It was a general comment which means that some people can never learn anything whatsoever .... and wherever they go they remain the same and we cant take them as the criteria for judging.

For example if a women works and her children are usually seen on street in her absence and they are the most mischievous ones then people usually say ki wo service pe jaati hai aur uske bacche kya karte hain uska hosh nahi hai ..... to log usko service karne ki galti samajh lete hain par kayi baar wo us lady ki galti hoti hai aur shayad agar wo ghar pe rehti to bhi uske bacche yu hi dar dar bahatakte !
