Those of you who have been to countries like US, UK and European countries can easily make out the huge difference between the traffic sense between those countries and ours. I barely listen a horn in US, see red-light jumps and people criss-crossing in the lanes whereas this is a story in every part of India including metros.
I think correcting Traffic problems should be the easiest one. Few times back in Delhi, a rule was made for separate lane driving for buses, it worked for a brief period of time and then back to the same story. I think we have enough Traffic policemen to challan people not following the rules. If the rules are implemented strictly and people are charged everytime they drive in wrong lanes, cross a red-light, criss-cross without giving indicators, over a period of time everybody will be scared of shelling out money for even a small mistake and will start behaving.
Even in US, its not that people just have great civic sense rather there is a fear of paying hefty fines for even a small mistake which also affects the insurance premium. Why can't government work on implementing such things so that it becomes habit of people after some time. This will also add greatly to the revenue for the govt. I know some people would try to bribe the traffic man but for how long. Even shelling out 50rs. note everytime you make a mistake is not small and nobody would want that.
