T]he persistence of “Naxalism”, the Maoist revolutionary
politics, in India after over six decades of parliamentary
politics is a visible paradox in a democratic “socialist”
India…. India has come into the twenty-first century with a
decade of departure from the Nehruvian socialism to a freemarket,
rapidly globalizing economy, which has created new
dynamics (and pockets) of deprivation along with economic
growth. Thus the same set of issues, particularly those related
to land, continue to fuel protest politics, violent agitator
politics, as well as armed rebellion…. Are governments and
political parties in India able to grasp the socio-economic
dynamics encouraging these politics or are they stuck with a
security-oriented approach that further fuels them?”

That violent agitator politics, and armed rebellion in many
pockets of India have intimate linkages to socio-economic
circumstances, endemic inequalities, and a corrupt social
and state order that preys on such inequalities has been
well recognized. In fact the Union of India has been
repeatedly warned of the linkages. In a recent report
titled “Development Challenges in Extremist Affected
Areas”
2, an expert group constituted by the Planning
Commission of India makes the following concluding
observations:
“
The development paradigm pursued since independence has
aggravated the prevailing discontent among the marginalized
sections of the society…. The development paradigm as conceived
by policy makers has always imposed on these communities….
causing irreparable damage to these sections. The benefits of
this paradigm have been disproportionately cornered by the
dominant sections at the expense of the poor, who have borne
most of the costs. Development which is insensitive to the needs
of these communities has inevitably caused displacement and
reduced them to a sub-human existence. In the case of tribes in
particular it has ended up in destroying their social
organization, cultural identity and resource base…. which
cumulatively makes them increasingly vulnerable to
exploitation…. The pattern of development and its implementation
has increased corrupt practices of a rent seeking bureaucracy
and rapacious exploitation by the contractors, middlemen,
traders and the greedy sections of the larger society intent on
grabbing their resources and violating their dignity.”

Agreed. That is why I used "one can say". Ideally a democratically govt. shouldn't use violence against its own, but it does for whatever reasons. Thats where the Naxal issue acquires grey shades and the lines differentiating a Naxal terrorist and a govt. backed Salwa Judum special police officer blur.

