[h=5]जाटों ने सरकार से आरक्षण पर स्पष्टीकरण मांगा

संवाद सहयोगी, महम : महम के ऐतिहासिक चबूतरे पर हुई जाट आरक्षण महापंचायत में जुटे खाप प्रमुखों ने प्रदेश सरकार से आरक्षण पर स्थिति स्पष्ट करने सहित जल्द से जल्द आरक्षण की अधिसूचना जारी करने की मांग की। आरक्षण पर जल्द स्थिति स्पष्ट नहीं करने पर खाप पंचायतों ने 17 फरवरी को महापंचायत बुलाने का एलान किया। महापंचायत का स्थान बाद में निर्धारित किया जाएगा।

जाट आरक्षण पर मामले में रविवार को हुई महापंचायत में प्रदेश भर की खाप प्रतिनिधियों ने जाट आरक्षण को लेकर चले आदोलन सहित प्रदेश सरकार के रवैये पर गहरा रोष प्रकट किया। साथ ही प्रदेश सरकार की जाटों को आरक्षण देने की मंशा पर सवाल खड़े किए। इसके अलावा एकमत से दस प्रतिशत की अपेक्षा जाटों को पिछड़ा वर्ग में शामिल करके पिछड़ों को संविधान प्रदत्त 27 प्रतिशत आरक्षण देने माग रखी। साथ ही आरक्षण मामले में आने वाली कानूनी अड़चनों पर भी चर्चा की गई। बावजूद इसके खाप प्रमुख एवं प्रतिनिधियों ने आरक्षण लेने के लिए हर कुर्बानी देने का संकल्प लिया। खाप प्रतिनिधियों ने राजनीतिक स्तर पर जाट आरक्षण आदोलन को खंडित करने वाली ताकतों को भी चेताया और इस पूरे आदोलन को राजनीतिक रग नहीं देने की अपील की गई।

महापंचायत में सर्व खाप पंचायत के संयोजक सूबे सिंह समैण ने कहा कि प्रदेश सरकार ने जाटों सहित पांच जातियों को दस फीसदी आरक्षण की घोषणा जाटों के अथक संघर्ष का परिणाम है। जाटों के संघर्ष की बदौलत ही सरकार ने यह कदम उठाया है। उन्होंने कहा कि प्रदेश सरकार घोषणा अनुरूप जल्द से जल्द जाटों को आरक्षण संबंधी अधिसूचना जारी करे। इसके अलावा प्रदेश सरकार आरक्षण बिल के आगे आने वाली कानूनी अड़चनों के समाधान का आश्वासन भी दे जिससे जाटों को जल्द से जल्द आरक्षण मिले। समैन ने कहा कि राजनीतिक स्तर पर बंटने की अपेक्षा जाटों को जातीय एकता कायम करनी होगी। महापंचायत को सर्व खाप प्रधान नफे सिंह नैन, जाट नेता धर्मपाल छौत व जाटू खाप प्रधान सूबेदार राजमल धनाना, हुड्डा खाप के कार्यकारी प्रधान रामकर्ण हुड्डा सहित कई खापों के प्रमुख एवं प्रतिनिधियों में अपने विचार प्रकट करे। महापंचायत की अध्यक्षता प्रधान तुलसी ग्रेवाल ने की। इस अवसर पर जाट आरक्षण संघर्ष समिति एवं प्रदेश की कई खापों के सैकड़ों प्रतिनिधि मौजूद थे।

10 व 27 फीसद पर विभिन्न मत

खाप प्रतिनिधि प्रदेश सरकार की घोषणा अनुरूप दस प्रतिशत आरक्षण देने व पिछड़ा वर्ग संविधान के तहत मिल रहे 27 प्रतिशत आरक्षण पर असमंजस की स्थिति में दिखे। कई खाप प्रतिनिधियों ने कहा कि दस की अपेक्षा उन्हे 27 प्रतिशत आरक्षण वर्ग में पिछड़ा वर्ग के साथ रखा जाए। लेकिन कई व्यक्तियों ने इसे नकारते हुए दस प्रतिशत आरक्षण लेने के पक्ष में तर्क दिए। इसके अतिरिक्त कई अन्य मुद्दों पर भी खाप प्रतिनिधि आपस में बंटे हुए नजर आए। साथ ही राजनीतिक मंशा पाले बैठे लोगों की वजह से जाट आरक्षण संघर्ष समिति के समय समय पर खंडित हुए आदोलन की पीड़ा को भी बार बार उठाया गया।[/h]

I know Rambilash from child hood, he is anty jats and pro rajputs, secondly Hooda gives importance to Rao Dan singh and these both politicians are from same constituency (maohindergarh), The fact is no body is in favour except some jats, Any way God will help us, My personal openion is Bjp is equally bad for farmers/jats or may prove worest, we have to help ourself no other person will help.

