All telcos would have to seek mandatory consent of a customer - through email, SMS, fax or in writing - before activating any VAS that is chargeable or which was free earlier and has become chargeable now, Telecom Regulatory Authority of India's secretary Rajeev Agrawal said on Monday. The telcos has been asked to follow the new norms by February 2.

Trai will issue guidelines on deactivation of mobile connections that are no longer in use by March. Telcos have been discontinuing services for a mobile connection that remain unused for more than two months. Last month, Trai had sought comments from all operators and stakeholders on the issue. It had added that arbitrary disconnections were affecting consumers who did not use their connections for some time but wanted to get back and found the service disconnected.

In the first step towards bringing free-roaming into the country, Trai Thursday sought comments from stakeholders on aspects of national roaming services by January 17 that include the manner of recovery of cost in case incoming calls are to be made free, tariff for video calls and SMS while roaming and need for permitting special tariff vouchers for roaming subscribers, among others.

The Cabinet has already approved the National Telecom Policy 2012 whose guidelines include doing away with roaming charges.

Delhi: Emergency mobile phone alert service in capital

"During an emergency, like sudden car breakdown or any untoward incident, a person can send an alert by typing 'HELP' and sending an SMS to 55100. Thereafter, a recorded voice message and an SMS will be flashed to a pre-defined list of 10 numbers with location details of the person in trouble. This works even if the balance in the person's phone is zero," said Sunjyiev Mahajan, cheif commercial officer, TBM Technologies Pvt Ltd.

"The emergency alert service can be accessed from any mobile phone and a person needs to dial 55100 to subscribe to it," he said.

Dialing 55100 connects to Airtel service and the charges are Rs10 for 10 days.

Would have been good has the duration been at least six months for 50 Rs. Considering that lots of people would be subscribing (at a lower cost) and usage would be low (people would be using it in rare cases), Rs50/6months makes economical sense as well.

Urban youth more politically active than before: survey

More young people in Indian cities are now participating in political activities, according to a new report commissioned by UN-HABITAT Global Urban Youth Research Network. The report, compiled by IRIS Knowledge Foundation, looks at youth education, livelihood, health and other concerns.

In 2011, 71% of urban youth, aged 18 to 34, said they were at least moderately interested in politics, up from 45% in 2009, according to a Centre for the Study of Developing Societies (CSDS) survey. Nearly 22% of urban youth had also taken part in campaigning, attending rallies or fundraising for elections in 2011, up from 14% in 2009. The report attributed this to education and media exposure.
However, political activism may not translate into voter turnout. In the 2009 general election, 54% of 18 to 25 year olds voted, only a small increase from the 52% who did in 2004.
“It seems the urban youth is gradually politically mobilising,” wrote Sanjay Kumar, a fellow at CSDS and one of the report’s contributors. “While recent years have seen greater participation of urban youth in electoral activities, it is far from large-scale mobilisation.”
The findings are included in the “State of the Urban Youth India 2012: Employment, Livelihoods, Skills” report that has also been sent to the Centre.
“Unless you put young people in the driver’s seat, nothing will happen,” said Padma Prakash, director, IRIS Knowledge Foundation.

US refuses to serve Indian summons to Google, Facebook execs

The shameless current government of my dear India had asked the US to help in serving papers to the executives of 11 internet companies who are accused of hosting content designed to fuel communal hatred.

US officials have told the Indian government that they cannot serve summons to Facebook and Google executives, as requested by a Delhi court, because that impacts "free speech principles."

The MHA told Metropolitan Magistrate Jay Thareja that they have received a communication dated March 20, 2013 from the US Department of Justice according to which they cannot execute the request as it 'implicates free speech principles' which are protected as per the US Constitution.
"Pursuant to the treaty on Mutual Legal Assistance in criminal matters between the United States and India (the Treaty), we regret to inform you that we will not be able to execute this request for assistance.... as the request implicates free speech principles that are protected by the US Constitution and are considered essential interests," the letter received by the US authorities said.
