How to file a case in consumer court ! can anyone help ?

I want to file a case against my flat developer for EEC and FFC charges + late possession penalty.
Please suggest any advocate for reference if you have any or guide me how to file a case in Consumer Court

Perhaps someone who has a legal background can share some info here. Since, this is more of a common occurring situation a lot of us may come across. Thank you.