कुछ वर्ष पहले की बात है। प्रधानमंत्री नक्सल-प्रभावित राज्यों के मुख्यमंत्रियों की बैठक ले रहे थे। एक मुख्यमंत्री ने कहा-अरे, यह कोई बड़ी बात नहीं है। कुछ अपने ही लोग भटक गए हैं। हम उनको समझा-बुझा लेंगे। सब ठीक हो जाएगा। दूसरे मुख्यमंत्री ने कहा-कहां है नक्सल समस्या? आप लोग भी बेमतलब बात का बतंगड़ बना रहे हैं। अरे अपने ही समाज के कुछ लड़के हैं, डांट-डपट कर ठीक कर लिया गया है, कोई समस्या नहीं है। हमारे राज्य में तो यह कोई समस्या ही नहीं है। ये दोनों मुख्यमंत्री उन राज्यों के थे जहां का दो तिहाई और एक-तिहाई इलाका नक्सल प्रभावित था। इन दोनों राज्यों में नक्सलियों के पास राकेट लांचर तक मौजूद हैं। यह घटना एक अधिकारी ने मुझे बताई जो उस मीटिंग में मौजूद था। आज देश के करीब छह सौ जिलों में से दो सौ से अधिक में नक्सली फैल चुके हैं। इनकी संख्या 20,000 से च्यादा है और इसके करीब चार गुना इनके मददगार हैं। एक अन्य घटना पर ध्यान दें। बांग्लादेश सीमा पर बीएसएफ के जवानों ने पांच खूंखार पाकिस्तानी आतंकवादियों को मार गिराया। बड़े उत्साह से बीएसएफ के अधिकारियों ने तत्कालीन केंद्रीय गृहमंत्री को मीटिंग में इस घटना की सूचना देनी चाही। जैसे ही अधिकारी ने अपनी बात खत्म की गृहमंत्री दार्शनिक अंदाज में बोले, जिन्हें मारा गया है वे हमारे ही भाई-बंधु हैं, हमें उनको मार कर खुश नहीं होना चाहिए। बैठक खत्म होने के बाद सारे अफसर इस डांट के बाद सिर धुनते रहे।
देश के सत्ता पक्ष ने, वह चाहे केंद्र में हो या राच्यों में, कभी इन घटनाओं को समझने की कोशिश नहीं की। राच्य में राजनीतिक दलों ने या तो नक्सलियों से गुप्त समझौता किया या इसे जान-बूझ कर नजरंदाज करते रहे। नक्सलवाद आज महज ठेकेदारों, सरकारी अफसरों से पैसा वसूलने का तंत्र हो गया है। यह नेतृत्व-विहीन हो गया है। नतीजा यह है कि नक्सली खुद को अस्तित्व में रखने और अपनी स्वीकार्यता व्यापक करने के लिए परेशान नहीं हैं, वे परेशान हैं तो इस बात के लिए कि राच्य की हिम्मत इस ओर आंख उठाने की न हो। डरपोक और भ्रष्ट तंत्र व राजनेता में वह इच्छाशक्ति बन ही नहीं पा रही है जिससे इस लाल आतंक का मुकाबला किया जा सके। आंध्र प्रदेश की सरकार ने आज से कोई ढाई दशक पहले ग्रेहाउंड गुरिल्ला फोर्स तैयार की। इस बल में प्रतिबद्धता, पेशेवर रुख और शक्ति का अद्भुत समन्वय था। यह आज भी देश का सबसे कुशल सुरक्षा बल है। दस साल के अंदर इसने आंध्र के नक्सलियों में दहशत पैदा कर दी और उन्हें प्रदेश से खदेड़ दिया। अभी तीन सप्ताह पहले ग्रेहाउंड ने हेलीकॉप्टर से आ कर छत्ताीसगढ़ के जंगलों में न केवल शीर्ष नक्सली नेताओं को मार गिराया, बल्कि ऑपरेशन के बाद पूरी सफलता से वापस लौट गए। छत्ताीसगढ़ की पुलिस महज तमाशबीन बनी रही और मात्र स्थानीय मदद करती रही। यह अलग बात है कि ग्रेहाउंड का एक इंस्पेक्टर हेलिकॉप्टरों में नहीं चढ़ पाया और नक्सलियों का शिकार हो गया।
मुख्यमंत्रियों के गैर-जिम्मेदार रवैये के कारण नक्सली हिंसा बराबर बढ़ती जा रही है। आंकड़े बताते हैं कि पिछले तमाम वषरें में अगर एक नक्सली मारा गया तो इसके बदले में चार लोगों को जान से हाथ धोना पड़ा है। इनमें आम जनता से लेकर सुरक्षा बल के जवान तक शामिल हैं। इस स्थिति की गंभीरता का अंदाजा इस तथ्य से लगाया जा सकता है कि कश्मीर जैसी अशांत जगह में अगर एक सुरक्षा बल या आम नागरिक मारा जाता है तो एक आतंकवादी को भी मार गिराया जाता है। चिदंबरम ने गृहमंत्री के रूप में अपने कार्यकाल के दौरान इस समस्या से कारगर तौर पर निपटने के लिए एक सिद्धांत दिया था-इलाका खाली कराओ, कब्जे में लो और विकास करो। कांग्रेस के ही एक नेता दिग्विजय सिंह ने एक लेख में चिदंबरम का खुला विरोध किया। चिदंबरम ने अपने भाषण में स्पष्ट रूप से स्वीकार किया कि दशकों के शोषण और सरकारी भ्रष्टाचार ने आदिवासियों का राच्य और उनके अभिकरणों में विश्वास खत्म कर दिया है। आज स्थिति यह है कि राच्य के विरोध में जो भी सशक्त संगठन आता है ये आदिवासी उसके साथ हो जाते हैं। लिहाजा हमें सबसे पहले उनका विश्वास जीतना होगा। यह एक बड़ा ही सार्थक और कारगर सिद्धांत था, लेकिन राच्य सरकारों ने इसे संभव नहीं होने दिया। उनमें प्रतिबद्धता नहीं थी जो इस सिद्धांत के अनुपालन के लिए अपेक्षित थी।

All capitalist are terrorist , and the government of the state is enemy of 70% poor population and servent of 5% capitalist population. Patriot mean lover of country/state and people of nation.
Communism/Socialism is a wide ideology, don't call it China's plan in India. Mao was great follower of Lenin, but communist China faught a short war against Communist Russia. State is different thing then ideology. If i am Communist , it doesn't mean that I am against my Nation or I am China's supporter.

Communism is pro-Indian majority, It is against only for 5% capitalist Indian. Present system is not real democracy, about 5% people have resources equal that 70% population have. Only 5% people enjoy all resources. They use capital in self interest. They are enemy of majority. So , what is wrong in communism(true democracy)? What is wrong if we talk about 80% population? What is wrong if we talk about equality? I think nothing wrong in communist.
So, you think that communism is the real democracy ?
We shall be thankful if you please enlighten us that why the real democracies (communism) miserably failed in USSR. Why China is changing itself ?

The big Q of Naxalism has never been addressed in a right manner. How it all started n how to control it? Evidently when the local population starts supporting this kind of rebellion against the State, something is not right. If the solution could have been possible using force, in more than a Decade, it would have happened by now. It would be big achievement if the present govt. is able to find a peaceful solution in their current Term.

USSR not failed due to communism, it failed in absence of communism after 70-80. USSR era was golden time for its member countries. China is under the dictatorship of proletariat society. It is also a another type of socialism.
