Over 50% quota possible in Haryana, state backward panel member says

Amid confusion over Bhupinder Singh Hooda-led government's in-principle acceptance of 10% reservation for five castes, including Jats, Haryana Backward Classes Commission member Jai Singh Bishnoi has claimed that there was no legal hurdle in extending the quota beyond 50% in Haryana. In an interview with Sukhbir Siwach, Bishnoi explained the complexities and history of Jat quota issue.

Question: Can reservation in government jobs and educational institutions be extended beyond 50%?

Answer: As per para 810 of the SC judgment delivered in 1992 in the Indra Sawhney case, more than 50% reservation can be given in extraordinary situations. Such reservation can be given keeping in view the residents of far flung areas, population living away from the mainstream and in special conditions.

Q: If over 50% quota can be given, then why is there so much confusion?

Tamil Nadu has already given 69% reservation while on the similar lines Rajasthan has also decided to give 54% reservation. No confusion should be spread on this issue with false information.

Q: Don't you think reservation to more and more communities would eliminate the importance of existing quota for certain castes?

To safeguard the interests of castes already enjoying benefits of reservation, we have made provision for additional 10% reservation to five castes -- Jats, Bishnois, Jat Sikhs, Rors and Tyagis in OBC category.

Q: You will be able to satisfy all sections of the society by extending job quota to more and more castes?

It is the commission's aim to provide justice to all sections of the society to uplift the social stature of all castes. The commission will conduct fresh survey to provide 10% additional reservation for weaker sections in four more castes Punjabis, Baniyas (Aggarwal), Brahmins and Rajputs.
 
Haryana BC panel dishes out sugar-coated quota

Dishing out a sugar-coated pill to agitating Jats, the Haryana Backward Classes Commission (HBCC) on Wednesday recommended 10% reservation in state government jobs for five castes — Jats, Jat Sikhs, Rors, Tyagis and Bishnois — under special backward class category. This would be in addition to 27% seats already reserved for backward classes by the state government.
Chief minister Bhupinder Singh Hooda said the council of ministers has, in principle, accepted the commission report submitted by chairman justice KC Gupta (retd). Hooda, however, did not commit as to when it would be implemented.
The quota status
Haryana already provides 20% quota in jobs to scheduled castes and 27% to backward classes. The recommendation to provide 10% exclusive quota for the five castes could take it to 57%. And, the recommendation to provide 10% separate reservation to economically backward categories — below poverty line families of general category and other economically weaker castes — if implemented, will mean 67% reservation.
In TN footsteps?
The HBCC has probably taken a leaf out from Tamil Nadu's quota book. The southern state has 69% reservation in government jobs and educational institutions — scheduled castes (18%), scheduled tribes (1%) and backward classes (50%).
However, Tamil Nadu's case is exceptional. The state enacted a legislation — Tamil Nadu backward classes, scheduled castes and scheduled tribes (reservation of seats in educational institutions and appointments in services under state) in 1994 after getting the assent of the President. On July 22, 1994, the Tamil Nadu government requested the union government to include this Act in the 9th schedule to the constitution so that it could not be challenged as violation of any fundamental right contained in Part 3 of the constitution, including Articles 15 and 16 and gets protection under Article 31-B.
Since the Centre had already supported the provisions of the legislation by giving President's assent to the Tamil Nadu Bill, the Act was brought within the purview of 9th schedule to the constitution to give it protection with regard to judicial review.
Legal scrutiny
The recommendations of the commission may not stand legal scrutiny as the Supreme Court, in its 1992 judgment in Indira Sawhney and others versus Union of India and others, has held that: "Reservations contemplated in clause (4) of Article 16 should not exceed 50%."
Article 16 of the constitution provides for equality of opportunity in matters of public employment. Its clause 4 says that nothing in this article shall prevent the state from making any provision for the reservation of appointments or posts in favour of any backward class of citizens, which, in the opinion of the state, is not adequately represented in the services under the state.
The HBCC, however, in its report has analysed the SC order and based their recommendation on the apex court's view that while 50% shall be the rule, it is necessary not to put out of consideration certain extraordinary situations inherent in the great diversity of the country and people.
"It might happen that in remote areas the population inhabiting those areas might, on account of their being out of the mainstream of national life and in view of the conditions peculiar to end characteristic of them need to be treated in a different way, some relaxation in this strict rule may become imperative. In doing so, extreme caution is to be exercised and a special case made out," says the SC order.
Constitutional expert Subhash Kashyap said fundamental premise of the constitution was to ensure that there was no discrimination and inequality. "Some exceptions have been made for scheduled castes and scheduled tribes. Also, there is scope for making special provisions for socially and educationally backward classes. In Indira Sawhney case the SC has clearly held that reservation cannot be beyond 50%," Kashyap said. "If the majority gets benefit of reservation, it will become an anathema," said Kashyap, former secretary general of Lok Sabha.

