Couple of months back, I read an article on TOI about performance review of IAS officers. According to article, a performance review will take place after 15 years of service. 15 Years is a long time, and by that time, many of these officers make crores out of corruption. I have not seen any timeline for deliverable in public service. Its not mentioned anywhere on the government websites.

There are many: Cr.P.C., Annual review of officers reports and the concern act of the sphere where the work is being done. Cr.P.C., is such an act that you can nail down almost for any thing.

Brother, I do have little experience in handling service matters in Arny as well as in civil UP TO SC AS AN ADVOCATE, I was also registrar of a CAT, ALSO DRAFTED THE PRESENT NCC Act & rules, but I could not come across any specific provision to handle the problem of responsibility, Yes for any specific violation of order/direction/ provision of service act & rules/conduct rules etc can be held responsible but dear for working slow, delay, taking wrong decision/giving wrong judgement, and like this many more aspects are not attracting any specific provision, Cr PC, IS BASICALLY PROCEDURAL IN NATURE/CHARACTER, yES, WHERE DUTIES/RESPONSIBILITIES ARE SPECIFIED IN WRITING, THAN OFCOURSE ON CAN ATLIST TRY TO PIN POINT THE RESPONSIBILITY BUT YOU KNOW EVERY THING CAN NOT BE PUT ON PAPER AND SPECIALLY ONE CAN HARDLY FIND THE SPECIFIC PROVISION ON THEIR DUTIES/RESPONSIBILITY OF MINISTERS, DIVISION OF RESPONSIBILITY AMONG ARIOUS APPOINTMENTS/POSTS/POSITIONS, bUT i DO AGREE THAT IF EVERY BODY DOES HIS JOB PROPERLY, TAKES RESPONSIBILITY THAN FOR SOME ODD CASE THE PRESENT LAW IS OK BUT BROTHER IN INDIA, THE SITUATION IS DIFFERENT
