Jats refuse to budge
Chief Minister Hooda makes fresh appeal to end agitation

Hisar, March 21
Jats seeking reservation in government jobs have decided to continue their agitation. A meeting of the Jat Aarakshan Sangharsh Samiti leaders was held at Ramayan village, near here, this evening which decided to continue blocking rail tracks in the district.

The meeting criticised the Centre and the Haryana Government for failing to accept their demand and “resorting to delaying tactics”. Earlier, the authorities met the Jat leaders at Ramayan.
The administration has summoned RAF companies to deal with any eventuality. Personnel of the RAF staged a flag march in the town last night.
Chief Minister BS Hooda today appealed to the Jats yet again to end their stir as the “Centre is already considering my letter on the issue.”
(isne ek saal pahle likha the letter aur ab maan rahe hain usse, kitna fuddu banayega janta ko?)

Representatives of various Jat khaps today resolved to continue their dharna at the Delhi-Ambala rail track near village Chhtehra, 10 km from here. The decision was taken at a meeting of the representatives of Dahiya, Malik, Joon and Saroha khaps under the banner of the All-India Jat Arakshan Sangharsh Samiti.
The district president of the samiti, Mahender Singh Mor, said the dharna would continue till their demand for OBC status to the Jats was not accepted.
The next line of action would be decided at a meeting in Sonepat on March 27.
Meanwhile, the district police has taken all precautionary measures, including requisition of the paramilitary forces and patrolling of the sensitive areas to tackle any law and order situation.

Finally some good news

OBC body to listen to Jats

NEW DELHI: With Jats continuing to agitate for reservation in central government jobs, the government has decided to change rules to allow National Commission for Backward Classes (NCBC) – a central body empowered to make such recommendation — examine the demand and receive representation from the community.

"Rules governing the functioning of NCBC are required to be amended as the existing provision does not permit the commission to review its earlier order of denying reservation to Jats in central government jobs," a senior official said.

He said rules could easily be changed through executive orders by the ministry of social justice. It is expected to be done this week. The change in rules will allow the commission to hear pleas of Jat representatives and act accordingly, he added.

Officials privy to the decision, however, resisted from giving any time-frame, saying it would depend on the commission which, being an autonomous body, would take its own time considering many socio-economic factors of the community.

The decision is, however, fraught with the danger of opening a Pandora's box as it may pave the way for other castes to seek the same status. Apart from Jats, there are a number of castes which get reservation in one or the other state but are not included in the central OBC list.

Meanwhile, the government's Crisis Management Group on Monday decided to send over 1,000 RAF personnel to Haryana where the Jats continue to disrupt rail and road traffic.

Premier trains make way for goods' movement: In a first in the history of Northern Railways, at least five important express trains, including the Kalka Shatabdi and the Himalayan Queen, have been cancelled for two consecutive days on March 22-23 in order to allow goods trains an uninterrupted run across the state of Haryana, Punjab and Rajasthan. "We have been forced to take the decision after food grains began to rot in various godowns in North India. The coal supply in four power stations is now on the brink.

While the Barbela Power station is already shut, at least three others are on the verge of a shutdown. Hence, we decided to go ahead and allow the movement of essential commodities as otherwise lakhs of people would have been inconvenienced at the cost of a few thousand," said a senior officer at Baroda House. "Due to Jat agitation, many passenger and goods trains have been affected. This has resulted in acute inconvenience to passengers and serious problem in the movement of cargo trains," added the official. In all, a total of 54 trains have been cancelled on Monday while another 73 trains have been cancelled for Tuesday.

In this game of patience testing: Jats have blinked first or rather they have been forced to blink first with the govt. threatening to use force againt the innocent and unarmed protesters.

Despite numerous representations to various Haryana CMs including Chautalaji and Hoodaji and also the Centre, Jats have not got their due. Every time they are fooled into believing that either their case has been forwarded to the high command or that a committee is being formed to look into their demands and this game of passing the buck has continued for too long and brought us to a stage when the patience of the Jat community is actually running thin. When the Jat CMs of Haryana have not given reservation to Jats we cannot expect them to recommend to the Centre reservation for Jats in govt. jobs. They (Hoodaji) would proudly announce the according of second official language status to Punjabi in Haryana but would shy away when the question of Jats getting their rightful due comes. Our so called leaders have let us down time and again.

Jats got no result from peaceful representations and meetings. In fact they have been threatened with use of force (guns) by the govt. by using this force on the innocent and unarmed men and women who are peacefully protesting. Enough is enough - the govt. (state or centre) cannot take us for granted. When the youth in Kashmir takes to guns and militancy you invite them and give them jobs in all state and central govt. jobs but when the youth in Haryana makes representations for jobs you threaten them with guns. Is this democracy?

With this govt. threat of use of force, my determination and support for RESERVATION for Jats has grown further and am ready to do whatever I can in my individual and collective capacity to attain what we seek.