Timing of the report
The HBCC recommendations have also been timed to thwart resumption of agitation by Jats who have threatened to block supply of essential commodities to the national capital. Jat leaders, in fact, have termed the commission's report an eyewash and unfeasible. "We will launch the agitation as scheduled," said Om Parkash Mann, president of the All India Jat Mahasabha.

Sub-panel formed
The council of ministers also decided that the commission must be requested to give detailed report on the criteria and mechanism of reservation for economically backward persons.
The state government on Wednesday constituted a six-member subcommittee, headed by finance minister HS Chattha, to consider the commission's recommendations in respect to reservation for economically backward people in general category and to suggest specific programmes for economic uplift of special backward classes as suggested by the commission.

Forward to Centre
The CM said the council of ministers also decided to take up the commission's recommendation - to include five castes in the central list of Haryana - with the central government so that they could get reservation in the central jobs as well.

Creamy layer
The council of ministers decided that the existing criteria for exclusion of creamy layer, as applicable to the reservation in backward classes, be adopted for the purpose of reservation for special backward classes, as recommended by the commission.
The CM said the commission has recommended that if after getting the benefit of reservation, families of other BCs get enhancement in their standard of living to a specific level, the heirs may not be given such benefit so that the other members of other backward classes get the benefit.

The methodology
Commission chairman justice KC Gupta (retd) said the representatives of 16 castes had requested to include them in the other backward classes. After conducting a survey of 50,000 houses, five castes - Jat, Jat Sikh, Bishnoi, Ror and Tyagi - were found backward socially, economically and educationally.
The survey was conducted with the cooperation of Maharshi Dayanand University, Rohtak. Gupta said with a view to give benefit of reservation to 16 castes, 90 points were fixed on the basis of social, economic and educational parameters. The commission recommended benefit of reservation to those castes which scored more than 50% points.

Gosais to get re-look
The council of ministers was of the opinion that Goswami and Gosai might not be the same and the commission might be asked to re-evaluate the backwardness of Gosai caste.

Chandigarh, Dec 15 (PTI) A Jat faction today accused Haryana government of misleading the community on reservation while questioning how it will implement 10 per cent reservation in jobs for jats when Supreme Court ruling in Indira Sawhney case does not allow job reservation exceeding 50 per cent. Jats also asserted they would go ahead with their agitation starting tomorrow if Haryana Chief Minister Bhupinder Singh Hooda government did not clarify this issue at the earliest. "We want clarification from Haryana Chief Minister Bhupinder Singh Hooda how the state government will implement 10 per cent reservation (as per report of Haryana Backward Classes Commission) because with this special quota, the reservation percentage in the state will exceed 50 per cent. But the Supreme Court in Indira Sahney case in 1992 has held that the reservation in government jobs cannot exceed 50 per cent," Sanyukt Jat Arakshan Sangharsh Samiti, National President HPS Parihar told reporters here today. Haryana government has in principle accepted the report of the Haryana Backward Classes Commission (HBCC), which has recommended the inclusion of five castes including Jat, Jat Sikh, Bishnoi, Ror and Tyagi in special Backward Classes giving them 10 per cent reservation, which would be in addition to 27 per cent reservation already being given to Backward Classes. Haryana already provides 20 per cent quota in jobs for Scheduled castes, 27 per cent to backward classes and now with 10 per cent additional quota, the reservation percentage will reach 57 per cent. "We want to know how the state government can go against the Supreme Court ruling," he said, accusing Haryana government of misleading them with HBCC's report. Parihar also rejected the commission's contention in its report that quota in jobs could be given to those people who lived in "far flung and remote areas" and they were not "in mainstream of national life" while citing SC's ruling in same Indira Sahwney case. "These conditions cannot be implemented in Haryana for giving special quota to these castes including Jats," Parihar said while questioning the intentions of Haryana government's in giving quota in jobs to Jats. Jats demanded rather than giving reservation in special quota, they should be included in 27 per cent existing quota for backward classes. Parihar said they would continue with their protest commencing tomorrow whereby several Jat groups of Haryana will march towards Delhi and stage a protest in the national capital on December 23. Khap representatives had already rejected the HBCC's report, demanding reservation only when Jats were included in the Backward Classes category.
 
