Dear All,

Since notification has been done. Every aspiring Jat shall now start making their OBC certificate and avail the reservation.

In this thread we will aware our Jat brethren about how to Make this OBC Certificate and Non-Creamy Layer Certificate, terms, conditions etc etc.

If some member knows more, they are requested to share the information so that a lot of people can be immidiately helped in this regard.

Please clarify following points :
When was notification published by Ministry of Social Justice,Govt. of India ??
Since Model Code of Conduct has been enforced,will OBC certificates be issued by SDM/Tehsildar now ?

Abhishek,

Notification publication date is 4th March 2014.

I don't think Moral code of conduct has anything to do with administrative day to day work.

Website mentioned in the original post of this thread explains a lot about OBC at centre level. One need to explore as quickly as possible and share with all.

Model Code ko Conduct ko to aisa haua bana rakha h..Model Code of Conduct na ho ke yudh ho gaya.

Bhai Model code of conduct me kya Sarkar k office band ho jate h, kya CM chhuti par chala jata h, kya hamare gharo me bijli pani nahi aate...aisa kya h aapki nazar me jo kam nahi hota?

Bhai Model Code of Conduct me Political Parties ko soch samajh k kam karna padta h...Naye lok-lubhavan kanoon pas nahi hote. Administrative work jo maine upar likhe...wo sab hote h.

Q. What is Caste Certificate?

Ans: Caste Certificate is a legal proof of your caste.

Q. Where can I get the Caste Certificate?

Ans:The Candidate has to submit an application in Form A to the Tahsildar concerned for issue of caste certificate and the Tahsildar, after verification will issue caste certificate or reject the claim within a period to 2 months from the date of receipt of application

Q. Why Caste Certificate is required?

Ans: Government of INDIA have given reservation benefits for castes and sub-castes falling under OBC/SC/ST/NT. The caste certificate is required to avail the benefits of reservation.

Q. When do you need Caste Certificate?

Ans:The Caste Certificate is one of the required document while taking admissions in School/Colleges/ Scholarships/examinationsAlso useful for Employment having benefits of reservation.

Q. What information provided in the Caste Certificate?

Ans:The Caste Certificate provides following information Full name of the candidate applied for the certificate The Category, Schedule Caste/Nav Buddha/Vimkuta Jati/Nomadic Tribe/Other Backward Caste Certificate bearing number Date of issue Issues by whom?he issued place Candidate’s Caste Name Signature of the respective officers.

Q. Why I have to produce the Caste Certificate?

Ans:In order to claim the benefit of reservation in technical and professional courses of study and also for appointment in service or posts under Govt or an establishment in Public Sector

Q. Which papers and documents are require to apply for Caste Certificate?

Ans:Following documents are required to apply for Caste Certificate
Ration Card should contain the name of the candidate
Birth Ceritifcate
School Certificate or Bonafide Certificate
School Certificate of Father/Uncle (Certificate should mention the caste of the person)
Caste Certificate of Father/Sister/Brother/Uncle/Aunty/Any of the family member's from Tahsildar office.
Stamp paper of Rs. 20/-
Xerox all the papers and get the stamp from special executive officer (SEO)/ Corporator of your area.
You should submit the papers in Tahsildar Office between 10:30 AM to 1:00 PM from Monday to Wednesday
While filing the certificate, carry all the original documents along with you.

Q. Where can I apply for the certificate? Which institutions issues these certificates?

Ans:Tahsildar Office/ Village officer issues the Caste certificate. Apply in the prescribed form Affix a court fee stamp worth Rs. 5/- (SC/ST exempted).

Q. How long it usually takes to get the Caste Certificate from the date of application?

Ans:Once the candidate submit all the correct document to the Tahsildar, the Tahsildar, after verification issues the Caste certificate or reject the claim within a period of 2 months from the date of receipt of application.

Q. Can I apply for the Admission without the Caste Certificate if my request of Caste Certificate is in process,?

Ans:Yes, the candidate needs to provide the receipt which is provided by the Tahsildar Office while applying for Caste certificate.

