Jats Against Reservations

My dear Friend , in below post you have made lot of assumptions... wouldn't be better if we do this analysis after having a reservation ..

Jitender bhai, three points:

1. Estimate of OBC population in India is b/w 30-40% (Mandal put it over 50% but his methodology is widely discredited). Let's say it is 35%. Jats are around 3% of total population or around 8% of OBCs. It is heartening to see your optimism that 8% would be able to corner 50% of OBC seats. Nothing is impossible but this is highly highly unlikely.

2. Creamy layer is a big joke. Mostly, only creamy layers get through. It is so easy to prove that you are not from the creamy layer. In fact it is easier for creamy layer with connections to prove non-creaminess rather than poor people who get frustrated by the bureaucracy. How many OBCs/SCs/STs are getting through general category or even trying to get through? There are very few examples, and they are guided more by their idealism rather than by the fact that they belong to creamy layer. We are asking for reservations to benefit ordinary folk in villagers but once it is implemented, those with connections in Jat community would usurp everything and villagers would be left high and dry.

3. In a real scenario those 5 won't be able to leave the temptation of easy admission through OBC quota. And 2 or 3 more at best would gain additional seats. Anyways, my argument was that hypothetically even if all OBC seats are captured by Jats, still an overwhelming majority is left disappointed. What about them? Pro-reservation people seem to be suggesting that we are in such a hopeless situation that only reservations can redeem us. But this overwhelming majority would fail despite that- they must surely now be so hopeless so as to commit suicide? Why not tackle the real problem by creating more opportunities instead of fighting over a rotten piece of cake.

hehe .. dekho aap do baaton ko jod rahe ho.. baniya community aage hai but iska yeh reason nahee hai ki. sirf reservation na hoen ki vajah se aage hai..uske aur bhi bahut se reason hain.. aage toh satayam company bhi thee..dekh lo kyaa haal ho raha hai..

Aap to hamaari hi baat ko support kar rahe hain :) ye keh ke ki baniya community isme sabse aage hai bina reservation ke hi !

Bihar ki nahi hum hindustan ki baat kar rahe hain !

What assumptions don't you like? Aur reservation milne ke baad to game over ho jaayega. Koi bhi reservation waala analysis karta hai kya ki usse kya nuksaan ho raha hai? Prevention is better than cure. In this case, cure is impossible as can be seen from what has happened in last 60 years.

My dear Friend , in below post you have made lot of assumptions... wouldn't be better if we do this analysis after having a reservation ..

Why so much arguments? If contemporary communities are enjoying reservation facility, why Jats should deny this and if not given must be demanded by showing unity and strength.Nobody stops opposers of resevations to apply under GENERAL CATEGORY. Let this be available for community, whosoever in need will use it. I support this 100 percent.

if we get reservation than what will happen.
1. More jobs will be available to our youths.
2. We will be lazy, is a wrong assumption. every one does his/her max in any competition. so this will be an additional benefit only.
3. Our kaum will be more progressive. I m not saying that we will be at top, but will be on plus side.
4. the problem with us is that NAAK kat jayegi, 60 saal se resrvation nahi thaa to kitne jhande gaad diye, dukh tab hota hai jab apne se inferior us jagah baith jata hai jahan se apko out kar diya.
5. if u want mass welfare of the cast than we should go for it.
6. As an indl, i m against the rservation in TOTO. but if somebody comes and snatch yr bread with the help of this tool than what is the option available. we have to fight for it for uplift of the community. I know highly intellectual lot will not agree on this, because they think taht every thing can be achieved by hard work. but this is not the truth.

Point by point :
1) How more Jobs will be available to our youth ? General Category which is more that 50 % offers more jobs or OBC quota which is much less than 50%. If every one thinks on your lines ( in support of reservation) then every jat should apply in OBC category i.e in less than 50% i.e Giving up major chunk of General category. Now just for the sake of argument you may suggest ok Jats against reservation apply in Gen category and others in faour should apply in OBC category that would increase the share, but mind it even this does not open up the complete 100%. As you are not in SC list which has some share. So in a nut shell reservation should not be there for any one at all. Let it all be 100% for all... Jimse hai dum le jaao seat/Job. Focus should be on creation of opportunities ki 100% kitna bada hai na ki ussi 100% ko todte raho.