To all our Jat leaders like Col. Sindhu, Mr. Malik, Mr. Sangwan, I would only like to say that we all are with you shoulder to shoulder - Please do not let this spark die down as it is a question of now or never.

Those JATS who have not joined the agitation are real TRAITORS OF COMMUNITY. I appeal to these traitors to join the mainstream or future generations will not forgive them. JATS will get OBC status soon & then these traitors should not go to govt. officials to get the OBC certificate as they do not deserve it being TRAITORS.

Haryana Jats harden stand on quota

CHANDIGARH: Threatening to block the busy railway track and roads leading to Delhi and even disrupting the water supply to the national capital, agitating Jat community leaders in Haryana Tuesday said the central and state governments should take concrete steps by Friday to meet their demand for job quotas.

Hundreds of Jats continued to block railway tracks in Hisar, Jind and Bhiwani districts of Haryana Tuesday, saying they will not budge till their demand for inclusion in the other backward classes (OBC) quota was accepted by the central and Haryana governments.

"We will not withdraw our agitation till the central and state governments accept our demand for reservation. We will fight for our rights till the end," Jat leader Hawa Singh Sangwan said.

Talks between Jat leaders and Haryana chief minister Bhupinder Singh Hooda in Hisar Monday failed to yield any result.

Hooda had earlier said that Jats should get reservation only in central government jobs.

The Jat leaders have set two deadlines, March 25 (Friday) and March 28.

"If they do not accept our demands by March 25, we will block the Delhi-Ambala railway track. If they do not accept till the final deadline on March 28, we will block all railway tracks and roads in Haryana, including those going to Delhi," Sangwan said.

Northern Railway authorities had Monday announced the cancellation of several trains passing through Haryana. Railway officials said trains were running behind schedule on the Delhi-Ambala route following diversion of trains due to the agitation.

In Hisar, Bhiwani and Jind districts, train services have been paralysed for the last nearly two weeks.

The central government has dispatched 10 companies of the Central Reserve Police Force (CRPF) and the Rapid Action Force (RAF) to deal with the protestors if the situation gets out of hand.

"We are not afraid of the CRPF and other forces. We are ready for any sacrifice on this. We are five percent Jats in this country and we provide 80 percent of the food grains... we will prove that we matter," Sangwan said.

The Haryana police have been drawing flak for not taking action against the protestors in the last two weeks despite the inconvenience caused to hundreds of train passengers.

Haryana's director general of police (DGP) had warned the Jat protestors against blocking railway tracks last week but no action was taken to remove them.

Jat leaders said they did not trust Chief Minister Bhupinder Singh Hooda or opposition leader Om Prakash Chautala, both of whom are from the Jat community.

Jat leaders set March 28 deadline

NEW DELHI: With the agitating Jat leaders setting March 28 as the deadline for the Centre to decide on their demand for putting them in the OBC category, different groups in Delhi and its suburbs are holding the stock-taking meetings on March 26. Sources claimed local leaders have set that day to devise a strategy to paralyze the capital in case the central government turns down their demand.

While one major meeting will be held in Nangloi in the outer district, which will be attended by all factions of the protesters demanding reservation in central government jobs, another similar meeting will be organized in Gurgaon. "We held a core committee meeting on Tuesday and have decided to bring the community together on March 26. The community will follow the decisions that would be taken in this meeting," said one of the key organizers of the meeting who did not want to be named.

He added that there was unanimity among them that Delhi chief minister Sheila Dikshit should be approached to write a letter to the Centre supporting their demand. "We are already included in the OBC category in Delhi. Now the CM should also write to the Centre as Bhupinder Singh Hooda had done in Haryana. We will approach her," he said.

The Gurgaon wing of Jat Arakhsan Sangharsh Samiti also said that they would go to the extent of blocking all roads and rail tracks to Delhi on March 28. Said district president of the front, Ram Kataria, "We will go by the decision of the front led by Yashpal Mallik. We are reaching out to people in every village to be out on the roads if need be."

Delhi Police, meanwhile, said they have made adequate arrangements to ensure that no protester holds the city to ransom. "We have decided to mount extra vigil at the borders, especially at the borders in east Delhi and outer Delhi where there is a considerable Jat population. In fact, we have asked police officers of the rank of additional DCP to preside over the operations till March 28. We have instructed senior officials like area ACPs and SHOs to be constantly on an alert. Among the major places where we are concentrating are the Maharajpur border, Ghazipur border and the Singhu borders,'' said a top official at police headquarters.

Even as no "visible action" was witnessed in Delhi, about half a kilometre ahead, a few Jat protesters got together at the UP Gate, close to Indirapuram in the Ghaziabad area, and disrupted traffic for half an hour on Tuesday. "This is just a trailer. We will gather in larger numbers on March 28 after our leaders instruct us," warned a protester. The special branch is keeping a watch on "sensitive" areas besides opening a dialogue with community leaders, sources said.