Like I have been saying that any movement should be apolitical but the Twitter account of Jat Movement lead by Chaudhary Yashpal is endorsing Modi and asking people not to vote for Congress. I am not sure sure what do leaders want to achieve by endorsing a particular political regime because to the best of my knowledge Gujarat has nothing to do with reservation and more over you just end up cheesing off Jats who voted Hooda Govt to power and divide the movement.

चंडीगढ़, 17 दिसम्बर। हरियाणा में जाटों सहित पांच जातियों को विशेष पिछड़ा वर्ग में आरक्षण देने की सरकार की सैद्धांतिक मंजूरी के बाद भी आंदोलनरत जाटों ने अब अपना आंदोलन वापस लेने का मन बना लिया है। जाटों का एक गुट जहां पहले से ही प्रदेश सरकार के इस फैसले पर अपनी सहमति जता चुका था, वहीं दूसरे गुट ने दिल्ली की ओर कूच करते हुए अपने आंदोलन को आगे बढ़ा दिया था। आज चंडीगढ़ में मुख्यमंत्री भूपेंद्र सिंह हुड्डा के साथ दोनों गुटों की अलग-अलग बातचीत हुई। दो दौर की यह वार्ता शाम को करीब पांच बजे तक चली और आखिर में दोनों गुटों ने मीडिया के सामने कहा कि वे सरकार के फैसले से संतुष्टï हैं। आंदोलन करने वाले नैन गुट ने यह भी कहा है कि दिल्ली की ओर कूच कर चुके जत्थों को अब वापस बुलाया जाएगा।
उधर, मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने स्पष्ट किया है कि हरियाणा मंत्रिमंडल ने हरियाणा राज्य पिछड़ा वर्ग आयोग द्वारा सौंपी गई रिपोर्ट में की गई सिफारिशों को सैद्धांतिक तौर पर मान लिया हैकिंतु आरक्षण की अधिसूचना वित्तमंत्री हरमोहिंदर सिंह चट्ठा की अध्यक्षता में गठित केबिनेट मंत्रियों की छह सदस्यीय सब-कमेटी की रिपोर्ट आने के बाद ही जारी की जाएगी। गौरतलब है कि पिछले दिनों मुख्यमंत्री भूपेंद्र सिंह हुड्डा की अध्यक्षता में हुई हरियाणा मंत्रिमंडल की बैठक में जाट, जट सिख, बिश्नोई, रोड़ व त्यागी जातियों को विशेष पिछड़ा वर्ग में आरक्षण दिए जाने को सैद्धांतिक मंजूरी दी गई थी।
इतना ही नहीं, प्रदेश की बाकी सवर्ण जातियों के लिए अतिरिक्त दस प्रतिशत आरक्षण देने का निर्णय हुआ था। इसके लिए चट्ठा कमेटी का गठन किया गया है। पिछड़ा वर्ग आयोग की ओर से इस संदर्भ में अपनी रिपोर्ट सौंपी जाएगी। इस रिपोर्ट पर चट्ठा कमेटी अध्ययन करेगी और उसके बाद तय होगा कि ब्राह्मïणों, पंजाबी, वैश्य, राजपूत सहित अन्य सवर्ण जातियों को आर्थिक आधार पर मिलने वाले आरक्षण की कितनी-कितनी प्रतिशतता होगी। प्रदेश की जिन पांच जातियों को विशेष पिछड़ा वर्ग में आरक्षण की बात की गयी है, इसकी प्रतिशतता भी तय होनी अभी