2) Its not being lazy for the exam but an attitude towards life. Though reservation does not assure you a job , but it pushes you to think that since you are competing with the inferiors you will succeed.

3) Our kaum is already progressive and will remain so irrespective of your so called reservation. You are not sure if reservation might lead us to top but I believe without reservation we will be at top if we keep ourselves focused on quality and compete with ourselves what we are capable to do and what we have done.

4) For 60 years without reservation as well we have done quite well. We have moved from traditional occupations of Armed forces and Farming to being professionals and be Doctors , Engineers , CA's and Businessmen, Administration etc as well and still exploring new areas. We have reached almost every corner of this world. If you really get angry at some one else stting at your place then see how he reached there ... its because of this reservation. Kill this evil called reservation. So that at least your children can beat his children in a reservation free competition.

5) I believe the above 4 points already state mass welfare in long run is " NO RESERVATION FOR ANY ONE"

6) humm so even at your Heart you do realize that RESERVATION is not good. Reservation is no panacea ( Raam Baan ilaaj ) for all evils or challenges faced by our youth , be it shrinking size of land holdings , rise in law and order issues , unemployment etc. In fact these major challenges are interrelated and require another set of measures to address them. Education in true sense, creation of business service sector opportunities. Exploring new areas.

Reservation is our right and we will get it
This is for all those who are not even aware of Gurnaam singh commision and keep on talking that they donot want any reservation, ifsomeone thinks that they dont want it its good ..dont avail it but let the the deserving one get it, go through it without having any prejudiced opinion or prenotions.

These were the people who weer part of this:-
The Haryana Government set up its first ever Backward Classes Commission on September 7, 1990 consisting of the following members –
1.Mr. Justice Gurnam Singh, Retired Judge of the Punjab and Haryana High Court, Chandigarh – Chairman
2.Shri Mohari Ram Kamboj, Advocate, Mandi Dabwali, District Sirsa.- Member
3.Shri Sadhu Ram Saini, Chairman, Haryana Freedom Fighters Committee, Chandigarh- Member

The terms of reference of this commission are as under
  • To determine the criteria for defining the socially and educationally backward classes in the State, also keeping in view their economic conditions;
  • To investigate the reasons for backwardness of various agricultural classes/communities in the State such as Ahirs, Gujars, Sainis, Jats, Jat Sikhs, Rors and Meos etc;
  • To recommend measures to be taken for social economic advancement of such backward classes; and
To examine the desirability of making suitable provisions for reservation of posts in the services of the state for such backward classes.
Criteria adopted by this commission
After going through the criteria used so far for social and educational backwardness by the Supreme Court and the various Commissions and after having deep deliberations with the eminent scholars in the fireld like:

  • Dr. P.N. Pimpley, Professor of Sociology, Punjab University, Chandiarh,
  • Dr. Gopal Krishnan, Professor of Geography, Punjab University, Chandigardh
  • Dr. D.S. Nandal, Professor and Head Department of Agricultural Economics, Haryana Agricultural University, Hisar and
Dr. R.K. Punia, Associate Professor of Rural Sociology-cum-Rural Sociologist, Haryana Agricultural University, Hisar, the following criteria were adopted by this Commission for the identification of socially and educationally backward classes in Haryana for the sample survey conducted for this purpose:-

j) Castes/Classes lacking basic civic amenities like latrines, toilet facilities etc. and who are residing under unhygienic and unsanitary conditions in villages and towns.
(Comment: ‘e’, ‘f’ and ‘h’ are certainly not the indicators of backwardness. If widow remarriage is an indicator of Backwardness, Raja Ram Mohan Roy was the greatest propagator of backwardness)

n) Castes/classes in which unemployment per household is 20% above the State average.

The criteria mentioned above were duly vetted and approved by the eminent scholars mentioned above before use.

