I don know how many of you are aware of this. The short service commission officers(SSCO) are given second grade treatment............Probably the Army and the Government have started diluting their outlook towards this breed of commissioned officers who form thebackbone in operations as young officers, sacrifice their youth andwalk off from service when they actually need to leverage the benefitsof service perks.. As per my understanding the paucity of officers in the armed forces is in the levels of Lt Cols and below. As an SS officer you can serve up to the rank of Major. Ideally in the army you are worth your salt only in your young days to lead the men into war and CI-Ops... thereafter you are just administering the daily routine which anyone can do. So an SS officer is a guinea-pig who will be sorted out during the younger days of his life and then gradually shown the way out after 5/10 years......and when he comes out after 5/10years he will be in his thirties with a family to look after. He will get nothing but a useless CSD facility and nothing more.....the army can use him during the prime of his life and then leave him...no pension benefits reqd to be paid......so a win win situation for the army but a lost situation for the officer. He is left high and dry..... If Directorate Genral Of Resettlement (DGR) or MOD wants to retain it's image of serving the interests of only the regular officers there is no porblem et all. It's a question of policy, but my point is.. nothing should be hidden from the people of this country. The People must know the facts after having served for several years most of us are left in the lurch without any thing solid with us. Its high time to know that how many times our ESM Organizations have raised their voices against the disparity and let's hear their view about the SS officers and let the public know about it let us know the reason why an officer after having served for 5/10 years is not entitled for ECHS just because he was a SS officer ? Let's know why a SS officer is denied entry into Defence Officers' Institute(DOI) or DSOI Delhi for that matter, where as the son of Mr Mulayam Singh is invited to become the member of DOI in Lucknow. What great has been done by Mr Akhilesh Yadav apart from marrying the daughter of a Lt Col and being a person of controversial nature. We have given our youth and fought for our Nation with the same valour and courage as anyone else did. We do not deserve this kind of treatment.................... I do not want to victimize any one but believe that the nation must know about the outlook of the Army towards it's own ex officers. Awaiting your comments

Governement should do something in this regard as already there is a shortage of officers in Army. Young people are not ready to join OTA/IMA and the courses are falling short of vacancies,,,,,,,,,these reasons add to the problems.....

Not a Correct Picture...

Dear All,

Though a good topic but controvertial. I sincerely hope that the discussion remains within the parameters of the topic and does not become personal or Short Service Commission versus the others. JATS have a strong opinion about everything is by now a historical fact. Before I comment on the present topic, I hope we agree on the u/m three points:

• This world is an unfair place.
• Joining the Indian Armed Forces or for that matter any other service is a matter of personal choice.
• For many Army Service has become a 'Job' and not a 'Way of Life'.

What has been referred to by my friend is not correct. Short Service Commission, as the name suggests, is commission for a short period. Period! This must be clearly understood by one who wants to be a SSC Officer. When I joined the 28th Course in 1978, I knew that the service obligation form both the parties (self & Government of India) was for Five Years. An adult is expected to understand the terms and conditions of service.

The biggest advantage the SSC Officers have over others is that, if one is sensible enough, he/she can analyze as to whether he/she wants to continue in the Army of not. There is an option of ‘Opting Out’ after five years of service. A short service commission officer has to work hard to get good Annual Confidential Reports if he wants to continue in service. For those of you who do not know, there is a selection board held for SSC Officers after Five Years of service. 30 years back only about 33% officers (those who opted to stay put in the Army) would be selected by this board. Today the percentage is over 70%. The deficiency of officers in the armed forces has nothing to do with the short service commission system.

Please also understand that an individual who becomes an officer after being through a Sainik/Military School, NDA and IMA will always have an edge over an individual who does Nine Months training after college. There are exceptions too. We have had Jawans becoming Generals in the Indian Army, purely on merit.

I find this ‘Sacrifice their Youth’ argument somewhat over the top and un-officer like. I think in every country and society it is the young who take on the responsibility of defending their nation, society, ‘zar’, ‘zoru’ and ‘Zameen’. A soldier fights for ‘Naam’, ‘Namak’ & ‘Nishan’. And if someone thinks that government ne unkaa bevkoof banna diya, then my question to them is Kyon baney bevkoof?

