Arunima Sinha becomes first Indian amputee to scale Mt Everest - What an achivement!

Arunima Sinha, what an achivement!! You have become another ray of hope for the hopeless. This is what a will power can do.

Thanks to Tata Group for making this happen.

Arunima Sinha, a former national level volleyball player who had lost her right leg after being thrown off a moving train by some hoodlums, created history today by becoming the first Indian amputee to conquer Mount Everest.

25-year-old Sinha reached the summit of the highest peak in the world at 10.55 am today, as a member of the Eco Everest Expedition from the Tata Group, an official of the Tourism Ministry of Nepal said.

Sinha, a resident of Ambedkar Nagar in Uttar Pradesh, was pushed out of the general compartment of Padmawati Express for resisting a chain-snatching attempt by some criminals, while travelling from Lucknow to Delhi on April 12, 2011.

KATHMANDU, NEPAL: An 80-year-old Japanese man became the oldest person to climb Everest breaking the record set by a Nepali who climbed Everest at the age of 76 in 2008.

Yuichiro Miura reached the top of the 8,848 metre-Everest at about 8:45am on Thursday morning along with his physician son Gota, mountaineering official Gyanendra Shrestha said from the base of Everest.

Miura had earlier reached the top of the 8,848-metre world's highest peak in 2003 and 2008 when he was 70 and 75 years old.

The oldest woman to climb Everest is Japanese woman Tamae Watanabe who set the record last year when she was 73.

Before beginning Miura had said earlier this month said over the phone from the base of the mountain "I am still healthy and strong. I think I have a good chance to reach the summit of Everest," despite having had a heart surgery in January this year and broken his hip in an accident two years ago.

While had said as preparation for the climb he had been doing special training in Tokyo lifting 5 kg load on each leg and walking three times a week with a load of 25 to 30 kilo on his back.

"I have a dream to climb Everest at this age," he had said. "If you have a dream never give up. Dreams come true."

Earlier this month two Indian 21-year-old women from Dehradun - Nunshi Malik and Tashi Malik - became the first twins to climb Everest. Altogether 80 Indians are attempting to climb Everest this year, according to Nepalese mountaineering officials.

Blind boy blazes trail, scores 95% in science

Link: http://timesofindia.indiatimes.com/...scores-95-in-science/articleshow/20303288.cms

NEW DELHI: KartikSawhney had to wage a battle before being allowed to study science in class XI. The CBSE was not convinced Kartik, who is completely blind, would be able to handle the 'visual inputs' — graphs, diagrams, models — required for science. The doubters got their answer on Monday. Kartik scored a 95% aggregate in science with computers in class XII.

The DPS, R K Puram, student is now off to Stanford University to study computer science. If he had his way, however, Kartik would have studied in an IIT in India. But changes in IIT-joint entrance exam rules introduced last year have made it impossible for blind students to qualify, he said.

Kartik said, till last year, blind students taking the JEE had "exemption from visual input". They could attempt only the theory questions and their ranks would be determined by their performance in those. "We could also have a scribe and reader from science background," he said.

But this year, blind students were no longer exempted. Neither were they allowed to use assistive technology. "They expected me to multiply 11,652 with 651 mentally," said Kartik. "And according to the new policy, I could have a scribe and reader only from humanities or commerce streams."

It is argued that a scribe with a science background can help the candidate with his answers. As a result, Kartik had to work with readers who were not able to identify symbols and terminology in question papers. "I've had one reader describe a symbol as an "ulta V", he said. It could've been a pi or a lambda. "But I don't know," he said, "I've never seen a 'pi'."

If the education system had prevailed, Kartik wouldn't have come this far. He had to write more than two dozen letters to the CBSE and its controller of exams, had an NGO campaign and his school negotiate for him before he was allowed to opt for science in class XI.

"It was very difficult to convince the authorities to let me study science," says Kartik, the son of a car-accessories store owner. Once he finally got to study science, his school — Delhi Public School, R K Puram — found ways to help him. "For practicals, the teacher explained the apparatus and in the test, I got multiple choice questions based on the practical curriculum," he said.