बाकी है। सरकार के इस फैसले के बाद जाटों को ओबीसी सूची में शामिल करने की मांग करने वाली अखिल भारतीय जाट आरक्षण संघर्ष समिति ने सरकार के फैसले का स्वागत किया था। वहीं दूसरी ओर सर्वखाप जाट आरक्षण संघर्ष समिति ने सरकार के फैसले से नाखुश होते हुए अपना आंदोलन शुरू कर दिया था। इसके तहत विगत दिवस दिल्ली कूच की शुरूआत हुई। इसके बाद मुख्यमंत्री हुड्डा ने दोनों गुटों को बातचीत के लिए चंडीगढ़ में बुलाया। मुख्यमंत्री के साथ हुई पहली वार्ता में अखिल भारतीय जाट आरक्षण संघर्ष समिति के प्रदेशाध्यक्ष कमांडेंट हवा सिंह सांगवान के साथ हुई। इस दौरान प्रदेशभर की दर्जनों खाप पंचायतों के प्रतिनिधि भी मौजूद रहे।
समिति प्रदेशाध्यक्ष हवा सिंह सागंवान ने मीडिया से बातचीत में कहा कि उनकी वार्ता सफल हुई है। सांगवान के साथ खाप नेता कृष्ण हुड्डा, रामकिशन पहलवान, जोरावर सिंह, हरी सिंह, ओमप्रकाश, प्रताप सिंह, सुमेर सिंह आदि मौजूद थे। मुस्लिम जाट बिरादरी के हाजी मो. यासीन मौजूद रहे। सांगवान का कहना है कि प्रदेश में उनकी मांग पूरी हुई है और जाटों को आरक्षण मिल गया है लेकिन कुछ मांगें मुख्यमंत्री के समक्ष रखी हैं। इनमें पूछा गया है कि अधिसूचना जारी कब होगी। इसके अलावा दस फीसदी आरक्षण पर कोई अदालती मामला तो नहीं होगा। तीसरी मुस्लिम जाट बिरादरी को इसमें शामिल करने पर क्या विचार है? इसके अलावा चौथी मांग केंद्र में जाटों को बीसी में शामिल कराने की रखी।
इसके बाद दूसरा खेमा सर्वखाप जाट आरक्षण संघर्ष समिति के अध्यक्ष नफे सिंह नैन की अध्यक्षता में मुख्यमंत्री से मिला। इसमें जाट संगठन दारा सिंह गुट के अध्यक्ष ओमप्रकाश मान, कुलदीप ढांडा, सूबे सिंह सैमण, धर्मपाल छोत, टेकराव, इंद्र सिंह मोर, संदीप ढांडा, दलेल सिंह खटकड़ एवं मेहर सिंह नंबरदार आदि शामिल थे। वार्ता के बाद नफे सिंह नैन ने कहा कि मुख्यमंत्री से वार्ता सफल रही और उन्होंने अपना आंदोलन स्थगित कर दिया गया है। एक सवाल के जवाब में नैन ने कहा कि दिल्ली की तरफ कूच कर चुके जत्थे बुला लिए जाएंगे, अब कोई जत्था रवाना नहीं होगा। उन्होंने कहा कि मुख्यमंत्री ने जल्द आरक्षण देने का भरोसा दिया है। उन्होंने दस फीसदी के मामले में रुख स्पष्ट कर दिया है। जाट नेता ओमप्रकाश मान ने कहा कि मुख्य संशय दस फीसदी आरक्षण अलग से देने व जल्द अधिसूचना देने का था। उनका कहना है कि मुख्यमंत्री ने कहा है कि संसदीय कार्यमंत्री रणदीप सिंह सुरजेवाला के आते ही अधिसूचना जल्द जारी कराने के प्रयास होंगे। साथ ही, उन्होंने दस फीसदी आरक्षण विशेष परिस्थितियों में देने का पत्र भी पढ़ कर सुनाया है।
केंद्र को आरक्षण के लिए लिखी चिट्ठी : हुड्डा

