Dear Friends,

Every day we are reading about the electricity supply problem in Haryana and the traffic blockage, people are resorting to. Will someone like to tell the correct story ? Other day I was reading Tribune's online edition and noticed that CM made a surprise visit to Tau Devi Lal Thermal Plant in Panipat and found some units closed. Is it a technical problem with the Thermal plants or increased demand of electricity or what? Or is it something politically created problem? Almost every day we are reading the same thing.

Problem hi Problem Hai....

RK Ji,

The problem is a plain and simple 'demand & supply' one. Demand is more and availability is less, distribution loses and theft/diversion to big industrialists. And on top of that Haryana Govt kept sleeping and did not buy power in time. I came to know of this in Nov 2005 from my friends & relatives who are in Haryana Govt. Everyone knows the problem but no one is brave enough to take hard decisions. The Govt had taken a good step by recovering the dues through a popular pay back scheme but then ran out of ideas.

The situation seems to be taking an ugly turn and is becoming a law & order issue. And when other parties want to take advantage of such a situation it becomes 'Siyasat'.

Wihtout delving into my "free market" rhetoric :D I would like to say that it is more of a Supply and Demand problem.

There is a lot of power theft in villages, which goes unchecked.

It is very difficult to estimatethe power requirements of the state, snce the power grid is so roughly drawn out. I hardly know of any household in Haryana that properly discloses its power requirements.

Not to forget, India has become the third largest consumer of energy. We are headed for energy crisis very soon. If we do not properly plan out our energy consumption, we are going to see a lot of bad days, as demand and supply will fail to coordinate.

I agree, but then why all this noise only in Haryana suddenly? How come this gap between supply and demand to this extent only in Haryana? We don't hear of all these blockades and agitations in other nearby states. Is there something more than what meets the eyes?

Rajendar ji,

The situation is bad in the neighbouring states too. Recently even the power supply of Ambessies got halted in Delhi. So you can imagine the extent of crisis.

You are right that in haryana the propaganda is more and for this the present Govt. should counter these with some work and even the media too. By telling the proper reason to people else how people will come to know about the technical faults. They will always curse and agitations will be there on the air of other opp. parties.

Last month one gas power system is announced to be established in jhajjar district may be that will solve the issue a bit in south haryana.

Rest is well explained by Jagmohan ji and Sumit bhai ..

Govt. is sleeping!

Dear members

Well the situation in Haryana is very critical and i m worried if Haryana is facing electricity problem like this in Winter season than how we will solve the problem in Summers. CM haryana visited Panipat plant and asked to give hiom report in 7 days to DC but still the situation is same and i dont know wht Govt. is doing on this. Yes i m agree that there are thieves for electricity but how come situation become so worse suddenly becose these thieves were active before also in other govt. time. I dont think any politics behind this cos everything is in the hand of govt. so wht other political parties can do in this scene. But i dont know CM of Haryana is changed or wht he is doin. Recently in CM constituency People of Kansala village have to block the road to change their Transformers.
I think Govt. have no control opn administration and they need to do something abt this.

RK Ji,

If you are hinting at the 'Maoist Intrusion' in Haryana, you are right.

I had already spoken about this issue of a 'North - South Maoist Corridor' in another thread. The communists are again upto their old tricks. In the name of 'Justice' & 'Equality' they can go to any length to undermine state power and exploit unsuspecting masses. And in Haryana you have so many people from the SC/ST category who want to hit back after centuries of subjugation. It is easy to hide your real agenda now a days by giving it a popular name like 'Civil Liberties' or 'Human Rights'. Western societies have done it for centuries with the third world. However, that is another issue and shouldn't be mixed up with this discussion.

Rajendraji,

It is not the the question of unequilibrium beween demand and supply here. Had the demand been proper, paid for properly in time, even the most corrupt and incompetent government could have maintained a balnce between demand and supply. Any quantity of power could have been possible. Rather, the question here is government not able to produce enough to let the people steal most of their demand. It's not that farmer or villagers are main culprits. The main thieves are the industrialists who steal 90% of the stolen power. They pay only a fraction of what they should have been paying thus reducing the electricity boards to penury. The power situation in India is exactly like work situation in communist Russia, where government pretended to pay and people pretended to work. The electricity boards are pretending to supply the power and people are pretending to be paying the actual cost. However, the day is not far when people will realise that without money they cannot enjoy 24-hour electricity. In fact the educated people have already realised this and are willing to pay the reasonable cost for assured supply.