भिवानी। अखिल भारतीय जाट आरक्षण संघर्ष समिति के प्रदेशाध्यक्ष हवासिंह सांगवान ने जाट धर्मशाला में संगठन के कार्यकर्ताओं की एक बैठक को संबोधित करते हुए कहा कि भाजपा के प्रदेशाध्यक्ष रामबिलास शर्मा तथा भाजपा नेता अनिल विज ने हरियाणा के जाटों के आरक्षण का जाति आधार पर विरोध किया है। उन्होंने इस पर कड़ी प्रतिक्रिया व्यक्त करते हुए कहा कि इन नेताओं के बयान सरासर जाट समाज के प्रति नफरत को दर्शा रहे हैं क्योंकि वे अच्छी तरह जानते हैं कि वर्ष 1950 से अनुसूचित जाति तथा जनजातियों को जाति के आधार पर संविधान के अनुसार आरक्षण दिया हुआ है तथा मंडल आयोग के तहत 3716 जातियों को पिछड़ी जाति मानकर सन् 1990 से आरक्षण दिया हुआ है। इसके अतिरिक्त राजस्थान के जाटों को केंद्र स्तर पर तत्कालीन भारतीय जनता पार्टी की सरकार ने सन् 1999 से तथा दिल्ली और हिमाचल के जाटों को सन 2000 से इसी पार्टी ने राज्य स्तर पर आरक्षण दिया था।
सांगवान ने आगे बतलाया कि 19 फरवरी, 2009 को भाजपा के सांसद स्व. किशनसिंह सांगवान ने संसद में जाट आरक्षण का मुद्दा उठाया था तथा मार्च, 2011 में जाट आंदोलन के दौरान भाजपा नेता मुख्तार अब्बास नकवी ने जाट आरक्षण का मुद्दा बहुत जोरदार ढंग से संसद में उठाया था। इसके अतिरिक्त अखिल भारतीय जाट आरक्षण संघर्ष समिति के एक प्रतिनिधिमंडल को मई, 2012 में भाजपा की शीर्ष नेता व लोकसभा में विपक्ष की नेता श्रीमति सुषमा स्वराज ने हरियाणा के जाटों के आरक्षण में हर प्रकार की सहायता तथा समर्थन का वादा किया था। इसके बावजूद पार्टी लाइन से हटकर इन दोनों नेताओं के बयान सरेआम यह दर्शा रहे हैं कि ये नेता केवल जाट विरोधी ही नहीं, अपनी पार्टी के विरोधी भी हैं और इन्होंने ये बयान दूसरी जाति के लोगों को खुश करने के लिए दिया है। ये वही रामबिलास शर्मा जी हैं, जो पहले चौ. भजनलाल, चौ. देवीलाल तथा चौ. बंसीलाल के समय भारतीय जनता पार्टी को धोखा दे चुके हैं, इसीलिए ये किसी की भी समझ से बाहर है कि एक राष्ट्रीय पार्टी ने किस प्रकार इनको प्रदेश की कमान सौंप दी है, जिसे हरियाणा की जनता पहले ही नकार चुकी है। हो सकता है, इस बार यह अपने ब्राह्मण समाज को ही धोखा न दे दें? इसलिए भाजपा और ब्राह्मण समाज को ऐसे लोगों से सतर्क रहने की परम आवश्यकता है।
उनके साथ बैठक में रघुबीर सिंह बूरा, चौ. कपूर सिंह जिलाध्यक्ष, जगत सिंह मिताथल, जोगेंद्र तालू, दयाकिशन बडेसरा, सूबेदार बलवान सिंह, सूबेदार उमेदसिंह, सूबेदार कलीराम, राजसिंह घणघस, राजसिंह धनाना कार्यवाहक अध्यक्ष जाटू खाप 84, धर्मपाल अटेला, रणसिंह सांगवान आदि थे।
 
Opposition of Jat Reservation by Sharma and Vij is highly objectionable : Sangwan
Ex. Commandent Hawa Singh Sangwan, State President of All India Jat Arakshan Sangharsh Samittee has sharply commented against the statement of BJP leaders Ram Bilas Sharma and Anil Vij which appeared in certain newspapers that the Jats should not be accorded with reservation on caste basis. Sangwan stated, it is well versed that Sechedule Castes and Sechedule Tribes had been given reservation under the provision of the constitution on caste basis only since 1950 and again on the basis of Mandal Commission report, 3716 castes have been conferred with OBC status since 1990. Moreover, the Jats of Rajasthan were considered with an OBC status at the Central level by the then BJP Govt and the Jats of Delhi and Himachal were also considered as BC at state level by the BJP Govts only.
Sangwan further stated that Late Kishan Singh Sangwan MP of BJP had raised the issue of Jat reservation in the Parliament on 19th February, 2009 and again during the Jat agitation in March, 2011, BJP Senior Leader Mukhtar Abbas Nakwi strongly supported the issue of Jat reservation in Parliament. During May, 2012, when a deligation of our Sangharsh Samittee met Senior Leader and Leader of the Opposition in the Lower House, Smt Shushma Swaraj, she had assured the delegation for her heartly support. Now it is surprising, how Sharma and Vij has opposed the Jat reservation against the policy of the Party and its High Command. Thus it shows the bitterness of these leaders towards the Jat community as well as opposition of their own party. It is remarkable that Sharma had cheated his own Party during the tenure of Ch. Bhajan Lal, Ch. Devi Lal and Ch. Bansi Lal, which is being remembered by the people of Haryana even today. This time, he may cheat not only his Party, but his community also. It is very fantastic that the BJP being a National Party with a respectable standing has oppointed such a disgruntled leader who had already been rejected by the people of Haryana.