A SSC Officer gets all the dues that are entitled to any ex-servicemen. Obviously, there is no pension and rightly so. You can’t give pension for 5 or 10 years of service. Of course, disability pension is always given to those who may be a casualty in the line of duty.

Getting an entry to a club is purely on the basis of membership. I too can’t go to DSOI in New Delhi because I was never posted in Delhi during my career. How Akhilesh Yadav can gain entry to DOI in Lucknow is because his father was the defense minister of India and his father in law is a retired Lt Col.

If a person has it in him to succeed, he/she should join Short Service. Serve for 5 or 10 years and then take a plunge in the civil world. And while being in service, upgrade yourself. There are enough avenues available today. One can even do professional courses while being posted over heights of 18000 feet. People have done it in the past.

JS Malik

True...
Fully agree with u...
So many of my relatives joined as SSC officer and all of them got permanent commission after 5 years of service...
NDA has its own charm and 3 years of hard work there should always be counted and cant be compared with 9 months...
And above all 90% who joined SSC are those who have tried everywhere n didnt get job and 90% who join NDA are those who have passion for forces and want to take it as a career...

These SSC officers have taken lot of advantages of being ex-serviceman. Some of them got into IAS/IFS/IPS and allied services(just by writing compulsory papers ) and state police service/para-military forces as DSP. They also got the seniority advantage of army service. They have taken advantage of reservation. What else they want!!!!!!!!!!!!!
Is it not enough............

Mana ki ajkal adat hai logo ko anap snap faikne ki lakin faikne ki bi ek hadh hoti hai..

Just for your information,,,,I have couple of such freinds,,,,,,my interaction with this lot has told me that,,,,,allmost all the SSC Officers are doing wonderfully well after leaving Army and they are not at the MERCY of anybody,,,,,,

Now plz dont give an arguement that they are what in corporate world because of what..,,,,,,everyone is because of some previous background:)

What I could understand by the initiater of this thread is that this lot of Short Service Commisioned officer still cherish the memories of their Army days and have high regard for their previous attachment with Army and just because of that they wish to be given some due regards in terms of DSOI and such other small facilities,,,,,,I dont think they are asking for Pension or any such big benifits which other people will feel jealous of.

So its just the association they want to continue,,,,,baaki people have their own oppinion about problems,,,,and some time people have tendencies of judging by just duration of tenure:)

Guys,As i was busy so could not go through your comments. Now firstly Malik sir I am not denying the facts you mentioned, but one thing you also accepted that regular commissioned will have an edge over others.. my question remains...WHY?? WHY OUR SENIORS & TOP BRASS CAN NOT COME OUT OF THAT MENTALITY?????????? Is there any diffrence in kind of operations, duties or professional performance which is undertaken by these officers... Secondly, regarding ex servicemen facilities... we are not even asking about pension as most of us are doing extremely well in civil. What we are asking is SIMILARITY IN FACILITIES,provided to the exservicemen. Even Polo Club Delhi does not consider us as ex servicemenn just because we don't have PPO.Why SS officers are removed from empanelment for Toll Plaza & Coal Transporation by DGR, which is meant to be a welfare for EX Servicemen......Why the SS officers are given last & least priority in resttlement courses....Are the Ex Servicemen facilities same???????????????And Mr yatinder can you please tell us the source of your reserch::which is soo great that it should be nominated for noble prize:: that only EX NDAs have passion for the country & most of the SS officers are incompetent:: aapke ke research ko mera koti koti sashtang pranam.............GUYS PLEASE UNDERSTAND ONE THING THAT WE ALL ARE BROTHERS IN UNIFORM (LET HIM BE FROM NDA/IMA/OTA) SO PLESE AVOID SUCH STATS..WE STILL CHERISH OUR DAYS IN UNIFORM & WILL KEEP DOING SO.Its not anap snap ki bat.....if someone not able to comprehend what is this all about....then also its okWe are raising our voice against the faulty policies which discriminate among us not against our brother officers

Now lets hear something from Colonel Malik sahab, what he says.

I think it is self assumed disparity!!

Dear Members,

I think Col Malik has explained the point in pretty good details. I don't think any one makes a discrimination among the officers in an infantry unit for sure. It is all performance based, and it has nothing to do what entry you are.