Kartik's case is exceptional, said George Abraham, CEO of Delhi-based Score Foundation, "After class VIII, most blind were exempted from studying maths and science. They would be offered subjects like music. Now, some schools allow science but the number is low." Abraham adding that from 2012, CBSE has allowed multiple-choice questions in lieu of practicals and computer-based exams.

In school, Kartik was even allowed to perform experiments, but none that were hazardous, involving toxic chemicals. He also used a range of assistive devices and software — he used one to convert graphs into verbal descriptions. But there was little material available that was accessible.

"In India, we don't generally use ebooks. I used a screen-reader but didn't have text books on the computer," he said.

Kartik painstakingly keyed in all the text. "I had to do it all by myself," he said. Nothing comes to him easily, not even CBSE results. There was a glitch in his scores that had him rushing to his school in the morning. By evening, CBSE had rectified the error.

But all that work has paid off as he leaves for Stanford on September 2. He was extremely happy with the way the SATs are conducted. "You're allowed readers and they give you test booklets where the word is written for the symbols," he says.

Kartik has never lived away from his family — his father owns a store in Lajpat Nagar, mother's a homemaker and he has a twin sister and an elder brother. "I am a little nervous about leaving home but when I think about the IITs and what they did, I become confident."

Raghav Joneja, 15, becomes youngest Indian to climb Everest

http://timesofindia.indiatimes.com/...ian-to-climb-Everest/articleshow/20410727.cms

NEW DELHI: At the age of 15 years and seven months, Raghav Joneja from Moradabad became the youngest Indian to scale the Mount Everest when he along with his five schoolmates summited the fifth highest peak in the world.

Raghav broke the record set by Manipur's Nameirakpam Chingkheinganba, at 16 years seven months and 11 days, as recently as last month, surpassing Arjun Vajpai's feat by a week.

A student of Lawrence School, Sanawar, Raghav achieved the remarkable feat on May 21 after embarking on an arduous 56 day-long journey.

In the process, the team from one of Asia's extant boarding schools, in Kasuali, became the youngest group and the first school team in the world to reach the top of the 8,848 metres (29,029 ft) mountain range.

"It feels really good to become the youngest Indian to summit such a tough peak. We trained for around eight months for this expedition. Climbing the peak with my schoolmates made it little easier," Raghav said of the expedition supported by Hero Cycles.

Raghav, initially, was not part of the school's expedition team shortlisted after testing physical and mental endurance level of the consenting students.

"I requested our team leader Colonel Neeraj Rana to take me in the squad as I was really keen on taking up this challenge. I had to prove them during our acclimatisation sessions at Ladakh that I can summit the Everest. Then only I was allowed to become a part of this journey," he said.

Besides Raghav, Ajay Sohal (17) Prithvi Chahal (17) Shubham Kaushik (16), Fateh Brar (16) Guribadat Singh (17) climbed the peak while one of their teammate Hakikat Grewal had to retreat from 27,600 ft after facing problems with his oxygen mask.

"Safety was our major concern. There were some very dangerous passages during the climb. But our sherpas (local guides) made sure that everyone reaches the top safely," said Colonel PS Grewal who accompanied the team till the base camp.

The team now harbours ambitions to scale Seven Summits, the highest mountains of each of the seven continents, which is regarded as a mountaineering challenge.

Union Cabinet approves regulator for real
estate, lays down norms to help home buyers

Does anyone think if it would put a stop on mushrooming dodgy real estate?

I haven't gone through the link yet, but from what I know from my previous tracking of this regulator, it has a clause which says that builder needs to refund amount with interest for the delays that are caused in construction and providing possession. This is a huge relief for people who suffer lot of mental and financial agony because of unnecessary delays from builder's side. Only thing needs to be seen is, will it be enforced strongly.

