hai aam janta.
5) Test Results and call for interviews
- Again should be declared in the designated newspapers and with their marks openly. (Sarkar ko apne kuchek logon ka karvana bhi ho to unko bol de ki exam khali chod aaen taki baad mein fill karva sako
). Lekin aisa karne se kam se kam logon ko jo fair selection wale hein kuch to vishwas jamega.
Also the interview taking staff should be that much literate to ask concerned questions and not like that ki bhai tumne kitne ki malla pehrae thi? so as to maintain the upper process only.
6) Final result declaration
- Again should be declared in the designated newspapers and with their marks openly.
Iss sabke baad bhi dikkat kya hoti hai ki agli sarkar aati hai aur pichale walon ko hata deti hai .... there should be some rule in haryana ... that no govt. can dismiss the previous selections and she have to join them. Only authority for this dismissal should be in hands of courts.
So, now govt. should think in this regard too, these old processes are cumbersome and needs overhauling.