Prima facie, at this point of time, the Commission was tentatively of the opinion that since economic backwardness led to social and educational backwardness, equal weightages can be given to social, educational and economic criteria mentioned above; which also had the approval of the experts mentioned above
In order to accomplish a fairly representative picture of the actual situation prevailing in the field, 53 villages, one each from each Tehsil of the State and 4 medium sized towns one from each revenue Division of the State, comprising about 1.5 per cent of the total population of the State were selected, in which cent per cent households were surveyed.. The selection of these villages/ towns was done by the scientifically equitable method of random sampling by a sub-committee of statistical experts constituted by the Commission headed by Shri A. L. Katyal, Economic and Statistical Adviser, Haryana and Sarvshri Mani Ram and Suraj Bhan Dahiya, Research Officers of the Commission as members. A copy of the report of this sub-committee has been placed at Annexure ‘E”.
(Comment: See the Soundness of Methodology. There is no doubt about the fairness of sampling)

I dont believe in any kind of reservation be it basis of caste/social/economy or based on any basis.....criteria of selection should be always merit and nothing else.
But these looks good only when we are talking , ground realities are very different, reservation is the need for the hour for most of the jats.
we all know reservation for jats in rajasthan have done done wonders for many jats , they are getting the jobs, many jats are becoming RCS and getting jobs in other sectors also. So how it will hurt the jats in haryana and punjab?

Some people said in pvt sector criteria is only merit but in years to come it will implemented in pvt sector also , if they can implement IIt's faculty they can do it anywhere.

Neither i nor who are against it represent the whole race.................vo ek film ka dialogue hai " fayda wahi jisme sabka fayda ho" so think about evryone before you give your views.

Its not that most who are against reservation dont understand the plight of those living in village but you people cant feel it. Its not that you cant get it but you just dont care about it. One should be very much pragmatic in our approach and always take 2nd if possible 3rd person prespective about the things we say and things we do.

