First of all calm down and then talk about the diplomatic and other solutions of your choice. :)

The word action doesn't implies to War ONLY it has so many meanings. Able Administration and effective representation also falls in the Action category. Moreover, the peace talks are also included in this. Throwing out the separatists from Kashmir is also an Action. The list is endless and worthy members already put forward all the facts and figures.

The real tragedy of the Nation are the spineless people who are responsible for all this mess. We can shout here in small or BOLD letters but it hardly matters to the people who are making the policies. We are just discussing here the probable solutions but not deciding the future of India ( or Kashmir ).

Anybody can think beyond himself whenever the situation arises and people do that every now and then.

Everybody is not the Prime Minister of India. Only Nehru could offer our Kashmir to the world despite of all the objection from council of ministers. What a common man was supposed to do at that time ?

Is that too hard to understand ?

Dear Ms Nikita Sheoran,
Please write in complete words/sentences.
It would make the post more readable.

Thanks,

Where were these stone-pelting angels of peace, the Kashmiri Khatoons? Why were they mute spectators, harbouring terrorists? But our memories are very short and we tend to forget things very conveniently. n.

VP ji,

Please read this post without any prejudice.

I myself have seen Sikh's houses being torched and rest of the people were mute spectators. I asked my aunt " Whats going on? " She replied " People are killing Sikhs". I was too young to understand why? But now I know and know this as well that rest of the people were mute spectators. They might have had sympathy for them but no one stopped that mob. Though I also know some people protected Sikhs. But still. Many Sikhs left for Punjab. Do you think the people who were mute spectators were equally responsible as these Khatoons? We always believe Sikhs are our brothers then why we let this happen? Moreover this only started after the militancy started.

The problem is not a common Kashmiri muslim, the problem is these son of ***** who are neither hindu nor muslim. They take advantage of our emotions and get us involved in all these. And these son of ***** have very strong nexus with these politicians.

Vipin,

Ok, agreed that these burqa-clad 'mahjabeene' or khatoons and their menfolk were helpless to stop atrocities against Kashmiri Pandits, but why are they resorting to violent means to ventilate their grievances. They can have peaceful demonstrations. They have their own democratically elected Chief Minister to look into their grievances and convey the same to Delhi. I don't think security forces are found involved in rapes and other excesses. The real problem is the terrorism from across the border and it is an uphill task to check that given the difficult geographical conditions and the complicity of home-grown extremists with the terrorist organizations based in Pakistan and Afghanistan. Hundreds of our Jawans and officers have laid their lives in Kashmir in counter-insurgency operations. The local Kashmiri people should not fish in troubled waters and should cooperate with the authorities to combat terrorism. Since, local security agencies had failed to stop infiltration, govt. had to re-deploy army on the request of State Govt. Restoration of peace and tranquility is a prerequisite for development of the troubled state. In my opinion, government need to take bold steps to resolve the issue. First of all article 370 must be abrogated as early as possible by bringing a bill in Parliament. It will provide a good opportunity to gauge the mood of other political parties also on this issues. This issue can never be solved through dialogue. Military operation seems to be the only way forward. This bilateral dialogue, CBMs(Confidence Building Measures), exchange of mangoes, exchange of artists etc. is sheer rhetoric. When diplomacy fails, guns talk. ISI and ISI-trained terrorists understand the language of guns only.

Although ,terrorism is a perennial problem of Kashmir but this time its more about the desperation of Kashmir for an able administrative set up.This problem has left Kashmiri youth disgruntled and directionless.kashmiri people are fed up with violence and they need stability to give them a sense of belongingness.Their desire for normalcy and their faith in democracy has been proved by more than 60% voter turnout during the elections .But alas! the so called by the people ;from the people and foe the people has disappointed them again. Its major failure comes out with the fact that it has failed to connect with the people. The advocates of AZADI are taking the advantage of this situation.Every now and then, they promise to deliver , what the kashmiri government hasn't been able to restore to the kashmiri people.Faith of kashmiri people has become as fickle as a pendulum. They madly start following whosoever gives them a ray of hope...be it the government or the separatist parties and sometimes the real despos like Geelani.kashmiri people cannot be blamed entirely for the prevailing situation.it is the unwillingness of government which has made their faith so fickle, that they start shouting for AZADI once in a while. Allocating billions in funds doesn't prove the willingness of government but a much needed connect withe people is missing which gives them a sense of alienation every now and then.Talks with pakistan are meaningless unless our own government shows its willingness for a stable and credible solution by raising itself above the vote bank politics.Terrorism was there in punjab also ,but it was contained by an action oriented and willing government and same can be done in kashmir also.Although, kashmir has an additional problem of being a disputed geographical territory, this can be sold diplomatically by a willing and away from 'vote bank politics ' type parties and no more Nehrus.

Nikita ji,

The state of affairs prevailing in Kashmir is a handiwork of our neighbour. I mentioned it in one of my posts earlier. To create instability is one of the strategic warfare tactics of Pakistan to weaken its stronger enemy. Going by your own account, if government is not able to win the faith of Kashmiri 'awaam' even after allocating billions and billions of Rupees, what else can it do for them to win their sacred hearts. (एक देसी कहावत है कि पराई सीख पत्थर को भी फ़ाड देती है. इस बेचारे मासूम से दिल की तो बिसात ही क्या है). All democratic institutions are in place in Kashmir. People have right to elect a government of their choice like other states. What is the logic for Autonomy. They are already getting more then other states - thanks to article 370 which gives them a privileged status. What else do they need. If they want to secede from India just because they are in religious majority cannot be acceptable by any sovereign country. If Kashmir were a part of China, the Chinese government would nipped the problem in the bud, immediately after the revolution (like Tibet). They are lucky that they are part of a very tolerant and secular India and taking undue advantage of GOI's liberal policy and, as you said, the vote bank politics.

