हिंदू विवाह अधिनियम में संशोधन को लेकर बुधवार को कस्बे की अनाज मंडी में पंचायत हुई। इसमें प्रदेश की 74 खापों के प्रधानों व प्रतिनिधियों ने हिस्सा लिया। पंचायत में अधिनियम में संशोधन के लिए राज्य सरकार को ज्ञापन दिए जाने का फैसला किय गया। इतना ही नहीं पंचायत में यह निर्णय भी लिया गया कि सरकार अगर संशोधन नहीं करवा पाती है, तो सर्वखाप पंचायत बुलाकर संघर्ष का एलान किया जाएगा। पंचायत में सात प्रस्ताव पेश किए गए व 21 सदस्यीय कमेटी का गठन किया गया। जिन्हें पंचायत ने सर्वसम्मती से पारित कर दिया। पंचायत की अध्यक्षता दहिया खाप के प्रधान सुभाष दहिया उर्फ बल्लू ठेकेदार ने की।
दहिया खाप के प्रवक्ता रामपाल दहिया ने बताया कि हिंदू विवाह अधिनियम में संशोधन करवाने के लिए राज्य सरकार को खाप पंचायतों की तरफ से ज्ञापन दिया जाएगा। अगर सरकार उसे करने में सक्षम है और उसे पारित नहीं करती है तो सर्वखाप पंचायत बुलाकर संघर्ष का एलान किया जाएगा। सर्वखाप पंचायत बुलाने व संघर्ष की रूप रेखा तैयार करने का काम बुधवार को हुई पंचायत में बनाई गई कमेटी द्वारा किया जाएगा। उन्होंने बताया कि सामाजिक, धार्मिक व अन्य संगठन अपने जनहित रहित उद्देश्यों की पूर्ति के लिए खाप पंचायतों का इस्तेमाल कर रहे हैं। पंचायत में यह भी निर्णय लिया गया कि जो संगठन खांपों के नाम पर अपने आप को स्थापित कर रहे हैं, उनसे दूरी बनाई जाए।
कोई भी संगठन हिंदू विवाह अधिनियम में संशोधन करने या गोत्र मसले को लेकर खाप पंचायतों को एकत्र करने संबंधी ब्यान आदि देते हैं तो उन पर गौर न करते हुए उनकी पंचायतों आदि में खाप पंचायतों के प्रतिनिधियों को नहीं जाना चाहिए। पंचायत में घटती लड़कियों की संख्या पर अंकुश लगाने के लिए कन्या भू्रण हत्या रोकने पर जोर दिया और प्रत्येक खाप प्रधान को अपनी खाप में इस बुराई पर रोक लगाने का आह्वान किया। उन्होंने बताया कि कोई भी खाप पंचायत न तो हिंसा के पक्ष में है, न रही है और न ही आगे रहेगी। इसके अलावा पंचायत में यह भी फैसला लिया गया कि 17 जुलाई व 1 अगस्त को महम चबूतरे पर होने वाली बैठक में प्रदेश की किसी भी खाप के प्रधान या प्रतिनिधि हिस्सा नहीं लेगा। गहलावत खाप की तरफ से प्रतिनिधि के तौर पर पधारे राजकुमार रिढाऊ ने कहा कि आज के आधुनिक युग में युवा पीढ़ी अपना रास्ता भटक गई है। इसलिए हमें अपने बच्चों के भविष्य को अंधकारमय होने से बचाया जाना बेहद जरूरी है। बैठक में दहिया खाप के सचिव रणजीत दहिया, जौली चौगामा के महासचिव रामकिशन, हुड्डा खाप से धर्मपाल हुड्डा, सांगवान खाप की तरफ से ताराचंद, दलाल खाप से साहब सिंह, कादयान खाप से कैप्टन राज सिंह, मोर खाप से राम सिंह मोर, देशवाल बारहा से उमेद सिंह देशवाल, नरवाल खाप से भलेराम नरवाल, श्याम सिंह, महम चौबीसी से रामफल राठी, हिसार से सुमेर सहित 74 खांपों के प्रतिनिधियों ने पंचायत में हिस्सा लिया। दहिया खाप के सचिव रणजीत दहिया ने मंच का संचालन किया।

We do not take them seriously.

If that was so, we would have killings as the norm, and not as an exception. Certainly no Panchayat is sanctioning it.

In this case it was, as you put it, an " utterance". - rhetoric.

Let us leave it at that.

What are you talking about Raviji? Where is "Maro, maro"/"Murdadbad"? Where is there any scope for interpretation? He is asked, "Kya saza milni chaahiye aapke hisaab se". He answers "Unhonain to qatl hi karr dena chaahihye. Aur kya ilaaj hai inka". This is in front of 10 mikes. Now, if this evidence is not sufficient, I doubt anything would be. And it is funny that you have to look at DR Chaudhary's article to get evidence of Tikait's progressiveness, the same guy who you think is biased against the community.

I agree with Deshwalji. Khaps have to come out and condemn honour killing unequivocally. We can keep shedding tears that the community's image is being tarnished by biased journalists. These journalist are not biased, but they'd exaggerate everything- that is the nature of their business. The responsibility or bad image lies with the people making such "irresponsible utterances" in the first place. Put your house in order before you find fault with others.

