Is It Fair To Blame Police For Every Thing

Be it media or common men, there is a tendency to blame police for inaction whenever there is a bomb blast. The kind of explosives used and the way terrorist organisation operate in present times, making available an enviornment free of hazzards is almost impossible but still police comes under flak after every incident. I find this kind of attitude highly irresponsible. Don't we the public have some responsibility too. All these terrorists come and stay in our houses on rent and we don't even bother to get their credentials checked/inform the authorities before these people are let in. Then we don't keep a track of their activities, while they stay in our houses like relatives.....We are much bothered about collecting money from him[as rent] and never bother to keep an eye on their activities and when they carry out a blast....we all cry faul and blame the police and Government. It is high time we come out of this shameful attitude and do our duties too. what you all have to say? I am not siding with the police as they too need to tighten their belts.

Dahiya Sahab,

I am of the view that in such matters it will be unfair to blame the police. They may be corrupt, shirkers et all in normal day-to-day matters but it will be too much if we say that they can stop terrorist attacks. It is not humanly possible for policemen to check each and every person and to guard every inch of territory. In such cases all citizens have to remain alert and help he police in preventing such attacks.

Look at the media

If you look at the media today....every channel is hell bent upon telling the public that....IF POLICE WAS ALERT ENOUGH...THESE BOMB BLASTS COULD HAVE BEEN AVOIDED................SILLY WAY TO REACH TO PEOPLE.

I quite agree that Police cannot be everywhere and cannot avoid such incidences. However, let us accept that Indian Police is engaged in many illegal activities and lots of its time goes in serving various vested interests of its own and their masters. This time is at the cost of public safety for which it’s supposed to act. Will anyone deny that India Police is promoting;

1. Use of illegal pavements for commercial activities, thereby crowding the market places.

2. Taking bribes from transporters. This leads to their laxity in checking what all these trucks ferry around.

Just few days back someone told me that one Police inspector intercepted Bihari labourers at Delhi Railway station and bundled them to the farm of Sonipat MP Mr Sangwan. These labourers were heading to work in western UP and people had already paid their train fare. Such incidents point out how our police force is obliging their masters who help them secure lucrative posting. Most Police constables posted in markets go around shops and ask for Diwali money. I have seen with my own eyes this happening few years back in South Extension. If this is how these police people waste their time, one can imagine how they risk public safety.

Police is doin a good job according to the way things work in India. In places like Delhi, Police never compromise with issues of national interests but small things may effect those ultimately.

What is Expected of Them?

A very interesting and pertinent question has been raised by Mr. Dahiya. Rajendra Ji has given some good observations. While I agree with both the views, let us analyze as to what is expected of them?
1. Vigilance: The police needs to be vigilant to ensure that the criminals are not sneeking into the society to do what they do. But as Rajindra ji has pointed out, the police taking bribe from transporters, and shopkeepers, then are they being vigilant? the answer is "NO". Thus while they might not be involved in the incident directly, they definitely would have contributed to it, and thus can't escape the blame.

2. Trained: One thing a man tries to avoid is training, be it military, police or even sports. I had seen in my career that some people preferred to do the petty jobs of cleaning battalion area, rather than the training, for that is easier thing to do. And how much effort the police departments lays down to continueous training their force to keep up with the latest developments in the crime world. If they are not training they are contributing to it.

3. Maintaining the Weapon Systems. I happen to visit one of the Police station at Ghaziabad, some time in 1981 as my nephew had just been commissioned to be police sub inspector and had joined the force. They had old .303 rifles. I saw couple of them, the barrel was so dirty that if used the bullet probably would not have left the barrel. When I questioned them about such a state of their weapons, they said these are very old, and criminals have much better weapons then them. What they did not realize is that, it is this weapon that is available to them, and keeping them functional is the only way they could meet the challange better, rather than not having even this weapon.

3. Equipping the force: coupled with the point at 2, is the responsibility of the police department of equipping their cadre with the suitable weapons and equipments to meet the challange. They always would say that money is not there. But, what ever little they have for this purpose, has it been used effectively? If the answer is "NO" (which it is) then they should share the blame.

4. Ethical Issues: Bribe and corruption is well known and less we discuss, better we would be. Most sub inspectors have palacial houses in best localities in the cities. Considering the income they get from their salaries, it would not be possible to achieve that. If the money is coming under the table, then security would have to be compromised. The police is well served by the politicians to do that as more often than not, they are the one, who ask them to do such things.

5. The list is endless.

Thus if media blames the police, then they are not awafully wrong in it. The irony is that media itself is also contributory to the many such things. Every single thing seems to have become business rather than service, where money is the bottom line. When we are in such a society, breeding characters like "Harishchandra" may be extremely difficult. However, while it may be difficult, we can always try and beginning can always be made.

Tavathia Sahab,

I fully agree with your analysis. Everyone wants to avoid rigorous training regimes. Everyone knows that in police force a punishment posting of a senior officer is always to training school. This shows how seriouslytraining is taken.

Coming once again to corruption, as you mentioned, less said is better. How low our police force has gone can be seen from the latest news item here;

Unless every India develops a sense of national pride in what he is doing, things will continue this way.