Q. How do I know if my caste belongs to OBC?

Ans:The CENTRAL LIST OF OTHER BACKWARD CLASSES contains the castes listing.

Q. My parents have Caste Certificate, is that helpful?

Ans:Caste Certificate of parent’s or any of the family members is strong evidence while applying for the Caste Certificate. However, parent’s/ Family Member’s Caste Certificate will not authorize the applicant to a caste certificate.

Q. My parents belong to different castes, do I get the benefit of reservation?

Ans:A child usually gets the father’s caste status. If the status of father is falling under OBC, the child will be eligiable for all the benefits of the reservation.

Q. Do I get the benefit of reservation if I belong religion other than Hindu?

Ans:Yes, the reservation is not restricted to only one religion

Q. What is Non-Creamy Layer?

Ans: The Government of India has evolved the criteria for exclusion of certain socially advanced persons/sections from the benefits of reservation available to OBCs in civil posts and services under the Government of India and this is called the "Creamy Layer criteria".

Q. What is Non-Creamy Layer Certificate?

Ans:The non-creamy layer certificate is proof of the candidate's economic status. It states that the candidate does not belong to the creamy layer

Q. Why Non-Creamy Layer Certificate is required?

Ans:Candidates applying for OBC should submit a copy of non-creamy layer certificate issued by the competent authority in the Govt. og India format, alongwith their application

Q. What information does a Non-Creamy Layer Certificate provided?

Ans:The certificate states the community of the candidate, which is designated as a Backward Class in the State and also certify that the candidate does not belong to the category of 'Creamy Layer'

Q. How Non-Creamy Layer and Caste Certificate are related?

Ans:Candidates applying for posts reserved for OBC should attach a copy of caste certificate along with non-creamy layer certificate

Q. Where can I get the Non-Creamy Layer certificate?

Ans:Non-Creamy Layer certificate is issued by the Revenue Officer not below the rank of Tahsildar

Q. What is the Validity of the Non-Creamy Layer certificate?

Ans:The Non-Creamy Layer certificate has to be renewed every year



Q. What is the next step after getting the Certificates?

Ans:The Caste Certificates is generally required for getting benefits of various Government Schemes and Reservation in Government Services/Institutes etc. Use the attested xerox copy of the same while submitting the document.

I had applied for CBSE-PMT 2014 EXAMINATION(2014) in December 2013, exam will be held on 4th May and counselling will be in June 2014. As there was no OBC reservation for JATS under central list therefore i applied under General Category.
Can i do something so that i can take advantage of OBC category, as now we are under central list?

I dont think its applicable to the time before 4th march 2014. Further you have opted under General Category.
 
What about those who are having obc certificate in states before this 4th march notification? Do they need another caste certificate or they just need non creamy layer certificate and use this along with the old caste certificate issued by state??

Earlier OBC certificate is valid for respective States or state level jobs/admissions /quota. For central Govt jobs, admissions etc, there is a need for fresh OBC certificate which MUST be stating the sl no. of entry of "Jat" in OBC list from this notification of central govt.

Obc certificate for jats

Resolution for inclusion of Jats inOBC has bee passed on 4[SUP]th[/SUP] March 2014. But authorities are not issuing OBC certificates in Uttar Paradesh. Could you any one please guide how to get OBC certificate right now.

same is the case in haryana as well. obc certificates r not being issued. there are no written orders from anyone but verbal orders by state govt to all sdm for not issuing obc certificates

Good information for the benefit of the community for which you deserve thanks.
 
