These are two aspects of Indian Economy. One says that India is doing great due to it's IT industry and the other one points out to India's ineffectiveness in attracting FDI.
Both are true and valid. The conclusions drawn may be prematured though. Being too optimistic does tend to make us lethargic. This is some thing inherent in our culture i.e. be satisfied with what you have but not with what you are. However being negative is even worse. It makes life miserable without outside assistance. Answer is obvious that we must look at the brighter picture and focus on our strengths. Not to ignore the short comings but if we dwell too much on where we failed this is self defeating. Instead we must learn to appreciate the progress made since independence. Technologically India is a very attractive country so is life style. China may be doing great economically but at what price?
Does any one of us have the experience of living in a communist country. You may have tons of money (even that is not true for average chinese) but if there is no freedom how would you feel. Quality of life in India is much better and economy is getting better too. That does not mean we don't have a lot to achieve, we certainly do, but don't lose heart because China, Russia or Brazil have attracted FDI. While FDI have stimulating effect on economy they also have a nasty habit of incerasing inflation. Poor gets poorer and rich gets richer and when the situation becomes intolerable masses do fight it.Then every one loses. So long as India can maintain the trade balance, law and order, control corruption and population it is going to be a much better place to live in future than it is now. Instead of waiting for some MNC to bring in investment why not all NRIs consider it seriously that will be a good start.