We must understand, that as the term suggest "Short Service", it is a short service commission with no guarantee of getting the permanent commission. At the end of the original term, officers are given choice of staying in service or opting out. Similarly, the organization is given a choice of accepting the officer for permanent commission or not. So where is the discrimination.

Regarding pension, if a regular commission officer leaves the services before pensionable service, he does not get any pension. So where is the dispute. The terms and conditions of the service are well explained at the time of joining the service.

Regarding the edge Col Malik has talked about is in the difference in the time spent in training prior to commission. Obviously, if you spend 18 months (IMA) or fours years (NDA) and only 9 months (Short Service), people who have spent more time are likely to get more time to understand the basic skills. Is it true in every case? probably not. I have seen some SS officers doing better than Ex NDA or Direct Entry officers.

At least I have not seen any discrimination in treatment or reporting procedure or facilities given to the officers while in service just because one happen to be from Short Service. Let us not misguide the forum. Regarding after service disparity, it is purely based on the service conditions.

Imagine a Short Service getting the benefit of training when competing in civil services exams. A regular commissioned officer can't even think about appearing in such exams, because of the terms and conditions of his service. Further, with such a huge shortage of officers in the army, and a retention rate of 70%, if one does not make a cut for permanent commission, then I guess you need to check the problem around your own desk.

And by the way, the job done by senior officers is not the one "Any one can do that", That is a pretty loose statement and needs to be addressed as such.

The bottom line is one has to perform or you get perished.

DSOI is Defence Services Officers Institue and it has certain facilities which can be availed on payment. Its not something free of cost.

I wish worthy member had correctly infered what Kaptaan Sahib wrote initially. He is just asking for entries in to these institues to be part of the same environment and for which he will pay. He is not asking for some charity.

Giving these small privilages will cost defence nothing, its like giving a importance/recognition to a person who has spent some qualitative years in forces. So much money is spent on luring the youths in defence forces, why cant these SSC Officers be treated as brand ambassadors with a small recognitions.

Why forces are asking for One Rank One Pay,,,,these are also part of service conditions??????,,,,,,they are asking it because its their due and same way these SSC Officers are asking/discussing for their dues:rock

Waiting to hear more input from the worthy members, then I will come out with something more:)

Dear Mr. Sachin,

There are two issues, here. What the officer is asking may be genuine, but read what is written above. The statement made is that "only young officers are worth their salt" rest all is garbage. Let me put the record state here. I have seen the young officers failing in their BPET (if the officer is talking about the Physical Fitness) while older officers still maintaining their "Excellent" rating in that aspect. What may look routine to a young officer is some thing known as "Serious Business". If the statement of the officer is true, then They should be hiring 18 years old to be Generals and not Cadets.

My second point is just a statement that one of my senior subelturn told me when I was a young officer:

"It is not how much you speak, it is what you speak that matters" I guess, it goes for every thing.

After long time I am there to put my foot prints on Jat land. Some old timers must know me as well.

I could not resist my self to comment or add my two cents on this topic precisely for two reasons:

1. I am a SS officer
2. Secondly I have hanged my Uniform as well Like Capt Praveer.

I have a different experience all together in 6 Yrs of my life in Uniform and may be life after that. I neither believe and nor let anyone else believed that I am less then any NDA/IMA passed out officer during my service days in any sense. I made sure they sweat from all holes to excel in front of me whether in courses, Sports adventure and Operations as well. I was proud to be part of my Paltan (Unit) and my Unit (Officers, JCO's and Jawans) was proud to have me as one of them. I never felt that there is any kind of Disparity with SS officers.

Army only advertises it is us as mature adults who chose to wear those Olive Greens. Every one has his different aspirations from army and this hold good for all officers including SS, EX NDA or Ex IMA. As brought out by Col Malik I have also seen regular officers sulking like pigs in army and SS officers doing exceptionally good for their Units, Country and for themselves. There are exceptions around where people do discriminate and that can be like in any other profession as well. May be cause of discrimination changes. I believe all these discriminations are derived from your personnel good or bad experiences from few individuals. As humans we tend to generalize it.

I do not want to discuss the young officers and senior officers’ issue. In my opinion every one does what one is supposed to do basis his age and length of service. It is better then so many places where you find people come as your boss whit out having first hand experience of job. In army we are assure of one thing that our general was Second Lieutenant once upon a time and he has also carried a rammer and torch and done duties of GPO(Gun position Officer) as I have done.

