Haryana BC panel recommends 10% spl
reservation for Jats, 4 other castes in govt
jobs
The Haryana Backward Classes Commission
(HBCC) on Wednesday recommended 10%
reservation for five castes Jats, Jat Sikhs,
Rors, Tyagis and Bishnois in government
jobs under the special backward class
category. This would be in addition to 27%
reservation already being given to
backward classes by
the state government.
Chief minister Bhupinder Singh Hooda said
the council of ministers had in principle
accepted the commission report submitted
by the chairman, justice KC Gupta.
Addressing a press conference, the chief
minister said the commission had also
recommended 10% separate reservation
for economically backward categories -
below-poverty-line families of general
category and other economically weaker
castes. He said the state government had
constituted a six-member sub-committee
headed by finance minister HS Chattha to
consider recommendations of the
commission in respect of reservation for
economically backward persons in the
general category and to suggest specific
programmes for the economic uplift of
special backward classes, as suggested by
the commission.
Hooda said the council of ministers decided
that the recommendations of the
commission regarding the inclusion of Jat,
Jat Sikh, Bishnoi, Ror and Tyagi castes in
the central list of Haryana would be taken
up with the union government
immediately so that they could get
reservation in central jobs also.
The council of ministers also decided that
the commission be requested to
expeditiously give a detailed report about
the criteria and mechanism about
reservation for economically backward
persons.
The council of ministers decided that the
existing criteria for exclusion of the creamy
layer, as applicable to reservation in
backward classes, be adopted for the
purpose of reservation for special backward
classes, as recommended by the
commission.
The council of ministers was of the opinion
that Goswami and Gosai may not be the
same and the commission may be asked to
do a re-look into the backwardness of the
Gosai caste.
The CM said the commission had
recommended that if after getting the
benefit of reservation, the families of other
backward classes get enhancement in their
standard of living to a specific level, the
heirs may not be given such benefit so that
the other members of Other Backward
Classes (OBCs) get the benefit.
Representatives of 16 castes in the state
had demanded that the commission
include them in OBCs. After conducting a
survey of 50,000 houses, five castes Jat, Jat
Sikh, Bishnoi, Ror and Tyagi were found
backward socially, economically and
educationally. The survey was got
conducted with the cooperation of
Maharshi Dayanand University, Rohtak.
Hooda stated that with a view to give
benefit of reservation to 16 castes, 90
points were fixed on the basis of social,
economic and educational parameters. The
commission recommended benefit of
reservation to those castes which scored
more than 50% points.