उधर, आरक्षण के मुद्दे पर मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने कहा है कि प्रदेश सरकार ने जाट, जट सिख, रोड़, बिश्नोई व त्यागी जातियों को केंद्र की ओबीसी सूची में शामिल करवाने के लिए चिट्ठी लिख दी है। उन्होंने कहा कि इस मामले पर पूरी वकालत की जाएगी। एक सवाल के जवाब में उन्होंने कहा कि प्रदेश सरकार ने प्रदेश की पांच जातियों को अलग से आरक्षण देने का वादा किया है। उन्होंने कहा कि अलग से आरक्षण देने का विशेष प्रावधान है। आरक्षण के लागू होने के सवाल पर हुड्डा ने कहा कि आर्थिक आधार पर दस प्रतिशत आरक्षण के लिए गठित चट्ठा कमेटी की रिपोर्ट आने के बाद अधिसूचना जारी कर दी जाएगी। इसके लिए जल्द से जल्द प्रयास होंगे। मुस्लिम जाट बिरादरी को आरक्षण के सवाल पर उन्होंने कहा कि इनके आवेदन नहीं आए थे। अब सरकार ने आयोग से इस जाति के लिए भी पुनर्विचार करने को कहा है। जाट प्रतिनिधियों द्वारा मुलाकात करने के सवाल पर मुख्यमंत्री ने कहा कि जाट आरक्षण समिति के कुछ प्रतिनिधियों ने आज उनसे मुलाकात की है और प्रतिनिधिमंडल सरकार की बातचीत से पूरी तरह संतुष्ट होकर गया है।

इसके बाद दूसरा खेमा सर्वखाप जाट आरक्षण संघर्ष समिति के अध्यक्ष नफे सिंह नैन की अध्यक्षता में मुख्यमंत्री से मिला। इसमें जाट संगठन दारा सिंह गुट के अध्यक्ष ओमप्रकाश मान, कुलदीप ढांडा, सूबे सिंह सैमण, धर्मपाल छोत, टेकराव, इंद्र सिंह मोर, संदीप ढांडा, दलेल सिंह खटकड़ एवं मेहर सिंह नंबरदार आदि शामिल थे। वार्ता के बाद नफे सिंह नैन ने कहा कि मुख्यमंत्री से वार्ता सफल रही और उन्होंने अपना आंदोलन स्थगित कर दिया गया है। एक सवाल के जवाब में नैन ने कहा कि दिल्ली की तरफ कूच कर चुके जत्थे बुला लिए जाएंगे, अब कोई जत्था रवाना नहीं होगा। उन्होंने कहा कि मुख्यमंत्री ने जल्द आरक्षण देने का भरोसा दिया है। उन्होंने दस फीसदी के मामले में रुख स्पष्ट कर दिया है। जाट नेता ओमप्रकाश मान ने कहा कि मुख्य संशय दस फीसदी आरक्षण अलग से देने व जल्द अधिसूचना देने का था। उनका कहना है कि मुख्यमंत्री ने कहा है कि संसदीय कार्यमंत्री रणदीप सिंह सुरजेवाला के आते ही अधिसूचना जल्द जारी कराने के प्रयास होंगे। साथ ही, उन्होंने दस फीसदी आरक्षण विशेष परिस्थितियों में देने का पत्र भी पढ़ कर सुनाया है।

