Sat, 09/29/2007 - 12:29 — admin One cannot blame just the government for this problem, people need to fight against it which is not happening. Some of the reasons for corruption could be following:
  1. Usually the state and central (federal) governments are not from the same party. But be assured the politicians of all parties are of the same breed.
  2. People of Karnataka are not of fighting nature. They will take any amount of crap. We tend to only bitch and moan, but we will never unite and protest as a group. This works perfectly for the politicians.
  3. Party heads will not allow the state government to operate sincerely. The state govt is expected to fill the coffers of the party in Delhi.
  4. One of the ex-CMSs was known to have made an average of Rs 1 crore [$200,000 plus] per day.
  5. Eventhough raids are conducted on such officers, nothing happens. Such officers are suspended, brought back to service and even promoted

It is also believed that e-governance can reduce corruption. In your experience, how true is this?
It is not necessary that e-governance will reduce corruption. It all depends on the manner in which e-governance affects the root causes of corruption. The argument that e-governance will increase transparency, reduce interaction with officials, and increase efficiency of services — and hence will reduce corruption — is a bit naïve.

Some types of corruption are caused by the extensive procedures that have to be followed by government departments to provide a service. Citizens are willing to pay ‘grease money’ to move things along faster. While e-governance can make a small change here by enabling faster processing, greedy officials can still slow things down. Unless the laws are changed to reduce paperwork and official involvement, there is not much that e-governance can do.

Other types of corruption are caused by lack of accountability among officials and entire departments. Officials can willy-nilly extract rents from citizens; they are not afraid of consequences because their supervisors are also on the take. The most that e-governance can do in situations like this is shift the location of corruption, literally, from one department or window to another.

There is some hope that with the RTI Act in place, citizens will demand accountability. Here, e-governance can help to make available information. However, I am yet to see any concrete examples.

How much money our corrupt politicians, bureaucrats and industrialists have stashed away in Swiss Banks? The estimate about Indians holding money in secret Swiss Bank accounts is around 1,500 billion dollars. Translated into rupees, it comes to some Rs. 6,75,000 crore at the foreign exchange rate of Rs. 45. Put differently, if India's deposits in Swiss Banks were to be distributed among 45 crore people (out of our country's 100 + crore) each one will get Rs. one lakh.

Private organizations, United Nations, and some governments have attempted to stop corruption or at least prevent it. They have failed, however.

Indian Army

An officer in the Indian Army reported corruption in the csd canteen of 24 Artillery Division in the year 2001 to the tune of 6 lakhs and also misuse of railway warrant by senior officers at Kota in Rajasthan. The senior officers made an Attempt to kill the officer on 10 sept 2004 for reporting corruption. The matter was reported to the chief of Army staff and the Defence Minister vide legal notice and various other petitions.The minister was also informed about the corruption and Attempt to murder in person on 14 April 2008.The issue of corruption and Attempt to murder was also reported by various national dailies. The authorities in Army HQ and the defence ministry has not ordered investigation which has helped the the criminals to escape from punishment and also caused huge loss to the exchequer treating the legal notice and petition with disdain. I am hoping that institutions fighting corruption will treat this as a complaint an expose the deep rooted conspiracy in the Army HQ which is the handywork of few corrupt officers above the rank if Major Generals.
