should or could?

if should, by whom else, other than defence personals? do we have a gazetted notification for we bloody civilians to mandatory say sir/rank :)
could (for civilians) is acceptable, but as per one's own wish + if the other person, as per his conduct, character and caliber.

(AFAIK only retired defense fraternity continue to address each other as sir/by rank after retirement so that they could also receive the same pleasantness in reciprocation if not by civilians and stay happy)

It is not threat but an advise, but I do not accept nonsense, let it be any numbers, every fool knows how to earn respect, my real problem was that I always considered jat community as my family and gave respect to my elders and expected respect from younger members of the family, also good behaviour is applicable to all civilian or fauji, people must understand the meaning of civilian, I never realized that my family members have changed, they are not members of any family, because I donot see any family type feelings, sanskar, discipline, behaviour etc, it is mistake of we parents because we failed to teach our children the jat culture, Do not worry in future you may not have to give me respect or call me uncle/sir/col etc because I shall try my best to amend my thinking/feeling of one family and will believe the reality on ground which was my mistake, Request to all please do not post your reactions(for/against) because I donot want to react any further,

Also, one has to understand that if others are not using "ji" ,"sahab", "Uncle ji" etc while writing in English - it is not called disrespect. Engligh language doesnt force one to use these. better They can sit in the village chopal whole day and probably entire vill call them "sahab".

जागरण ब्यूरो, चंडीगढ़ : प्रदेश सरकार राज्य में विशेष पिछड़ा वर्ग तथा आर्थिक रूप से कमजोर लोगों को आरक्षण देने के मामले में दो कदम और आगे बढ़ गई है। विशेष पिछड़े वर्ग तथा आíथक रूप से पिछड़े हुए लोगों को अब क्लास वन और क्लास टू श्रेणी की सरकारी नौकरियों में भी चार-चार प्रतिशत का आरक्षण दिया जाएगा।मुख्यमंत्री भूपेंद्र हुड्डा की अध्यक्षता में हुई हरियाणा मंत्रिमंडल की बैठक में यह अहम फैसला लिया गया है। यह आरक्षण सरकारी या सरकारी क्षेत्र के उपक्रमों एवं स्थानीय निकायों की नौकरियों में लागू होगा। प्रदेश सरकार ने वर्तमान हरियाणा राज्य अधीनस्थ लेखा (ग्रुप सी) सेवा नियम-1982 को निरस्त करते हुए नए सेवा नियम बनाने के वित्त विभाग के प्रस्ताव को मंजूरी दी है। हरियाणा में जाट, जट सिख, बिश्नोई, रोड़ व त्यागी जातियों को विशेष पिछड़ा वर्ग में घोषित करते हुए नौकरियों में दस प्रतिशत अतिरिक्त आरक्षण का प्रावधान है। सवर्ण जातियों को आíथक आधार पर दस प्रतिशत आरक्षण देने का निर्णय भी हाल ही में लिया गया है।अब इन सभी वर्गो को क्लास-वन व क्लास-टू की सरकारी नौकरियों में भी चार-चार प्रतिशत आरक्षण मिलेगा जबकि बाकी वर्गो की नौकरियों में इन्हें दस प्रतिशत के तहत ही आरक्षण का फायदा मिलेगा। मंत्रिमंडल की बैठक में फैसला हुआ है कि सेवा नियमों में किए गए संशोधन के अनुसार अनुभाग अधिकारी की भर्ती के मामले में 30 प्रतिशत सीधी भर्ती होगी और 70 प्रतिशत नियुक्तियां पदोन्नति से की जाएंगी। मंत्रिमंडल ने वर्तमान हरियाणा लेखा (ग्रुप ख) सेवा नियम-1872 को निरस्त कर नए सेवा नियम बनाए जाने के प्रस्ताव को भी स्वीकृति प्रदान की है। नए नियमों के अनुसार लेखा अधिकारी की भर्ती के मामले में 30 प्रतिशत सीधी भर्ती की जाएगी और 70 प्रतिशत नियुक्तियां पदोन्नति के माध्यम से होंगी। इन दोनों मामलों में योग्यता और शर्ते निर्धारित कर दी गई हैं।