उधर, आरक्षण के मुद्दे पर मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने कहा है कि प्रदेश सरकार ने जाट, जट सिख, रोड़, बिश्नोई व त्यागी जातियों को केंद्र की ओबीसी सूची में शामिल करवाने के लिए चिट्ठी लिख दी है। उन्होंने कहा कि इस मामले पर पूरी वकालत की जाएगी। एक सवाल के जवाब में उन्होंने कहा कि प्रदेश सरकार ने प्रदेश की पांच जातियों को अलग से आरक्षण देने का वादा किया है। उन्होंने कहा कि अलग से आरक्षण देने का विशेष प्रावधान है। आरक्षण के लागू होने के सवाल पर हुड्डा ने कहा कि आर्थिक आधार पर दस प्रतिशत आरक्षण के लिए गठित चट्ठा कमेटी की रिपोर्ट आने के बाद अधिसूचना जारी कर दी जाएगी। इसके लिए जल्द से जल्द प्रयास होंगे। मुस्लिम जाट बिरादरी को आरक्षण के सवाल पर उन्होंने कहा कि इनके आवेदन नहीं आए थे। अब सरकार ने आयोग से इस जाति के लिए भी पुनर्विचार करने को कहा है। जाट प्रतिनिधियों द्वारा मुलाकात करने के सवाल पर मुख्यमंत्री ने कहा कि जाट आरक्षण समिति के कुछ प्रतिनिधियों ने आज उनसे मुलाकात की है और प्रतिनिधिमंडल सरकार की बातचीत से पूरी तरह संतुष्ट होकर गया है।

आपकी जानकारी के लिए बता दु की आरक्षण के लिए पिछड़ा वर्ग ए और बी दो वर्गो मे बांटा हुआ हैं । इसमे वर्ग ए के लिए 16% व वर्ग बी के लिए 11% आरक्षण हैं और जाट इस बी वर्ग मे आते , इस बी वर्ग मे पहले से यादव गुर्जर सैनी आदि जैसी कई बड़ी जातिया हैं | अब जाटो को जो यह स्पेशल बैक्वार्ड कोटे के तहत जो 10% आरक्षण दिया हैं इसमे जाटों के साथ सिक्ख जाट , बिशनोई ,रोड़ , त्यागी हैं | इन पाँच मे से दो तो जाट ही हैं और बिशनोई मे आधे से ज्यादा जाट हैं , वैसे भी हरियाणा मे बिशनोई रोड़ त्यागी की आबादी मुश्किल से 3-4 % हैं|अगर सरकार इस 10% की नोटिफ़िकेशन कर देती हैं तो जाटों के लिए इससे बढ़िया कुछ नहीं हैं | सरकार ने तो जो हम मांग रहे थे उससे भी ज्यादा दे दिया |

Jealous log har tarah ki baat karenge..bekar ke bahkaave me aana chhod aur khud ka deemag istemal kar.. Tumhara Tarak result par aadharit hai ya personal khundak par Sandeep? Centre ka aarakshan plate m na dhara...Chhat par chadne ke liye pahle seedhi par pair rakhna padta hai...aur wo maang koi peeche thode hat gyi hai.. Yahan par itni Newspapers cutting laga rakhi hai lekin tum wahi ek raag logicless raag alaap rahe ho...

Agar ye baat ek minute ke liye maan li jaaye ki sach hai to kya? Aarkshan ke dahleej par khade hai aur tu peeche se pathar maar raha hai...Thande deemag se saare news cutting padh lo pahle aur ye mat kahna ki Saari padh ke aaya hoon...Nahi to ye nahi kahte ki Centre waali maang kahan gyi...

