H1b visa !!

USCIS received about 172,500 H-1B petitions during the filing period which began April 1, including petitions filed for the advanced degree exemption. On April 10, 2014, USCIS completed a computer-generated random selection process, or lottery, to select enough petitions to meet the 65,000 general-category cap and 20,000 cap under the advanced degree exemption. For cap-subject petitions not randomly selected, USCIS will reject and return the petition with filing fees, unless it is found to be a duplicate filing.
 
I believe you spoke too early and proved wrong- 172K applications vs 124K last year. Clearly people dont care about Modi

Officially there is no bound time to clear/process RFE, but you can have idea from the online message bords, like Rajiv Khanna's site Immigration.com or Murthy.com etc. People do share information which can help.
 
Wait for 60 days but normally this year they are taking 1 week to 4 weeks in giving the decision , i am saying this for those who have submitted their RFE before 26th Aug :) , Although the sample size is very small but still give you some idea :) again it depends from office to office vermont is slower then California :)