Police does a difficult duty

Dear Rajendra ji and Col Virendra ji,

Police is doing a tough duty and keeping in mind the criminalisation of society beyond repair, lack of ethics, falling general moral standard, high headedness of politicians and rising population at alarming rate has further compounded the problems for them and then constablary is poorly paid [keeping in mind the rising prices of every thing around]. Corrupition today is universally accepted phenomenon and as such it exists in every street and department with varying degree. I am not defending the police for a second out here but only making a point that even if a girl runs away with a boy with her consent still police stations are gheraoed and all these silly TV Channels[without exception] reach there in a flash to condemn the role of police. What i mean to say is that these people are not fair in reporting. Behaviour of general public is also
unbecoming most of the times as we talk of our rights, without even giving a thought to the duty part we ought to perform. It is really bad and not leading us anywhere. There is no sympathy with the police ever as they are always adressed as DOGS...then tell me how this force can do its duty effectively. After all they are also our brotherns and do not get imported from MARS. All humanbeings are hungary of appreciation and if they never get even a mint of it then results will be poor but i still feel that inspite of that our police force is doing a good job.

Sehrawat bhai saheb i agree with you that scaning the entire land can never be done even if we employ the entire population of this country for the purpose.

I don't know that police is doing a good job or not but one thing is clear that police itself is responsible for its negative image among public. Why has police not been able to win the faith of the citizen? In Past time thing were different but at present majority of them from top to down are interested to fill their pockets and don’t hesitate to compromise with the responsibilities and duty whatever have. Yeha tak ki ab to yeh log bribe lekar bi agle ka kam imandari se nahi karte hai…

We can’t blame police for every accident but as Amitab Bachhan said in Khaki Film “Is desh ka kanoon ka agar police imandari se palan kare to gali maie khelne wale bache ka koi khilona bi nahi cheen sakta “ So it is clear that they are not doing justice with their job. It is fact.

Is police free and safe to act?

Respected group members

Let us accept the bitter reality that corruption is a popular phenomenon in India and it encompasses all the segments of public dealings, including the police. Now what is the pay scale of police personnel? It is almost negligible. True, that does not give them a license to be corrupt. But what is prohibiting the government to raise their salaries is not understandable. The moment they will be given an appropriate salary, most corrupt practices will be a past reality. Secondly, whenever the police tries to act honestly, they face political pressures. They have no option but to oblige them. Thirdly, how many of us are providing active assistance to them? Perhaphs few good souls are doing so. Pardon me for this lecture but I also believe in action. That is why we are planning to form an association of "honest people" so that they can be provided protection to their life and limb from various external pressures. This is high time that we must unite before it is too late. I am extremely greatful to Mr Rajindera and Mr Sanjay Dahiya, who have given me their valuable support at the http://www.jatland.com/forums/showthread.php?t=10487 thread.

If high salary was the only criteria of eradicating corruption, our IAS, IPS and other highly paid sections of society would have been the most honest one. However its not so. Corruption is much higher among well paid officers. Need of the hour is to build national character..unless people draw pleasure in serving the nation, nothing can be done..Media is corrupt, ministers are corrupt, senior officers are corrupt and everyone whoever has anything to do with public services, is part of this evil. Not only goverment officers, even private business houses are corrup as they all steal public tax money,,,,

Rajendra

Dear Rajendra Ji

You are right. The quantum of salary cannot be the "sole basis" of indulging in corruption. But it is an important factor and combined with other factors it may lead an honest person to take the path of corruption. Kindly tell me if a person cannot keep his body and soul together with the limited resources what will he do? I am not justifying the corrupt practices of many. What I am trying to do is to differenciate between those who are "forced" to be corrupt and those who "wish" to be corrupt. The salary structure of IAS, etc is sufficient to help them survive and if still they are corrupt they must be punished adequately. I do not mind that. What bothers me is the circumstances where an honest person is forced to be corrupt. Inadequacy of money is "one such factor" and perhaps one of the most crucial factor.

Secondly, it would be unfair to compare IAS with police officers. The police officers are more vulnerable to precarious conditions and are under greater stress. They need more of our active support than our babus. The circumstances making an IAS corrupt and a police officer corrupt are different and so must be the treatment and cure.

I hope you understand my concerns.

Warm regards

Its all about system

We can not Blame anybody other than the 'Corrupt system' of our Country.

For all govt Authorities, Festival Season is ' Kamaai Ka Season'. Then how it could not be the same for Police department also.
luckily I had visited the sarojini Nagar Market along with my wife on the previous day of Explosions. i was there for Shopping and definately not to be there as a 'Victim'. But as i was alert and spot out the Policeman(Whose responsibility is the security of Place & public) taking the full opportunity of the 'Season' by allowing the No. of unauthorised Hawkers to enter the Market without verification & also by some other means.

Next day also someone like me( 'Victims') & all Policeman might have visited the Market one with the intension of shopping & others with the intensions of More 'Kamaai'

But No worries Yaaro 'Shayad Us puliciaye ne bhi apni Bharti Ke Diye huye 2 Lakh Rupayee Kathe Karne Honge'

But Definately Next time whenever i will visit any place like this , i will keep it in my mind that , Myself can be one of the 'Victim'

Thanks & Regards To all