PS:- healthy criticism, analysis, opinions are welcome

Is Jat’s Demand for Reservation as O.B.C in Haryana Justified
Socially depressed classes/sates were given reservation under the Indian Constitution initially for 10 years but it could not be reviewed till now due to political reasons. On 29th January 1953 Govt of India had constituted 1st Backward classes Commission under Chairmanship of Kaka Kelkar to give reservation for other backward classes/ castes. The commission submitted its report on march 20th 1955. but the Commission was not clear to identify the OBC’s with the result the report could not be put up in the parliament.
Due to continuous demand for reservation for OBC, the Govt. of India Constituted another Backward Classes Commission Under Article 340 of the Constitution Chaired by B.P. Mandal on 1st January 1979, who submitted its report on 31st December 1980 and implemented on 13th August 1990 by the Govt of India. The Commission Identified OBC under article 15 (4) on the basis of two conditions i.e. Social backwardness and Educational backwardness. Economical backwardness was totally rejected by the Commission with the comments “Who is rich today maybe poor tomorrow and vice-versa, moreover this criteria is very tricky game”. Thus on the basis above said two conditions OBC’s were identified & considered such as Ahir, Gujjar, Saini, Lohar, Kumhar, Sunar, Khati and Kamboj etc in the list of Other Backward Classes of Haryana.
Surprisingly, the Commission has also listed Gutka Jat and Chillon Jat at page No. 311 Ser No. 40, but no such castes exist in Haryana. Similarly at Ser No.43 Chillar, Panwar, Tanwar, Toor and Ser No.73 Lamba etc are also listed, but these are not classes or castes but are only Gotra (Clan) of Jat and some other castes.
The Commission considered Social backwardness as a first condition to identify the OBCs and at page No.40, Commission mentioned “Ahir, Kurmi, Kohar, Jat etc have informed political front and Ch. Charan Singh became a minister in 1952 from peasant backward class”. Thus the Commission itself considered Jat as a backward caste. Secondly ground realities also speak that social status of Jat is quite equal to OBCs of Haryana such as Ahir, Gujjar, Saini, Lohar, Kumhar, Sunar, Khati & Kamboj etc., they not only share HUKKA-PANI but also extend relation up to Kitchen. Whereas high status caste of general category such as Brahmin, Bania, Arora, Khatri, Kayasth and Rajput etc. consider Jat’s social status low on the basis of Puranas. Bhavisya Puran and Padam Puran refer Jat as a Varanshankar and Maleech. Albruni’s India (English Translation by Rajnikant Sharma page No.387) refers Jat as a Sudra, Chachnama refers to Jat as a CHANDAL Caste. On the basis of above references, High Court Lahore declared the Jat as Sudra in 1936.
Under the light of above comments all India Jat Mafasabha pleaded the Community Case before the National Backward Commission on 13th May 2008 and filed affidavits on 7th June 2008 accordingly.
It is well known and proved that social status of the Jat Community is equal among them throughout the country, but the Governments are discriminating the Jat by declaring backward caste in Delhi, Rajasthan, U.P, H.Pradesh. Whereas the Jat in Haryana, Punjab & Jammu region are being considered as high castes. The Jat’s are not residing in different states as per their own desire but the states are the political divination. Therefore, it proved beyond any doubt that Jat of Haryana also fulfilled first condition of the social backwardness for OBC.
Second Condition for OBC is Educational backwardness. The Commission mentioned in his report at page No.44 that it has been requested to all the Indian States to provide caste-wise educational data but all the states failed to meet the demand with the result the Commission had to consider all the rural labour and farming classes as educationally backward, whereas 90% of the Jat’s are in rural with agriculture as their occupation. At page No.28, the Commission in its report given an example of urban boy named Mohan and rural boy Lallu whose father own 4 acres of land and proved Lallu an educationally backward boy. In Haryana 67% farmers were with less than 5 acres of land in 2001, now this figure crossed 80% and out of them 70% are Jat farmers. Thus above facts prove that Jat Community of Haryana, totally fulfil second condition also.
Although, economy is no criteria for reservation as per the constitution and the Commission. Recently, the Govt. of India has waived sixty thousand crore of rupees loan in view of pathetic condition of the farmers. How then the position of rural Jats of Haryana could be better? Whereas other farming communities in Haryana are enjoying reservation benefits. According to Gurnam Singh Commission report, vide Haryana Govt. letter No. NSCBCD-HR-299-SW(1) 91 datd 05-02-1991 declared Ahir, Gujjar, Jat, Sikh Jat, Bisnoi, Saini, Rode, Tyagi & Rajput as backward castes. But another coming Govt. had dropped out the Jat and other five castes from the list due to its political prejudice giving without ant reason.
The Chief Minister of a particular caste in a particular state does not bebarr any caste to consider as OBC. It was so, how the Ahir Caste could listed as OBC, when this caste has given Chief Ministers in Delhi, Haryana, UP, Bihar & MP time and again. Now Ms Mayawati from dalit class is CM in UP, the biggest state (bigger than Pakistan in population) of India does not mean that reservation for dalit be abolished. The Jat is not against reservation of any class or caste. The Jat community respects the limitation of 50% reservation and creamy layer imposed by the Hon’ able Supreme Court of India. There is not a single reason that Jat community could not be included in OBC’s for 27% reservation. The demand is fully justified in light of the law of the land and the facts prevailing on the ground. Now the ball is in the court of Indian Govt. as well as Govt. of Haryana. Jat Community hope that both Governments believe in Gandhigiri and will accept their judicious demand without any RASTA ROKO< RAIL ROKO or any bloodshed.

i think its not like that...

1) General Category which is more that 50 % offers more jobs or OBC quota which is much less than 50%. If every one thinks on your lines ( in support of reservation) then every jat should apply in OBC category i.e in less than 50% i.e Giving up major chunk of General category...

As far as i know, a candidate applying under "Quota" is NOT giving-up the so called "major chunk" i.e, the general seat!! he/she is very much eligible to be counted in general seats. if he/she (eg) score marks higher than the lowest marks obtained by the general quota candidate then he/she is automatically included in general quota.
Mind that quota for SC, for instance, is limited to a MINIMUM 27% not the ONLY 27%.
So getting reservation doesn't mean u r leaving a major or minor "chunk"!!! :)

General Category actually means "general" i.e, for everyone including SC, ST, BC, OBC.. "General" is NOT RESERVED (in any way) for the general candidates !!! :)

By the way, in Tamilnadu quota is a whopping 69%. so its not a minor chunk in anyways!!! Others states are very much on the same course... thanx to caste politics!!

And the most saddening fact is that Government may arm-twist the private sector to implement the reservation. This issues has surfaced many times and it is bound to happen one day!!

