Workers at Commonwealth Games sites an exploited lot: Panel

In a big embarrassment to the Centre and Delhi government ahead of the Commonwealth Games, a committee appointed by the Delhi High Court has said that workers at Games-related construction sites were not being paid minimum wages and were being made to work overtime for no extra money.

And interesting lines....

The high court panel members could not access sites under the control of DIAL and DMRC to check if workers at Games-related construction sites were not exploited due to security reasons, the report said. Respondents in the PIL include the Union and Delhi governments, NDMC and Sports Authority of India.

May be fears of Al qaeda..

You really think those kids are on payroll? They are surely kids of the laborers working on site, playing in there. Someone took their fotos and portrayed them as child laborer. Just an unprofessional act on the part of journalist as well as newspaper.

I believe they are a part of exploited workforce. On a worksite, who should be allowed? (1)Workers (2) Contractors/Builders (3) Supervising Authority (4) Government Authority.

If some one else is present on a worksite without any purpose means workplace safety laws are not in place. What if that kid playing over there fall in a borewell. That kid does not know about any work safety and nor his parents. What about occupational health and safety. The dust that kid would be inhaling .You will not find any kid on a work site in any of the developed country. This is a Government responsibility to make sure that all work safety laws are in place.

It is India. Any developing country for that matter dont have very strict norms for a construction worksite. There is nothing wrong in that, where do you think these laborers will leave their kids? You go to any brick klin in India and you will find entire family working there. Any construction site and you will see laborers living there along with their family in temporary shelters they create. We can not just compare everything with developed country as we are NOT a developed country yet. In a developed country even a construction worker comes to work site in a car, in our country they can not think beyond a bi-cycle. In a developed country kids get sick when exposed slightly to dirt, dust, pollution. That does not happen in India. Kids adapt and immune system is very strong. India never claimed herself as a country without poors, now for these foreigners this visuals are something which they can not understand.

Not being a developed country does not mean child labor/not going to school is ok. The problem is that everybody says its ok because chalta hai etc etc. People need to draw the line somewhere. I never hire anybody who bring their children to work - maid etc.

Your above lines suggest that how ignorant Indians are? And you are basically defending Indian corrupt system. If you go through some of those pictures, you will find that women working on site didn't have safeguard. Essentially those construction workers should be provided with sturdy helmets, gumboots or other necessary safeguards. When a tender of this construction project was passed, there would have been some estimated money of the project. That estimated money also considers contractor’s expenditure in providing safe guards to the workers involved in the project. But workers have not been provided the safety guards by the contractor. Because it costs a contractor to pay for those safety guards. Forget about other safety concerns. If that is included in work safety, the contractor would lose profits out of that project. After all contractor has to pay to corrupt bureaucrats some margins because they helped him to get this tender .And the common Indian mentality says, who cares. And what about those Government employees whose responsibility was to look after these safety norms. Playing cards in office, not attending offices. You have also raised a point that foreign labourers have more affordability than Indians. Reason is that most of the Indians are being paid very low. They are exploited by employers, working overtime with no money. Obviously they would not have any affordability.

Check this out

Article: India reports only 222 of its 40,000 work related deaths: UN.

And regarding your Immune system logic:

Silicosis – a fatal lung disease caused by exposure to silica dust – still affects tens of millions of workers around the world. In Latin America, 37% of miners have some degree of the disease, rising to 50% among miners aged over 50. In India, over 50% of slate pencil workers and 36% of stonecutters have silicosis.

BTW did you forget about Bhopal Gas Tragedy? Or it's a general Indian tendency to move on without learning.

every now and then, we come back to the same sick attitude... "sab chalta hai". that's where the problem lies. apart from a common men, the govt. too is equally responsible.

india's construction industry is the second largest contributor in the GDP after the agricultural sector, and mind you... all these construction cos. are not small in their worth, they are huge construction giants. how much does it really costs to buy that safety equipment? they can easily afford it... in fact they should be forced to buy that safety equipment by the implementing authorities. why this can't be made a pre-condition in the tenders?

the need of the hour is to streamline, consume and evolve a regulatory uniform construction law which should not only ensure welfare of construction workers, ensure quality products but also should oversee and check the profiteering tendencies of the construction agencies and contractors. the law should also seek and eliminate the ill-efforts of unscrupulous contractors and builders.

watch out for a hit of 6.5 on richter scale in delhi (long overdue)... and you will see all these construction laws nd agencies running for implementation... but hold on, before they do that, we will see a big series of 'barkha dutt' analysis, with media going outburst and the blame game amongst the politicians. new masala for all... at the end of the day, we will still fall on the same 'n'vr say die' attitude... sab chalta hai.

Journalism at its abysmal lows. I think a toddler worker was missing from the "slideshow". Maybe they could have photographed a 9 month old kid, walking "ghudaliya", and moving one stone at a time from one place to another.

That these kids are there on the construction site or safety equipment is not provided to workers are absolute wrongs in my opinion. No arguments about that. But doesn't mean that you get some poor kids to pose for the camera and then put a caption suggesting they are child laborer- "Indian children work near to their parents at a construction project in front of the Jawaharlal Nehru Stadium in New Delhi, India."

Agreed with you completely. This is the same old crap of sensitising things unnecessarily.

And while it is important to try an progress all the time , things must be understood in a context , we might not still be in a position where kids of the workers have to stay away from their parents. I am not advocating that they should stay at construction sites , neither i am adopting a "chalta hai " attitude , all i am saying is that you cannot just bring the change in a day.

On a lighter note , may be if RamDev's idea works out , all is done with by 2020 :D

Child labour is there in India and there is no denial in that. And wherever Industrial Revolution started, this has been a problem. Whether it's a United Kingdom or United States. They have gone through these stages and had same issues regarding working conditions. But for developing countries it's an advantage to learn from those Industrial Revolutions. Should understand the consequences and work out one way or the other.

@Kapil. Check pic 9 and 13..You will find a hint of child labour

Aatish, we don't need to look for hints in some pictures to acknowledge the existence of child labor in India. It is there on roadside dhabas where we eat, in the domestic helps that frequent our houses, in the garbage dumps looking for plastic. The journalist himself didn't see any child labor in the pictures you are highlighting as suggested by the captions of pics 9 and 13. Where he found or rather "invented" child labor (the first few pictures) is unambiguous. As I said earlier, I don't intend to justify child labor. But journalists inventing news, esp. the sensational type, is outright sickening. In this case, it is worse as the timing seems to suggest that it is an attempt to "settle scores" with Indian media on the racism issue (where the standards were equally glaring) and target Aussie junta who would be swayed by the current sentiment.

Hmmmm..Below is an estimate of tax payers money. And it goes in the pocket of corrupt politicians, contractors, builders, Government officials.

http://timesofindia.indiatimes.com/...-to-get-Rs-700cr-more/articleshow/5699610.cms

Rs 5165cr: Original total cost of Games projected in 2006, including cost of civil and stadium infrastructure as well as training.
Rs 10,000cr: Total cost now estimated, which does not include projects like airport modernisation and Games-related Metro work.
Rs 2,050cr: Budget for Delhi govt's work alone, which includes a few stadia but is chiefly related to roads and bridges.
Rs 6,200cr: Estimated cost of renovating existing stadiums and constructing new ones as well as conducting Games.

Commonwealth Games construction kills 43: Report

The monitoring panel filed a report to the New Delhi High Court on Wednesday saying conditions at the construction sites were poor and many accidents went unreported, while workers continued to work without proper safety gear.
