Public outrage!
If we allow the public to decide on the laws, or what should be done or what should not be done, and allow interference for every decision making process, then I am pretty sure that most of the pulic will be casting a vote every minute. Its not that easy to do that since that will involve a huge amount of government machinery. Its not just about the bluelines. There are a million problems, like water shortage, water distribution, water payments, water late payments, irrigation bylaws, irrigation permisions, water logging, yamuna waters, yamuna cleaning, etc. etc. Thats just a part of the irrigation department. Now think about tens of other departments and their hundreds of problems. Now if we involve the public at every step, then you can imagine that public will be just casting tens of votes everyday. Nowhere in the world can such things be acceptable.
We vote and choose our legislators, and if they make a fault, then we should blame ourselves not them. Afterall, we have a tendency to forgive and forget!
Coming back to the thread! Kicking blue lines out of service is not the only solution. Accidental compensation should be increased so much that will enable the contractors to hire professional drivers. Also the fares should be increased nominally so that the cotractor keeps phasing out older buses and bringing in new one from time and again.