"If they don't accept our demands by March 25, we will block the Delhi-Ambala railway track. If nothing happens by March 28, we will block all railway tracks and roads in Haryana including those to Delhi," Jat leader Hawa Singh Sangwan said. "We will not withdraw our agitation till the two governments accept our demand," Sangwan said.

Talks between Jat leaders and Haryana chief minister Bhupinder Singh Hooda in Hisar collapsed on Monday. Hooda had said that Jats should get reservation only in central government jobs.

This is genuine demand. Many other casts like Sunars have gold business and got reservation. Many Gurjars have Land ; they also got reservations. Then, Why not for Jats ?

Hooda ji is hiding behind excuses of central govt. decision. He has the power at least to give reservation in Haryana - which he has not done so far and is still not doing.

NEW DELHI: The Supreme Court on Thursday ordered Uttar Pradesh, Haryana and Rajasthan to stop Jat protesters, threatening to lay siege on Delhi, from disrupting supply of water, milk, petroleum products and other essential commodities to the national capital territory.

It criticized chief ministers of UP and Haryana — Mayawati and Bhupinder Singh Hooda — for lending support to the Jat protesters and asked the states to take measures to prevent agitationists from blocking rail and road traffic and ensure free flow of essential commodities to Delhi.

"We are constrained to pass this order having regard to the statements which are alleged to have been made by the heads of the governments of Haryana and Uttar Pradesh, indicating that they support the agitation," said a Bench comprising Justices Altamas Kabir and Dalveer Bhandari.

"We make it clear that while citizens have a right to protest against any form of injustice, we also emphasize that such right does not extend to disruption of free movement of people and supply of goods and services to the detriment of the interest of the people at large," it said on a petition filed by Delhi Jal Board (DJB).

On Indian Oil Corporation's petition, the court asked the states of UP, Haryana and Rajasthan "to ensure that the operation of the refineries at Panipat and Mathura, the pipelines, terminals, depots and bottling plants of IOC are not affected in any manner and the transportation of all petroleum products by road, pipelines or rail is not disrupted in any manner".

An anxious Delhi government moved the court through counsel Rajiv Nanda on Wednesday evening and complained of inaction by authorities to remove protesters -- who are demanding OBS status to be eligible for quota jobs -- from railway tracks and roads.

DJB feared that protesters might resort to turning off water supply from UP and Haryana, which account for over 70% of water consumed daily by Delhi's 18 million population.

A similar petition by IOC sought protection of its refineries in Mathura in UP and Panipat in Haryana as well as numerous LPG bottling units in the two states and in Rajasthan.

It also wanted the states to keep protesters away from its oil tankers and pipelines through which supplies are transported.

Looking into the importance of the issue, a Bench of Justices Kabir and Bhandari was constituted during the holiday, the Supreme Court being in a week-long Holi break from March 21, to hear the petitions.

Arguing for both DJB and IOC, senior counsel Najmi Waziri took the Bench through media reports about Jat protesters threatening to prevent water supply to Delhi through the Upper Ganga Canal via Murad Nagar Regulator in Ghaziabad district and Western Yamuna Canal vial Manak Regulator in Sonipat district.

Waziri said the protesters have also threatened to disrupt supply of petroleum products from the refinery at Panipat and cut off essential commodities like milk and vegetables to Delhi.

The court, which generally brushes aside newspaper reports, said, "We are inclined to take note of media reports on account of the seriousness of the matter, since disruption of any of the aforesaid goods and amenities will cause severe problems and hardship for the inhabitants of Delhi."

Unrelenting Jats threaten to intensify agitation

CHANDIGARH/LUCKNOW: Jat leaders on Thursday threatened to intensify their agitation after a protester on hunger strike died in Haryana. The leaders also blamed the Congress for "sabotaging" the movement.

The agitation demanding reservation in Central services and states of Punjab, Haryana and Jammu under the OBC category has led to cancellation of hundreds of passenger, goods and express trains causing not only inconvenience to the people, but also resulting in disruption of coal and grain supplies. The railways have lost hundreds of crores of revenue.

Railway officials said the Rohtak-Panipat track remains blocked since March 13 and the Bhiwani-Hisar section is "jammed' since March 6.

On Thursday, protesting Jats continued their agitation and blocked railway tracks in defiance of high courts' orders in UP and Haryana.

All India Jat Arakshan Samiti (AIJAS) president Yashpal Malik said as of now, the plan to demonstrate on roads leading to Delhi stands. "We will agitate as per our plans," he said.

"The Congress-led Central government is trying to sabotage our agitation," said Mallik. He said the community was studying the Supreme Court and high courts' orders about restrictions on blocking rail and road routes. He said the community would discuss the matter in its panchayat and would approach the court soon.

He also said the community will "request the court to consider that the governments do not listen to people till there is some disturbance."

Malik and chief of Haryana wing of AIJAS Hawa Singh Sangwan reached Mehuwala, Fatehabad, where a protester, Vijay Singh Khadwasra, died late on Wednesday. "If the state uses force against us, we will fight back. We will not leave the tracks till our demands are met," said Sangwan.