24x7 ambulance service on national highways made mandatory

News: 24x7 ambulance service on national highways made mandatory

Link: http://timesofindia.indiatimes.com/...hways-made-mandatory/articleshow/20469649.cms

NEW DELHI: Now, developers and government agencies managing and maintaining National Highways (NHs) will have to ensure that ambulances and patrolling vehicles are available 24x7. National Highways Authority of India (NHAI) has decided to install vehicle tracking system (VTS) in all such vehicles with global positioning system (GPS) within a month to monitor their uninterrupted movement.

In a circular issued last Monday, NHAI chairman R P Singh has directed all chief general managers (CGMs) to take up the issue with private developers. He has cited the provision of concession agreement, where private developers are bound to provide "round the clock" ambulance service for accident victims and patrolling vehicles for the entire project stretch.

Singh has pointed out there are often complaints of developers not deploying these vehicles crucial for shifting accident victims to hospital and to get crucial first report of jams, breakdowns or accidents from patrolling vehicles. As per rules, every developer needs to deploy one ambulance and one patrolling vehicle for every 50 km stretch. At present, though 244 life-support ambulances and 245 patrolling vehicles are deployed on highway stretches totaling around 10,360 km, the deployment is inadequate. Moreover, only a small portion of country's 80,000 km NH stretch has such a facility.

The most recent global road safety report, conducted by the World Health Organization (WHO), has also exposed how only less than 49% seriously injured victims are rushed to hospital by ambulances in India. "Robust ambulance services reduce fatalities significantly as the victims get immediate treatment at spot and are rushed to hospital. As per the order, in case of financial need to implement this project the fund can come from the decided road safety fund available with NHAI," said B S Singla, CGM in NHAI.

Road safety experts have welcomed the move considering the fact that 37% of countries' total road fatalities are reported from NH stretches. "Finally, the beginning has been made. But what we need is to monitor and control the facilities at local level for effective result," said Rohit Baluja.

Rescue apparatus on highways

* Total No of Ambulances: 244 (10,481km)

* No of Patrolling Vehicles: 245 (10,360 km)

* No of Tow Away Cranes: 216 (10,360 km)

Rajasthan gives people right to pink-slip babus

Link: http://timesofindia.indiatimes.com/...t-to-pink-slip-babus/articleshow/20639473.cms

JAWAJA (AJMER): The complaints, like always, were many. But the tables had been turned. At the receiving end were government officers as people crowded around demanding an explanation for being denied their right. It was their day of hearing.

A motley group of villagers thrust 'pink slips' towards the sub-divisional magistrate (SDM) demanding to know why they were being denied the Re 1 a kg wheat promised by the state government. The pink slips given to them while registering their grievances under the recently implemented Right to Hearing (RTH) Act in Rajasthan had proved to be a stimulus for ensuring a rightful hearing. An enquiry was immediately ordered and soon after 80 of the 109 affected people got their dues.

The simultaneous weekly block-level public hearing day at Raipur in Pali district and at Bhim and Kumbalgarh in Rajsamand district too brought forth their share of complaints. Rations and pensions not reaching beneficiaries, long-overdue MGNREGA payments, a water connection, a 'patta' for land being denied, a sarpanch taking bribes from poor Bhil families in the chief minister's housing programme — even the weakest had their say and redressal was promised.

"This is where a grievance-redress mechanism is crucial to give citizens an opportunity to demand accountability," says Aruna Roy of the Mazdoor Kisan Shakti Sangathan (MKSS), which pioneered the Right to Information Act and is now helping craft the way ahead for the RTH Act in Rajasthan. "The hotly debated Food Security Bill of the country does not have a good redress mechanism. The Right to Hearing Act in Rajasthan is an important step forward, but there are many provisions like independent appellate authorities at a district level that are only present in the central Bill. It is, therefore, imperative that the Centre passes the pending Grievance Redressal Bill in the next session of Parliament to ensure that entitlements under all the schemes, laws and programmes in the country reach the beneficiaries."

Three simple steps carry forward the important journey from transparency to accountability in this Act.

By creating a single window, Rozgar Sahayaks in every panchayat have been made responsible for accepting grievances and applications from people every day between fixed hours at the Rajiv Gandhi Seva Kendras, which have been rechristened Public Hearing Assistance Booths.

