Seems you give a lot of weight to incitement and surprisingly bring up 1984 riots in the same argument. By your logic, 1984 riots were justified as well, right? After all the mobs had lost their beloved leader at the hands of her own bodyguards. So what if the mobs came organized with voter lists, petrol and with full support of the local Congress leaders? It was all justified since they were incited.
The same happened in Gujarat. Just the perpetrators and victims were different. And this time the BJP, VHP and its off shoots took the Congress' place. The role of the police and administration remained the same.