Grateful, if you can come with some viable suggestions and concrete steps which can be taken by the State of India to solve this problem.

Terrorism is the ONLY problem of Kashmir. In other words, it can be stated as the terrorism in Kashmir is creating so many affects if we talking about some other issues regarding Kashmir. Once we control terrorism, most of the other problems would vanish out like anything as they are just terrorism based, whether it is faith and belongingness among youth, vote politics and normalcy in Kashmir.

You are right that allocating billions of funds doesn't prove anything. I mentioned it as a sheer wastage of much needed money which could have been to counter the terrorism. All depends on the willingness of the govt. to solve the issue instead of alluring people by allocating special grants/packages and community appeasement policies.

Terrorism was there in punjab also ,but it was contained by an action oriented and willing government and same can be done in kashmir also.Although, kashmir has an additional problem of being a disputed geographical territory, this can be sold diplomatically by a willing and away from 'vote bank politics ' type parties and no more Nehrus.

Good example. There were almost the same problems in Punjab. Terrorism, lack of faith in youth, vote bank politics etc. Once main problem of terrorism was sorted out and everything went right with time.

So, controlling terrorism can solve all the problems and the side affects.

3 Step solution:

1. Call all these GADAs (Hurriyat leaders) at one place for "close door" meeting. Tell them that we are planning to allow you people to make Kashmir a separate country but need to discuss who will be the first prime minister. All of them will come.

2. From govt side, Send all corrupt politicians and tall figures like Kalmadi, Lalooo, paswan, Raj Thakrey etc (no bias based on party they belong to...). Invite Jardari, Musharraf, Geelani also if possible, Of course, they are also waiting for this kind of "peace process".

3. Once all of them are "IN".......close the doors and blow that place with 1 ton of RDX. Peace will follow.

Vp sir, please don't call me 'ji' because i m very junior to you.I can't dispute your opinion on this matter for a simple reason that your knowledge is much vast than me.whatever i wrote is my personal stand on this matter . Maybe, my stand was inapt in some contexts but it can't be solely disapproved .Our government lacks willingness and this is the fact.i will try to have a wider perspective in order to come up with some concrete solutions.

Nikita,

This is not to disapprove your contention in totality. In fact, you have made a good attempt and expressed your views in a very articulate and coherent manner which I really appreciate. But, viewed in broader perspective, terrorism is the real impediment to the road map of peace and prosperity in Kashmir. Vote-Bank politics may also be held responsible to some extent. You must be aware that before onset of terrorism, there was hardly any public resentment in Kashmir in spite of the two full-fledged wars between India & Pakistan over the disputed territory. Exceptions apart, common man was almost indifferent to the hostilities between India and Pakistan at that time and there was no visible sympathy for Pakistan in Kashmir. After suffering humiliating defeat twice, Pakistan devised a new strategy to wage a proxy war and started exporting terrorism to India from its training camps run by ISI. While it was easy to pinpoint and attack the foreign enemy earlier in the form of Pakistani army, it has now become difficult to identify the homegrown enemies who are holding the Kashmiri people ransom, brain-wash them and spread a canard saying that Government of India is ill-treating them. It is, therefore, the first and foremost task to stamp out terrorism from the soil of Kashmir. It will automatically usher into a new era of peace and prosperity as all he energies and resources would then be diverted to developmental activities and people would be happy again.

The Solution

India should declare that it will hold a UN supervised plebiscite and grant full independence to the Kashmir Valley (defense and foreign affairs included) on 1st January 2016 if the majority of the people of the valley vote for it. However, no plebiscite will be held in the Jammu and Ladakh Regions and these areas will be amalgamated into India without any special status as states or Union Territories. No Muslim will be allowed to migrate from the Kashmir Valley to Jammu or Ladakh unless they have property there. In any case they will not be granted refugee status and will not be entitled to financial assistance. However, Muslims of Jammu and Ladakh region will be allowed to migrate to the Valley.

The Plebiscite should be held in November 2010. If the people of the Kashmir Valley opt for independence, the next five years should be used to plan a smooth transition. Some steps will be:
Redrawing of boundaries between Republic of Kashmir and Jammu and Ladakh regions so that the new border along the Pir Panjal Range and Zanskar Range is defensible against Pakistani attack.

The Amarnath Shrine and Poonch should to be a part of India.
Redeployment of Indian Army and BSF from Uri and Dras Sectors and the Valley to new locations along the new border and inside India. For this new permanent defenses and accommodation for the Army and BSF will have to be constructed on priority.
Develop a new road and rail system to improve communication to cater for defense requirements and lateral communications between Jammu, Ladakh and Himachal Pradesh.

Conclusion

A section of population of the Kashmir valley is anti-Indian and has little gratitude for the Indian lives that have been sacrificed to protect them and the Indian money that has been spent to make their lives more livable. Despite the persecution and discrimination against Indian muslim migrants in Pakistan, they still look upon that country as their savior. So if the majority of the people of the valley want independence, let them have it.

A divorce is better than a painful and unworkable marriage. It must also be made clear that India would not intervene if Pakistan attacks The Republic of Kashmir nor will allow refugees to flee into India

Earlier Ghazanis/gauris ransacked this country, continued massive annihilation of India population for centuries, made this country and its people impoverished. Then Britishes kept India under their toes for centuries. The problem with us is that we forget all our past humiliations and horrible sufferening so easily and always resort with "surrender" policy. This time again surrender is on the way, people are being brainwashed..media is coming up in the same tune..... who is hatching this conspiracy?

Anyway, why don't we start a poll on Jatland to figure out how many of us want autonomy for Kashmiris.