After Voluntary (I had three interviews with as high as Lt. Gen to discuss if I could change my Plans to Quit). I do not know any one in my course who chooses to stay in army and did not.Now I am exploring a wonderful career out side and must say that my unit is still in touch with me. They send me annual magazine to me without fail. I have personally invited by Commanding officers on all raising days without fail. Almost all the officers and few of my Battery NCO (who are JCO, s) still in touch with me. I receive a call from my unit at least 15 days a week.

One very valid point is raised by Praveer and 100% agree with him i.e. If SS officers by definition as per Govt .service rules book qualifies to be Ex. serviceman then all benefits must be passed to them. We should not have restriction any of the facility just because applicant is a SS officer. He has rightly brought out the PPO should not be a criteria for having yourself covered under ECHS. It is a self contribution scheme let SS officer contributes and avail the benefits as an ex serviceman.

Like Praveer even I was denied member ship of Gurgaon DSOI but I made sure that I question the authority of the Individual who denied me, eventually I won the tussle and got what I wanted.

Some one commented that 90% of OTA officers are causality of not finding any other jobs thus joining army and they are second grade officers (His perception). He based his analysis of his being family of fauzi's. Sir, Half knowledge is very dangerous you may land up in big trouble if you continue to base your inferences on heard things. I do not intentionally want to comment any further on your take.

Capt Manjeet

Now thats really funny. When they serve the same motherland. When they wear the same uniform then why shudn't they get the equal rights?Do u mean to say after serving SSC,one guy gets into IAS/IFS/IPS only by writing exam and because of seniority one gets for serving nation for five years?Do u think its easy to serve Army for 5 years? One year has 365 days and 5 years have 1836 days.Every single day comes with a new challenge to them.My real elder brother is LT Col in the army so i have seen the real picture and i need not to tell u that every single day armyman spends wearing uniform is really hard and difficult.I wonder why u compared three years of NDA to nine months thing(as a matter of fact my brother is RIMCollian and has been in that environment since he was in seventh grade and it will be really stupid if i say that life spend in RIMC is far more better then in NDA coz it doesn't make any sense at all)...If someone wants to go for NDA its his own wish but there's nothing about it whcih u can compare with nine months or something.....some people crack IAS exam and make it there in first attempt and some may make it in 3rd or fourth attempt....so if we take ur duration spent into consideration then i hope u won't say that the person who spends 3 or 4 years trying to crack exam will be more intelligent:Dwho the hell told you that its easy to make it to the Army when u try for SSC?to the best of my knowledge Army will never try to compromise on quality(unless candidates are from reserved categories). You asked if existing privileges not enough...I would say 'NO" thats not enough coz bachelor army officers have to slog like asses all the time taking crap from CO and senior officers.By the time they reach to that position i.e become Major or level where they can enjoy their lives a bit,SSC officers leave army. They don't get to see the good part or i say thay don't want to see army life anymore as they already go through lot of hard a rough phase which is kind of imposed on them unnecessarily.

Dear uncle!I hope you won't mind if i express my views abt this issue.I have attended lot of army parties and observed that most of the officers and their wives keep flattering Co and his wife.CO and his wife try flattering Commander and his wife and so on.It was hilarious to see junior officers complimenting CO's ugly wife "Mam! u are looking good today".So officers have to do such kind of flattery to be in CO's goodbooks and to get some favours done.Afterall CO is the one who make make their lives hell or heaven on the earth:DI think after spending certain amount of time in army and reaching one designation(to me its 2IC)Officers,most of them, try to take advantage of their position(I am sorry if it hurts you,may be you are not one of them).I have no doubts about the fact that young officers have to sweat more and work harder then officers on higher designations as senior officers have to pass orders and assign duties to juniors and do their level best to keep junior officers on their toes(even if its not required).18 years old can't become a general because that designation also requires an officers to go through hard life initially and make some good use of brains at a later stage when one grabs certain amount of power to influence and affect junior officers. That's how it goes.Your senior subaltern was right about his statement as i have already mentioned how it works in the army(No offence). So i completely agree with the statement mentioned below.

Dear Mr.