कसूता सुने हैं | इन दोनों के सबूत ल्या दे मान जाऊंगा | खास कर सांगवान खाप वाला जरूर देना वैसे बता दु कल मुख्यमंत्री से मीटिंग मे सांगवान खाप के जोरावर सिंह भी सांगवान साहब के साथ थे , खापों वाली मीटिंग मे नहीं थे अगर सांगवान साहब को खाप से बाहर कर रखा हैं तो सांगवान खाप के प्रतिनिदि खापों के साथ जाते मीटिंग मे ना की सांगवान साहब के साथ | ये फिजूल का ज्ञान और फिजूल की खबर मे कोई आणि जानी नहीं | ये सारा दुसप्रचार वे लोग कर रहे हैं जिनके पल्ले कुछ नहीं |बाकी ये इन दोनों के सबूत जरूर लूँगा आपसे नहीं दिये इतने पैंडा नहीं छोदूंगा :)
और इन जाट महासभा वाले की बता दु अभी पीछे गुड़गाँव छोटुराम भवन मे एक प्रोग्राम था जिसमे जाट महासभा वालों ने इसी तरह का अररोप लगाया की जाटों को बहका रहे हैं , जब उनसे पूछा की आप लोग तो बहुत समय से कौम के काम मे लगे हो जब दिल्ली की सर्वे रिपोर्ट नेगेटिव आई तो आप लोगो ने क्या किया कहा सो रहे थे ? 10 साल पहले एनसीबीसी ने जाटों की मांग रद्द कर दी थी एक बार रद्द करने के बाद एनसीबीसी के पास रिवियू की पावर नहीं थी , उस वक़्त आप कहा सो रहे थे ? यह रिवियू पावर भी पिछले साल 2011 के आंदोलन के बाद मई मे बहाल हुई हैं | उसके बाद ये श्रीमान जी वाहा एक पल भी नहीं रुके सवालों के जवाब देने के लिए |

बड़ा अफ़सोस होता हैं यह देख कर की कुछ लोग बिना कुछ जाने सिर्फ अपने स्वार्थ के लिए कौम को बहकाते हैं । अभी हाल ही में मुख्यमंत्री ने हरियाणा के जाटों को पिछड़ा आयोग द्वारा की गई सिफारिश को मानते हुए जाटों को सपेस्ल आरक्षण के तहत 10% अलग से आरक्षण दिया हैं । इसमें पांच जातियां शामिल हैं जाट , जाट सिक्ख , बिश्नोई , रोड़ , त्यागी । मुख्यमंत्री हुड्डा ने इसे कैबिनेट में भी पास करवा लिया हैं अब इसकी अधिकारिक सुचना होना बाकी हैं , जिसके बाद जाटों का आरक्षण कानूनन रूप से लागु हो जायेगा । इसके इलावा जाटों की केंद्र में भी आरक्षण की मांग थी जिसकी सिफारिश राज्य सरकार ने केंद्र को लिखित में भेज दी हैं । जाटों ने मुख्यमंत्री से मुलाक़ात के बाद अपना आन्दोलन वापिस ले लिया परन्तु इसमें अभी भी एक धड़ा ऐसा हैं जो इसे धोखा बता रहा हैं , छलावा बता कर लोगो को भड़का रहा हैं । कहते हैं की 50% से ऊपर आरक्षण सरकार दे ही नहीं सकती अगर ऐसा हुआ तो लोग न्यायालय में जायेंगे , इस पर जहाँ तक मेरी समझ हैं वह बता दू की पहली बात सरकार ने कुछ सोच समझ कर ही ऐसा किया होगा , सरकार ने एक इंदिरा स्वाह्नी केस का हवाला भी दिया हैं । उसके बाद यदि लोग कोर्ट जाते भी हैं तो यह काम सरकार का हैं की वो इसे कैसे हैंडल करती हैं दूसरी बात यदि कोर्ट जाते भी हैं और हार जाते हैं तो भी जाट पिछड़ा श्रेणी में तो आयेंगे ही क्योंकि कैबिनेट ने जाटों को पिछड़ा मान लिया हैं इसलिए जाटों का यह सपेस्ल कोटा खत्म होता भी हैं तो वह 27% कोटे की बी श्रेणी में तो आयेंगे ही। इसके बाद जब केंद्र जाटों की इस मांग को स्वीकार कर लेता हैं और जाटों को पिछड़ा मान लेता हैं तो जाट ओबीसी के तहत 27% कोटे में आयेंगे और एक बार केंद्र में आरक्षण मिलने के बाद अगर कोर्ट हरियाणा सरकार का दिया हुआ आरक्षण रद्द भी कर देती हैं तो वह इस केंद्र में आरक्षण के आधार पर वैसे ही राज्य पिछड़ा श्रेणी में आयेंगे । अब जो लोग समाज के लोगो को इसके खिलाफ भड़का रहे हैं उनकी क्या मंशा हैं पता नहीं या फिर वो ना समझी में ऐसे कर रहे हैं पता नहीं । वैसे तो यह जो आरक्षण दिया हैं यह सिर्फ हरियाणा के जाटों को दिया हैं जबकि अन्य राज्यों की मांग केंद्र से हैं मुझे इन लोगो की सोच समझ नहीं आती की आप लोग सिर्फ हरियाणा पर ही केन्द्रित क्यों हो आप लोग केंद्र के लिए कुछ क्यों नहीं करते आपकी मांग तो केंद्र से हैं ? मेहरबानी करके अपने निजी स्वार्थ जिद छोड़ दो मुद्दे की बारीकी को समझो और कौम की सोचो अगर हम हरियाणा के जाटों को यह 10% वाला आरक्षण मिलता हैं तो हमारे लिए इससे बढ़िया क्या होगा । हुड्डा साहब ने जाटों को यह बड़ा तौफा दिया हैं इसे समझने की कोशिश करे , अपने राजनैतिक स्वार्थ छोड़ दे , दिमाग से काम ले इस भोले भाले समाज के जज्बातों से खिलवाड़ न करे । अब एक बात गौर करने वाली और हैं वह यह की अब जो लोग इसका विरोध कर रहे वह सभी एक ही पार्टी से सम्बंधित हैं , धर्मपाल छोत ने अभी हाल ही में इनेलो ज्वाइन की हैं । यह काम समाजहित का हैं इसलिए अपनी सोच को इस पार्टीबाजी से ऊपर उठाओ । अब ये लोग खापों पर भी सरकार से मिलीभगत का आरोप लगा रहे हैं , अपने आप को बड़ा दिखाने के लिए सही सिद्ध करने के लिए 23 तारीख से दिल्ली सील का आन्दोलन जारी रखने की बात कही हैं ।