 [FONT=&quot]A Panchayat (congregation) took place in the grain market of the town regarding Hindu Marriage Act Amendment. Heads and representatives of 74 khaps participated in it. In the panchayat, it was decided to submit a memorandum to the State Government for amendment in the Act. Not only that, it was also decided in the Panchayat that an agitation will be announced after holding a Sarv Khap congregation if the government fails to have the Act amended. 7 resolutions were circulated in the Panchayat and a committee consisting of 21 members was constituted. These were approved by the Panchayat with consensus. The Panchayat was presided over by the head of Dahiya Khap - Subhash Dahiya alias Ballu Thekedar. [/FONT]

 [FONT=&quot]The spokesman of Dahiya Khap Rampal Dahiya informed that a memorandum on behalf of the Sarv Khap Panchayat will be served on the State Government for getting the amendment in HMA done. If the State Government is competent to do it and does not pass it an agitation will be announced after holding a Sarv Khap Panchayat. The task of inviting the Sarv Khap Panchayat and chalking out an action-plan for the agitation has been entrusted to the committee formed by the Panchayat. As I submitted earlier that I was invited as one of the president of khap for discussion & inputs of our views on future course of action on gotra marriage etc, There was a proble of seat in train/air, I drew myself about 1160 km & reached at Maham well in time with all good suggestions of you people. About 300 people attended the meeting, out of which people connected with khaps were not more than 5, rest were those who had no connection, contribution & knowledge of khaps, organisors were political people who lost last election & wants to make use of this issue for some polital gain. I was the 4th speaker, I divided my talk under following headings:-
A) Introduction
B) Parents
C) yougth
D) Khaks
E) Executive, judiciary, Political leaders & the media
F) conclusion

After the intro, when I started the parents portion, people present became uncomfortable & I was asked to speak only as to how gethering can be increased & what strength I can provide on 1st August. You people can immagine yourself rest. I am disappointed but not tired. Though, our suggestions were not required there but I coveyed few including inclusion of ladies & yougth into khap decision making and giving opportunity to the individuals involved in such marriages to putup their poit of view in front of khap/panchayat.
my fear is that political people are spoiling the movement, to me, the outcome seems to be negligible. let us wait. regards

It is good that you realized ground realities of these gatherings. When people post here that THEY are doing nothing except yearning for the political mileage out of this issue nobody listens. Instead, people term it as Khap bashing here.

Now, i hope they will surely listen to you and learn something from your first hand experience.

There maybe few good people like you who are really interested in doing some constructive work but that can be easily taken as odd man out. Most of the people involved in the issue are people with their own political agendas.

Anyways, i hope you will keep doing the good job regardless of the disappointment from such gatherings.
 
Well, as Fateh Ji has said that wasnt a khap meeting. I, believe, Sarv-Khap meeting is on 1st August. In this meeting(as per Mr Fateh) there were hardly 5 Khap members. Moreover if khap leaders use HMA to get political mileage whats wrong in it. Jindal tried to use it and Chautala used it to. Many will still use it. Why we have objection if Khap leader use it. सियासत के लिए लोगो ने पाकिस्तान बना दिया. पंजाब के ४ टुकड़े कर दिए. कश्मीर बना दिया तो अगर कुछ लोग शादी ब्याह के मसले का इस्तेमाल करते हे तो क्या गुनाह ह? हम सब आखिर चाहते तो यही हें की ये नियम बन जाये फिर चाहे कैसे भी और किस के द्वारा बने. कोई भी चुनाव में खड़ा हो सकता हे पर तब तक जीत नहीं सकता जब तक उसे आपके वोटे न मिले. कांग्रेस ने भी मुस्लमान reservation का मुदा इस्तेमाल किया था पिछले चुनाव में.

But Anyway, in short, It wasnt sarv-khap meeting. May be Fateh ji can tell more what was the objective of this meeting and what he said in his speech so that we can understand why they objected it

BOSS, YOU ARE RIGHT, OTHER WISE ALSO BOSS IS ALWAYS RIGHT. Sir, Tauji, I shall keepon working as per your hope/desire. Dear, it is not the first occasion that I have attended such meetings, it is also not that khaps are bad or not that your assesment of khaps is right. It was my duty to write the truth as I have seen and understood, which I did. However, one always learns at every step, so I & you. regards

Dear Brother, When aim of such meeting is different than how can it helps in the cause. Anyway, They called us for discussing the ways & means to solve the problem, but at the meeting I noticed that they wanted to know from us as to how much strength we can muster for 1st augest ralley. I said nothing objectionable but they were not prepared to listen any suggestions on the main problem, rather they were keen only in strength on 1st augest. Donot you think it is wrong on their part to call people for something else & ask them to do something else. Anyway dear, I was not aware about the game plan otherwise I wouldnot have gone, leaving very important work at home, niether it was organised properly nor discussed the matter. Doesnot matter, we should be happy. regards
 
Thanks Fateh Ji, I know you didnt say anything objectionable. I just wanted to know what was their purpose for this meeting ahead of 1st august Sarv khap meeting. I also heard it was organised by some political people and it wasnt a Khap meeting.

Yes you are right we should look forward.