Col. Sahab, these communists seems to have studied only Marx and nothing else. Don't we know that even their masters in USSR and China have failed to bring even 50% equality in those countries. What they did in Russia and what they are doing in China ? Just hide injustice and inequality from the world which came to the fore in Russia after their collapse and will stun the world when they will see the pathetic plight of people in China, once they cease to exist their. To me "Communism" is another word for "Camouflage". Their agenda is always hidden and I am sure people will not fall to their propaganda.

concern

The situation is really grave, not only in villages but also in towns and to add to the vows it is still winters and it is not pinching much but summers are lurking ahead. I could imagine what it would be like if in winters it is available only for a meagre 12 hour.

Well i dont know the reasons and nor do a common men interested either, for this sudden disapearance of electricity as it used to be rarely absent a few months ago but somewhere someone has to take a serious relook and identify what, where and when things went wrong and therafter the loopholes needs to plugged and prevented.

Jhajjar plant is some light on the horizon as the project is going full swing. It is left to be seen how and when it meets the people's aspirations.May be, we need to be futuristic and ought to commision some more in order to be no1 state.

Encouraging Privatisation...

It is quite possible that by engineering erratic power supply, the state govt could also be encouraging a debate to hand over this service to private sector. You never know.

Obvious Solution is with people through Government of the day

:) It is not just Haryana but all over the country. Corruption has big part to play in policy formulation. It would make sense if new power plants on BOT basis are set up in the state. Long time ago I had spent some time in putting forward such a proposal but hit brick walls at every corner and had to drop it. This was some 15 years ago but now situation could have changed and if some one wants to run with it, he/she can start where I left it. I also know about another Jat Engineer from Australia who wanted to set up Solar panel manufacturing plant in India and was facing similar obstacles. have not heard from him recently but if any one knows about this project please throw some light on it. His name is Dalbir Singh.

Hooda govt is tryin to improve the deteriorating power scenario.

Here's the link

http://www.hindu.com/2006/01/17/stories/2006011712020300.htm

CHANDIGARH: The newly-appointed Haryana Power Minister, Venod Sharma, faces a challenging task in improving the "deteriorating" power scenario in the State but he says he is confident that he will be able to bring about a sea change and visible improvement in the next four years.
Mr. Sharma, who had streamlined the excise and taxation system which brought in record revenue to the State coffers in less than one year, told The Hindu that he had opted for a change of Ministry from Excise and Taxation to Power as he loves challenges.
While admitting that all was not well with the power scenario in the State due to the faulty planning and tardy implementation of schemes by the previous regimes in the State, he said that the Hooda Government had started taking concrete steps which would bear fruit in the next four or five years.
Mr. Sharma said it would be his endeavour to streamline the functioning of the Power Department and the Vidyut Nigams from top to bottom to make them people-friendly and efficient. He would focus attention on checking line losses and other wastages.
The State Government had chalked out an ambitious plan to add over 4,000 MW of power generation capacity through public as well as private sector to bridge gap between demand and supply.
Also, schemes, costing Rs. 77 crores, have been sanctioned under the Rajiv Gandhi Grameen Vidutikaran Yojana to strengthen rural electricity distribution infrastructure and realize the dream of providing electricity to all.
He further said that the Government would also try to generate power through non-conventional sources. The power scenario would be considerably transformed after the 600 MW Yamunanagar Thermal Power Project was completed by March 2008. Arrangements were being made to facilitate generation of 1,065 MW at Faridabad, 1,080 MW each in Hisar and Jhajjar and 1,000 MW at Panipat, preferably through gas-based plants.
Mr. Sharma said that methodologies would be improved and streamlined to improve interface between the consumers and the electricity staff so that the former had a hassle-free experience whether it pertained to billing, payments of bills or responsiveness to complaints. Vidyut Nigams to be streamlined from top to bottom to make them people-friendly

Gobar Gas Alternative

Even USA president is talking of Methane farming to meet increasing energy demands;

http://timesofindia.indiatimes.com/articleshow/950402.cms

Most of us have seen Gobar Gas plants in rural area and how effective they can be to meet many energy needs. It does not take lots of time and money to construct such plants. Can't this be done in more scietific and professional manner ? If there is so much potential in Biomass to meet our energy needs, then why its not being taken seriously?