Manne bhi bataye n kadde posting sai uski sath mein ya bhi bataiye.Kadde byah sadi mein black mein cylinder lena hoga to baat kar lunga :)

Ek baat aur btata jaiye ki agar ya baat juthi hui to fer nyun to nhi kehga ki k hoga fer manne suni thi to aade likh di kyunki agar aisa hua to ye parmanit ho jayega ki ya to tere apna dimag nhi hai n agar hai to uska use nhi kar skata kinhi karano se?
 
The big question remains: What stops Mr. Hooda from giving reservation in Haryana?

We should keep putting pressure for reservation at the centre, but why is there delay in announcing reservation in Haryana considering the fact that this Congress has been hanging this carrot for far too long and there have been nothing but hollow promises every time?

Or is Mr. Hooda waiting for state elections to arrive when he will say that the Election Code of conduct bars him from making a formal announcement?

The proof of the pudding lies in eating and in the present circumstances there seems to be no pudding, just talk of it going around.

We should not let ourselves be fooled by this GOLI-BAAZ Congress and let the sacrifices of the young Jat lads go waste.

WHY ARE YOU CORNERING SANDEEP, WHAT EVER HE HEARD, HE HAS WRITTEN, I also heard that at Hisar, mr Hawa singh was almost thrown out of caste/khap, Also his son has got inspector job, do you think it was on merit and without any consideration, I also heard that Sangwan sahab is trying for Dadari ticket from congress, so ( jitane moh utani bate), why you bother let people say any thing, logon ka kam ha kahana, the way some people have different views and blamed/down graded ch devilal similarly some people can have different views about mr hawa singh also, I can tell you no body is against sangwan sahab but since now for few years he is involved in public work, people may have different views every one knows truth, but for me work for reservation is more important, Till about month back as per your written posts sangwan sahab wanted reservation in centre first and said nothing stops his agitation before centre, that is why I also requested sangwan sahab to go for state reservation first, So please relex, leave sandeep free,

माना की कांग्रेस गोली बाज़ हैं परंतु अब तो प्रदेश के कैबिनेट ने आयोग की रिपोर्ट को स्वीकार कर लिया हैं जिसमे जाटों को पिछड़ा मान लिया हैं और आधिकारिक सूचना के लिए संसदीय कार्य मंत्री रणदीप सुरजेवाला का इंतजार हैं जो की अभी विदेश मे हैं |
