Vipin,
Ok, agreed that these burqa-clad 'mahjabeene' or khatoons and their menfolk were helpless to stop atrocities against Kashmiri Pandits, but why are they resorting to violent means to ventilate their grievances. They can have peaceful demonstrations. They have their own democratically elected Chief Minister to look into their grievances and convey the same to Delhi. I don't think security forces are found involved in rapes and other excesses. The real problem is the terrorism from across the border and it is an uphill task to check that given the difficult geographical conditions and the complicity of home-grown extremists with the terrorist organizations based in Pakistan and Afghanistan. Hundreds of our Jawans and officers have laid their lives in Kashmir in counter-insurgency operations. The local Kashmiri people should not fish in troubled waters and should cooperate with the authorities to combat terrorism. Since, local security agencies had failed to stop infiltration, govt. had to re-deploy army on the request of State Govt. Restoration of peace and tranquility is a prerequisite for development of the troubled state. In my opinion, government need to take bold steps to resolve the issue. First of all article 370 must be abrogated as early as possible by bringing a bill in Parliament. It will provide a good opportunity to gauge the mood of other political parties also on this issues. This issue can never be solved through dialogue. Military operation seems to be the only way forward. This bilateral dialogue, CBMs(Confidence Building Measures), exchange of mangoes, exchange of artists etc. is sheer rhetoric. When diplomacy fails, guns talk. ISI and ISI-trained terrorists understand the language of guns only.