A pink receipt is given for all grievances lodged and every Friday all officers assemble at the panchayat, block or district level for an open public hearing. The applicant must be given a hearing within 15 days and a written reasoned order has to be given by the officer concerned within seven days after that. The whole cycle is completed within 21 days, and any delay or violation attracts a penalty.

Tested on a pilot basis first in Rajsamand, the Rajasthan government issued guidelines in April making the format compulsory across the state. But months down the line weaknesses in implementation remain.

A defunct Public Hearing Assistance window, an absconding Rozgar Sahayek or the pink slip never reaching the officer even on the day of the hearing were some of the major flaws noticed by six teams of almost a hundred volunteers of the MKSS that went on a 'yatra' across Raipur (Pali), Jawaja (Ajmer), Bhim, Devgarh, Khumbhalgarh (Rajsamand) and Asind and Mandal (Bhilwara).

"All defaulting officials will be taken to task," says Banna Lal, director, Public Grievance department, Rajasthan. "There are provisions of imposing fines of up to Rs 250 per day for such officials. We have fined a junior engineer for having failed to provide a water connection while a BDO has been put under APO (awaiting posting order). But the Act has ensured that even the weakest now has a forum to speak out. Complaints of corruption have also been investigated and are being acted upon. Lots of complaints pending for years are pouring in."

At a review of the three-week process, attended by government officials and civil society organizations, Nikhil Dey of the MKSS says: "The entire country has been agitated about the lack of accountability at all levels. This exercise can be seen as a continuation of the process of campaigning for a strong law that ensures accountability of officials to the citizen. The Rajasthan government should be given credit for attempting to implement this law, but our experience here underscores the need for the central government and Parliament to draw lessons and immediately enact an effective grievance-redress law."

The volunteers from over 15 districts plan to take this process across Rajasthan, but the question remains whether parliamentarians will hear these voices of distress and hope from the ground level and give people their right to seek accountability.

Trai tightens norms for mobile value added services

Telecom operators have to take double confirmation from consumers before activating value added services (VAS) and must complete deactivation requests in four hours, sectoral regulator Trai said on Wednesday.

Earlier, on July 4, 2011 Trai had directed telecom operators to obtain explicit consent of consumers "through consumer originated SMS or e-mail or FAX or in writing within 24 hrs of activation of the value added service and charge the consumer only if confirmation is received from him".

The industry had objected to this direction and estimated.`12,000 crore revenue loss and over 10,000 job cuts on complying with the direction. After failing to convince the regulator, industry body representing GSM players COAI approached telecom tribunal TDSAT but lost could not succeed.

'Maine...' is the Hindi version of Janaagrah's ipaidabribe.com that has got 20,000 corruption reports since its launch in 2010. Co-founder Swati Ramanathan says, "This site is not a platform to document big-ticket corruption involving crony capitalism or unfair distribution of natural resources. We are talking of corruption that each citizen encounters in daily life, whether it be dealing with traffic police, customs or civic officials, or the education and health sector."

17 Jan-2015. It's luck of Indian Govt.

Good or Bad ??

Online babu-bashing no crime, SC says

"The Supreme Court has yet again come to the rescue of common people who give vent to their anguish against official apathy on social networking sites as it said such adverse comments were not a crime under the law.

Saving a Bengaluru-based couple from criminal prosecution for posting adverse comments against the police on the Bangalore Police Facebook page, the court ruled that it was a public forum and a commoner had every right to give vent to his feelings. "

Thums down to politicians like Siebel and parties like the congress which had enacted draconian laws that encroaches the fundamental rights of freedom of speach.

Haryana to initiate birth defect surveillance

Haryana becomes first state to initiate birth defect surveillance

There were 1.7 million children born in India with congenital birth defect (CBD) and it accounted for 6% of total births.
As many as 7,700 children died every year due to CBD, 25 % of the CBDs included congenital heart diseases, neural tube defects and Down's syndrome. "It is important to understand what kind of intervention the government has been able to make on CBD as there is an urgent need to have robust data and tracking of CBD" - Inoshi Sharma, director, National Health Mission.