Another thing regarding the merit: Everyone will agree that reservation is here to stay. No political party has the GUTS to shun it!! Reservation undermines the merit and blah blah...
So if we Jats (whether we need it or not) are included in the reserve categories.. then won't it be good that some "better candidate" are taking the reserve seat.. It will be equivalent to nullifying the reservation. ;)
Country will progress because 'merit' is prevailing even in Quota seats!!! :p

I say, include more and more casts in OBC, SC/ST.. Atleast quality of quota candidates will improve!!
Let there be a time when reservation is over 99% and all casts are in reserved category... to me this scenario seems more realistic than a time when there will be NO reservation. :D

Merit only works in a level playing field.

Unfortunately , the facilities available to Jats, and to other rural classes have been declining over the last few decades, and the gap between the cities and the rural areas has been growing.

The rural situation is now such that even a slum in the city can provide better educational facilities in than a village.

Without education there is no future.

We on this group are, admittedly, the Jats who are better off than others of our brotherhood.

We are better, because we have education.

We were lucky.

Others are not so lucky. They are left out, and denied opportunity- their English is not good, or not non existent. They do not have the education nor the connections.

In other words they get left behind.

Given an opportunity our community produces some of the best in every field, from science, computers, business, commerce, law, you name it.

Without the opportunity they end up as daily labourers

Reservations have enabled our Jat children to get into educational institutes and into job opportunities.

No right, no wrong.

Reservations is a tool to uplift the community. If we do not use the tool, they will fall further and further behind.

No point standing on false pride

You are Absolutely Right Ravi ji!

I don't wish to indulge in arguments and counter arguments but a couple of examples.

A young girl from rural backround had a dream to pursue a career in Medicine through MBBS!

She Worked hard to realise that dream and topped her school in year 10 and 10+2

But, but she didn't have those coching facilities available in small town like Meham that you have in Rohtak and New Delhi!

Result, the poor girl couldn' realie her dream but had to settle for last choice of getting admission in BAMS. IF she was a backward candidate, she would have got at least BDS if not proper MBBS!

Other option to get her dream realised was to pay Rs10 lakh as donation, a sum beyond her parents means!

Didn't she has a right to dream something like that?

2nd Example: Some of you have argued about the quality of professionals come out of Reserve category!

Ch. Hardwarilal had brought in some provision for providing reservation for Rural candidates in Medical college Rohtak.
Many of you would know that soon after that provision came into existence, their was steady flow of doctors from Rural backround and mostly proved better than others if not best. I don't want to name them here but if some of you insist , I can PM their names!

Cheers!

hahaha.. sahe ekaha.. jaaton ko reservation mil gaya toh bahut abdee tabahi mach jaayegee charon taraf hahakaar mach jaayega.. log trahi trahi kar uthenge..
jaise rajasthan main jaaton ko reservation milne ke baad hua.. ;)

come on yaar just for the sake of debate.. dont close your eyes..

Reservations is an emotive topic, for those who can afford to be emotive.

The cold hard facts are that without reservation many communities are stuck in a poverty trap, and cannot climb out of it.

Those who took advantage of society, before reservations came in to the picture, scream loudly that admission jobs should be on the basis of merit.

Yet, it is also abundantly clear, that the admissions and jobs were given to insiders, who were part of the community that held the gates to the opportunities, gates they barred to other communities, including the Jats.

The rise of the Arya Samaj Gurukuls in Rajasthan, Haryana, Punjab, and UP, gave a big fillip to education in the rural communities, and jats were the beneficiaries, along with other rural communities.

Previously Jobs as Lecturers in colleges, openings in bureaucracy, were filled by communities that controlled the hiring process, be they of the Bania or Brahmin caste. In places like Rajasthan, being a Jat simply meant that no openings were available; not only that, no schooling was available.

The picture only changed due to the far sightedness, dedication, and sacrifice of the Jat leaders.

While reservations enabled some communities to come up, lack of reservation meant that jats from rural background, who did not have the money, were totally cut off from opportunities.

The Jats sticking together, and enforcing reservations for themselves, has meant that opportunities previous denied have now opened up.

Today the situation has worsened. In villages there is no education worth the name.

Jat kids when they enter the city, and get admissions, perform well, and become able to raise their families, and give them a better future.

Once they are on the rungs to that future, they do well.

Reservations are simply a weapon to get our community to get the opportunities being denied to them.

Think of others, not yourself.

Frankly there is nothing to be afraid of.

Jats hold their own in every institution, they cannot be physically or mentally bullied.

