Until we UNITE we will be doomed to TRAGIC FATE. Everyone(including the Jats) know that they are a divided force. And it is universal fact 'United we stand and divided we fall'. Our traditions are not only ours but many other castes do have similar customs and rituals. I strongly believe that all the like minded communities need to take up the cudgels and work sincerely shoulder to shoulder. The Hindu Marriage Act must be amended to uphold the fine traditions. I don't support that our clinging to old traditional values is altogether justified. We have to choose judiciously the good points so that our present youngsters and future generations should feel as much proud as we have. We have to beware of so called 'Women Libbers' which is a bunch of psychic and frustrated 'so called think tanks'. We must gird up our loins and crush these ideologies which proclaim that any two Hindu adults(even sister and brother) can marry. Is it justified?

Important points to be noted in lately held Hooda khap panchyat held at Basantpur.

One more news and you can say a very positive news about bhai-chara gotra issue.

Govt mulls ordinance to rein in khaps

http://timesofindia.indiatimes.com/...ance-to-rein-in-khaps/articleshow/6084117.cms

NEW DELHI: With khap-dictated honour killings threatening to become a trend, the Centre is mulling an ordinance to rein in the caste courts meting out extreme punishments to young couples who don't follow the diktat against marrying within the same gotra.

The Centre has already discussed amendments to relevant laws -- Indian Penal Code, Indian Evidence Act and Hindu Marriage Act -- to deter village elders from holding kangaroo courts which call for killing of young couples who don't agree with their notion about gotras and marriages.

But the 'honour killings' in Delhi provoked fears that the trend was catching on, putting pressure on community vigilantes to act against even those same gotra and intercaste/community marriages that took place years ago, has forced the Centre to think of bringing in an ordinance as an immediate deterrent.

The home ministry led by P Chidambaram and law minister Veerappa Moily are learnt to have agreed that the amendments should be stringent enough to deter the caste panchayats that have arrogated to themselves the function of judiciary and are foisting this medieval form of justice to force their antiquated beliefs on the younger generation.

An ordinance is brought in when Parliament is not in session. It has a maximum life of six months and remains in force till a Bill to the effect is cleared by both Houses of Parliament and becomes effective as a law.

The Cabinet in its meeting on Thursday is likely to weigh both the options -- the ordinance route for immediate remedial measures to protect innocent young couples or wait for the Parliament session to introduce the amendment Bills to various penal laws.

It is the honour killings in Delhi, which showed the scourge might be spreading beyond the villages, that has provided the immediate trigger for the Centre to consider swift changes in law through an ordinance rather than wait for the Parliament to clear the legislation.

What has also led the Centre to consider taking the ordinance route is the Supreme Court's recent decision to seek answers from the Union government as well as Haryana and seven other states about the steps they have taken to protect young couples hounded by khap-deputed mercenaries. A PIL by NGO 'Shakti Vahani' had accused the governments of taking only reactive measures, forgetting their duty to protect the lives of the couples.

The original changes proposed in the laws five months ago still hold -- introduce a separate provision for criminal liability on participants in khap panchayats' murderous decisions under Section 300 (definition of murder) of Indian Penal Code. Under the proposed law, those who dictate a decision to kill young couples would be as much liable for murder as the assassins.

Even a decision of a khap for the social boycott of a young couple and their parents, if the latter supported their children's decision to marry against the social norm, would fall foul of law. Such action too should be made a distinct offence under the IPC, both the ministries feel.

The law ministry also proposes that additional offences related to khap and village elder driven extra-legal decisions could also be made distinct offences under the IPC.

For example, parading a woman naked in the village terming her as a witch at present could attract punishment under outraging of modesty. Under Section 354 of IPC, this attracts a modest punishment of two years. The law ministry thinks a separate provision can be added to the existing section to make parading of woman in the nude or publicly assaulting her a stringent offence with 10 years imprisonment.

If the govt. actually ends up acting based on media misreporting, it'd be ridiculous. The media keeps confusing issues- crime vs custom; inter caste and intra gotra. Majority of the cases have no link to any panchayat, Jat Khap or any other for that matter. The Delhi case and many other cases are on inter-caste marriages! There are more than enough laws to protect couples or punish the accused. Even in the Delhi cases, a couple of people advocating killing have been booked under relevant IPC sections. Why provoke people who are already emotional about the issue with an action that is not going to add any value in preventing such crimes and is not even based on correct understanding of facts! It doesn't even make political sense- even if I assume selfish politiking, they got to be smoking pot to do this! I only hope TOI is misreporting on govt. action as well just like it does on many things.

Agree with Kapil Ji here. Reacting on media stories is dangerous. We had discussion about some Jat members over-reacting on the same. Now, its the govt.'s turn to react.

How many khaps have ordered killing? There are enough laws in IPC to book murderers. Are they going to hang a murderer twice, thrice if he is involved in a so-called "honor killing"?
If a person kills someone knowing that he can be hanged for that than what's going to stop him?

I found it strangely ridiculous that each and every honor killing is being intentionally linked with Jat Khaps. Most of these killings don't even have any connection with Jats leave apart any sort of Khap involvement.

There are already enough laws if police or judiciary is serious about handling the issue. Polticians are always happy to come across some hot topic to provoke and decept people for their personal or political gains.

point no 1 ke alawa koi point ka significance nahi hai, jats haryana ke alawa bhi india main rahte hain, wahan ye sab lagu nahi ho sakta.desh ka sanvidhan hai,hum koi afganistan ya iraq main nahi rah rahe. killers ko saja milni hi chahiye better hoga hum shadi ke alawa other social problems ko pahle solve karen.

Totally agree with you and Kapil's view on this, there is no need to enact a specific ordinance/Act/provision in any existing law. Indian Penal Code is enough for booking and penalizing such killing.it's also simply a murder and punishable u/s 302 IPC.

But this media specilly TOI made it very criticle, by twisting, manupulating, misrepreseting the reports and try to relate all these incidents with Jat Khap Panchayats.
