I have some doubts whether the data is correct.
Study says that Jat population is 28% of the total population in Haryana including rural and urban areas.
However, Election commission data says 25% Jat votes electorate in Assembly Election 2014 which seems credible as rest 3% could be below 18 years who are not eligible to vote.
Further, We know that the percentage of Jats in urban areas is less as compared to rural areas which can't be equal to 28% of urban population. It may be as low as 10% or lesser in urban Haryana. To balance such low percentage in urban Haryana, the Jat population in the rural Haryana must be greater than 28% to make it overall 28% in Haryana.