They can take care of themselves.

But they have to get there.

A little push start is all that is needed.

Forget false pride- of being called a quota student.

Use the Weapon.

The concept of reservation works against the marrit & natural justice and specially when it is planned baselessly & illogically and implemented blindly. The reservation policy in our nation is of a discriminitory nature & cotradicts our constitution also. ( Equality of opportunity in matters of public employment, Funda mental Rights ). I personally feel that Govt should have provided facilities, resources, envirnment & opportunities to all needies, irrespective of caste religion area etc. The community base reservation policy is not at all correct. I strongly feel that main hurdle in path of our national progress & peace, is domination of religionism, casteism, areaism & favouritism in our gouverning system. I also strongly feel that the present reservation policy is going to stay for years to come. Secondly it is easy to effect the change in the system by entring the same rather than attacking it frontly from out side. Therefore, I feel very strongly that not only jats but all other non reserve communities should demmand reseration. Also when our equalant communities are getting the help of reservation in that case what is wrong if jats get this help. Yes, educate jats not depend on reservation, work hard & progress. I dont want to further go in the marrits & de-marrits of the policy but I think in present circomstances, we must press hard for reservation and get it. In the end I request to all jats to work unitedly for the reservation please. Namskar

Correctly concluded sir,

If we r talking about the welfare of our kaum tahn reservation is the need of the hour.

stating that there will be a mind block and we will not think beyond that is totally a wrong assumption. there is no need of this tool for our talented lots, so they will progress without even thinking about it because GENERAL list is there. but other guys who r not equally competent, let them use this tool to get their due, what is wrong in it, Deshwal sir has given a very good example of that girl,

actually our talented lot is afraid of some else and taht is, we will be equated with backward classes, inferiority, they will feel bad saying that we r jat, i believe, this the only reason to oppose it, u cant oppose reservation on these grounds.

Actual talent alongwith hard work will not even have a look for this and we r not talking the reservation for them, they will achieve what ever they want on their own.

in one line, if u cant remove reservation from the system than try to get it. this will help a lot.

The logic here goes like this ... its wrong not to take bath daily, one should be clean and tidy but since everyone in our neighborhood does not take bath we will also not take bath and its actually good ! :D Since you can not make all your neighbors take bath. :D

I wish the problem with RESERVATION was as simple as people not taking bath daily.

Ok assume we get reservation for all Jats and other casts also follow the trend and reservations are made for all 100% based on the census report and economic condition of all casts. Then what ? Will people not continue to claim we are backward and keep on availing this so called benefit of reservation. Is their any provision that certain community will not be given reservation since 100% of its people are now happy and prosperous. Should there be such a provision or not ? Can reservation really lead to prosperity for all and at same time ?

Reservation is already being extended on the basis of religion for backward muslims in Andhra ... every person has a cast and a religion, what should hold higher precedence cast or religion when getting reservation. Are we not complicating the matters by going into details of making reservation fit for those very divisions of our society over which we should overcome to make INDIA truly a great nation. Equal in opportunities for all.

If our girls do not get admission in MBBS as was quoted as an example here. The solution lies in pressing for opening more Medical colleges in India ... increasing the standard of education in schools that no coaching institute can thrive on scarcity of seats and preparing students just towards cracking the exam. Not forcing the children and creating undue pressure on them that being a doctor is the only thing in their life, but making them realize to be best in what they do. Obviously the solution is not in pressing for reservation but to kill the Reservation that is doing unjustice to her and others by the time we get the medical colleges ready.

I do realize that path of getting reservation is not an easy one but I ponder that the time and energy spent in getting the reservation will not be more in getting the reservation cancelled for all. Enough is enough ! Lets ask our leaders to concentrate on real issues and elevation of our masses and let us get involved directly if we can as per our capacity, rather than waste time and energy on beating around the bush.

When most of us do realize that RESERVATION the way its being implemented in our system is wrong, but still insisting we should get it.

How can two wrongs make a right ?

Does reservation address the problems of infant mortality, growing population , primary education , women power, lack of higher education opportunities in rural part and n number of other problems.

We fighting for reservation is just a quick fix and as the saying goes "Prevention is better than cure". But the problem of reservation requires both prevention in terms of addressing the core problems and cure in form of its removal from system.