The same is the case with me.I wanted to have my certificate issued but the authorities declined.I then spoke to the tehsildar,he said he had not been ordered to issue certificates by the government,since the matter was pending in the courts.
Does any body have any idea regarding the outcome of the hearing in the supreme court on 2nd may,2014.The government was to have filed a counter affidavit in the court justifying issuing of quota.I had on 1st may,2014 read a report in indian express which had published the excerpts from the government's affidavit.In that government strongly defended quota.But since then nothing has been published in the newspapers.As after the 9th april judgement in which even the supreme court had upheld the granting of quota the government was just asked to file a counter-affidavit.but now nothing is clear.So I request you all to please shed some light on this issue so I can avail myself of this benefit.When the NCBC has updated its central list of OBCs and included jats then why do the governments refuse to give our our due.And it's not clear at all as to what transpired in the court on 2nd may.
One more question,I have a caste certificate in Uttar Pradesh can that be used in the mean time till we get our certificates issued?
I just read a news item in which the government of delhi has started issuing the certificates

मुझे जगह-जगह से लडक़ों के व दोस्तों के फोन आ रहे हैं कि उनको ओबीसी तथा स्पेशल बीसी के जाति प्रमाण-पत्र बनवाने में बहुत परेशानी हो रही है। इसके दो ही कारण हैं। पहला तो कुछ पटवारी और अधिकारी कानून नहीं जानते। दूसरा, ऐसे ही कुछ लोग जो जानते हुए भी हमारे बच्चों को नाजायज तंग करते हैं और वे चाहते हैं कि ये बच्चे थककर घर बैठ जाएं। इसलिए जिन बच्चों को ये प्रमाण-पत्र बनवाने में दिक्कत आ रही हैं, वे कुछ लडके-लड़कियां व अभिभावकगण आपस में मिलकर अपने संबंधित जिले के डीसी से इसकी लिखित में शिकायत करें। दूसरा, जो प्रमाण-पत्र बनाने से मना कर रहे हैं, उनसे लिखित में लें और यदि वे लिखित में देने से इंकार करते हैं, तो आप तुरंत अपने पुलिस स्टेशन में लिखित में शिकायत करें कि आपको अनावश्यक हैरास किया जा रहा है, जो सरासर अन्याय है। इसके अतिरिक्त आप अपने वकील के माध्यम से न्यायालय में भी जा सकते हैं। लेकिन किसी भी सूरत में हारकर घर में न बैठें। यदि आप ऐसा करते हैं, तो फिर आप जाट ही नहीं हैं।
इसके अतिरिक्त याद रखें कि वेतन और खेती की आय दोनों को क्रिमिलेयर के लिए नहीं गिना जाएगा। वर्तमान में क्रिमिलेयर की सीमा 6 लाख रुपए है। केवल जिनके माता या पिता या दोनों क्लास वन ग्रुप ए अधिकारी सीधे तौर पर लगे हैं और यदि क्लास वन ग्रुप ए बनते समय उनकी आयु 40 साल से कम है तथा माता-पिता दोनों ही क्लास टू बी में सीधे तौर पर नौकरी में लगे हैं, उनके प्रमाण-पत्र नहीं बन सकते क्योंकि वे क्रिमिलेयर में आते हैं।
डॉक्टर या वकील, जिनकी वार्षिक आय 6 लाख से अधिक है, जिनका वे आयकर दे रहे हैं, उनके भी जाति प्रमाण-पत्र नहीं बन सकते हैं। इसके अलावा सभी डॉक्टरों और वकीलों के बच्चों के जाति प्रमाण-पत्र बनेंगे चाहे किसी डॉक्टर का कितना भी बड़ा नर्सिंग होम क्यों न हो। इस प्रकार की आय जो क्रिमिलेयर में आती है, वह तीन साल से लगातार होनी चाहिए, नहीं तो वह प्रमाण-पत्र बनवाने का अधिकारी होगा।
केंद्र में ओबीसी का प्रमाण-पत्र बनवाने के लिए अपने यार-दोस्तों व रिश्तेदारों में प्रचार करें कि वे अधिक से अधिक संख्या में प्रमाण-पत्र बनवाएं तथा दिल्ली के कॉलेजों व विश्वविद्यालयों में दाखिला लेने का प्रयास करें क्योंकि पिछले साल पिछड़ी जातियों के हजारों स्थान खाली रह गए थे। इस बार हमें कोई खाली स्थान नहीं रहने देना है। इसलिए अभी शिक्षा के लिए पूरा-पूरा जोर लगाएं ताकि आरक्षण का पूरा फायदा उठाया जा सके।