अखिल भारतीय जाट आरक्षण संघर्ष समिति के प्रदेशाध्यक्ष पूर्व कमांडेंट हवासिंह सांगवान ने पत्रकारों को बताया कि 18 मार्च, 2013 से दिल्ली के जंतर-मंतर पर केद्र स्तर पर जाट आरक्षण की जंग लड़ी जाएगी, जिसका ऐलान 26 फरवरी, मंगलवार के दिन संघर्ष समिति की राष्ट्रीय कार्यकारिणी की हिसार जाट धर्मशाला में होने वाली बैठक में कर दिया जाएगा। सांगवान ने कहा कि इस बैठक में 8 प्रदेशों से संघर्ष समिति के सभी पदाधिकारी हिस्सा लेंगे तथा दिल्ली की जंग के लिए प्रचार अभियान भी शुरू करने की घोषणा की जाएगी। ये आंदोलन एक राष्ट्रीय स्तर का आंदोलन होगा, जिसमें संपूर्ण जाट शक्ति को झोंक दिया जाएगा और ये लड़ाई आर-पार की होगी। सांगवान ने आगे बतलाया कि अभी तक हमारे इस संविधानी अधिकार को पाने के लिए तीन जाट शहीद हो चुके हैं और यदि दिल्ली में 30 जाट और भी शहीद हो जाते हैं, तो भी जाट समाज इसकी परवाह करने वाला नहीं और किसी भी कीमत पर हम इस अधिकार को प्राप्त करके रहेंगे तथा 23 साल से जो जाट समाज के साथ आरक्षण के संबंध में भेदभाव और अन्याय हो रहा है, उसको इससे आगे सहन करने के लिए जाट समाज में सहनशक्ति शेष नहीं बची है। इसलिए यह जंग जाट समाज को हर कीमत पर जीतनी होगी।
सांगवान ने यह जोर देकर कहा कि 18 मार्च तक सरकार जाटों को केंद्र स्तर पर आरक्षण की घोषणा नहीं करती है तो इसकी संपूर्ण जिम्मेवारी केंद्र सरकार की होगी, क्योंकि राष्ट्रीय पिछड़ा आयोग ने यह शर्त रखी थी कि पहले राज्य स्तर पर आरक्षण होना चाहिए, वह भी शर्त हरियाणा सरकार ने पूरी कर दी है तथा अपने रिपोर्ट केंद्र सरकार को पहले ही भेज चुकी है। इसके अतिरिक्त संघर्ष समिति ने सभी संबंधित मंत्रालयों व राष्ट्रीय पिछड़ा आयोग को अपना दावा पिछले वर्ष ही सुपुर्द कर दिया था। इसलिए अभी देरी करने के लिए किसी प्रकार का केंद्र सरकार के पास बहाना नहीं है। यदि फिर भी केंद्र सरकार हठधर्मी करती है, तो आंदोलन में होने वाले जान-माल के नुकसान की जिम्मेवारी भी केंद्र सरकार की होगी।
इस अवसर पर उनके साथ कपूर सिंह, जोगेंद्र तालू, जगत मिताथल, राजसिंह कार्यकारी प्रधान जाटू खाप 84, चौ. नत्थूराम आर्य, ओमपाल आर्य व रघुबीर सिंह बूरा आदि थे।

Are we getting Special Backward Classes certificates made in haryaana? I have enquired in all offices and found that there are no directions given to SDMs to issue any certificate. Further someone has filed a case in high court and hence high court has asked for reply from state govt. Thus chances of our people getting SBC certificates in hand is far far away. This means, reservation is just on paper till date. Not a single Jat is issued this certificate in the state. Govt has shown big hurry in issuing the recommendations but never issued the guidelines and orders to SDMs to issue the certificates. No one knows what papers needed and what not because these gu9idelines are not published to SDMs. Hundreds of Jats are spending time and money to visit these offices everyday but are pushed back by officials.

Then shouldnt this matter be solved first with state govt, BEFORE jumping to center and getting another "ON PAPER" reservation?

Benefit of getting into battle when we dont have weapon in hands? I mean the same thing - no guidelines for issuing SBC certificates to Common man.
