To set up social order in right manner , I propose for something like our village panchayats , named , 'Haryana Tribunal'.

There are many issues which cannot be covered by present Legal System of Judiciary- our courts.
Like:
Ghapla (frauds) in Recruitments , govt as well private sector.
In today's newspaper seen a notice of cancelling recruitments of 47 peons by haryana govt , supposedly under pressure in an election year , when opposition stalwart leader AJAY CHAUTALA shown the LIST of already selected candidates even before so called INTERVIEWS.
Analyze what use to happen in moti malai dar posts! (Higher posts)
There can be no proofs , no court will act under pressure of ruling party.

Individuals sometimes feels cheated by others influential persons.
They can report their complaints to Officer-in-charge , Tribunal....who will be appointed by the Panchayat'

Mediate with persons like Maoists , Kashmiri youths who have adopted militant path, ...etc
so as strengthen the nation.
Haryana people are very good in resolving matters , with remarkable judgements.
This step will widen the Role of Haryanvis on national sphere as due to politics of 10 Lok sabha seats , we feel neglected!

Such a TRIBUNAL will be constituted by an election body comprising of ONLY JATS of Haryana State.
Any person who is JAT , plus whose both parents are JATS , plus both of parents belongs to Haryana state before marriage.
That person have to marry only Jat girl of Haryana state(abiding all customs of leaving gotra). If he breaks any of the abovesaid clause his membership will be terminated.
All such members (including females) will constitute a big Panchayat namely 'HARYANA TRIBUNAL'.
It will have some x number of officers , all equal in rank.
They will hear petition ,and will award judgement.
If that judgement is overlooked by the concerned party (person / group of persons) then a formal FORCING committee will deliver the justice.
Such FORCING COMMITTEE will be constitued of YOUTHS ( HARYANVIS).

One more clause of APPEAL against JUDGEMENT in extra ordinary cases will be there:
Voting by all members , Haryana Tribunal { H T }.
& conclude the judgement eitherway ,in favour of appeallant or certifying Officers Judgement.
Such extra ordinary cases will be those where X Penalty is awarded.
X stands for Last penalty a Judge can announce!
---Its not dyarchy , dual government , Tribunal will not charging TAX.
It will run by , chanda (gifted money) /or by leving financial penalties on offenders.