Punjabi bolne walon main Jatt Sikhs ko to jaton ke sath hi reservation mil gaya, baki punjabi speaking dalits already sc main hain. Pata nahin kyon confusion fela raha hai ?

Is their population 38 % ?? I think they counted lot of other people with them who are already in reserved categories.

अखिल भारतीय जाट आरक्षण संघर्ष समिति के प्रदेशाध्यक्ष पूर्व कमांडेंट हवासिंह सांगवान ने एक बयान में बताया कि सरदार प्रकाश सिंह बादल और कैप्टन अमरिंद्र सिंह दोनों ही पंजाब के सिख जाट को गुमराह करने के जिम्मेवार हैं क्योंकि उन्होंने पंजाब के जाटों को यह बताया हुआ है कि यदि वे पिछड़ी जाति में शामिल हो जाते हैं, तो उनका स्वाभिमान घट जाएगा। जबकि वहीं दूसरी ओर हरियाणा का सिख जाट समाज बहुत जल्दी ही राज्य स्तर पर पिछड़ी जाति में सम्मिलित कर लिया जाएगा। सच्चाई यह है कि हरियाणा और पंजाब के गांवों में जाटों का सामाजिक, आर्थिक और शैक्षणिक स्तर एक समान है और वे समान रूप से ही खेतीबाड़ी करके गरीबी में अपना जीवन व्यतीत कर रहे हैं। पंजाब राज्य में पिछड़ा आयोग का गठन एक दशक पहले हुआ था लेकिन वर्तमान में न तो उसका कोई अध्यक्ष है और न ही उसने अपने कार्य में किसी प्रकार की प्रगति की है, जिसके लिए ये दोनों नेता जिम्मेवार हैं, जो जाट युवा पीढ़ी का भविष्य बर्बाद करने पर तुले हैं।
जब वर्ष 1966 में हरियाणा प्रांत का गठन हुआ, तो पंजाब राज्य भारत वर्ष का प्रथम राज्य था और हरियाणा इससे बहुत पीछे था, लेकिन वर्तमान में हरियाणा केवल कानून व्यवस्था को छोडक़र भारतवर्ष का प्रथम राज्य है, जबकि पंजाब केवल युवाओं को नशेड़ी बनाने में प्रथम है, जिसकी जिम्मेवारी इन दोनों नेताओं पर जाती है, जो आरक्षण के मामले में चुप्पी साधे बैठे हैं। इसके लिए आने वाली जाटों की युवा पीढ़ी इन्हें माफ नहीं करेगी, जबकि वहीं दूसरी ओर पंजाब विधानसभा में प्रतिपक्ष के नेता सुनील जाखड़ ने हरियाणा के मुख्यमंत्री से मिलकर जाटों के आरक्षण के लिए केंद्र में समय पर मांग उठाई, लेकिन इन दोनों नेताओं ने इनका साथ नहीं दिया। हरियाणा राज्य पंजाब राज्य को अपना बड़ा भाई मानता आया है, लेकिन इसमें कोई बुराई नहीं, यदि बड़ा भाई अपने छोटे भाई की तरक्की से प्रेरणा ले। पंजाब के सिख जाट समाज को समय के अनुसार अपनी आरक्षण की सवैंधानिक मांग को बगैर किसी हिचकिचाहट व दुविधा के उठाना होगा।
 
Sardar Parkash Singh Badal and Captain Amrinder Singh are responsible for misguiding Jatt community in Punjab

Commandent Hawa Singh Sangwan, State President of All India Jat Arakshan Sangharsh Samittee stated in his press note flashed to the Media that Sardar Parkash Singh Badal and Captain Amrinder Singh both are misguiding the Sikh Jatt community in Punjab with the plea, in case Jatt community in Punjab is conferred with OBC status their self respect would be degraded. Whereas on other side in Haryana Sikh Jats are being considered a Backward Caste shortly. Facts remain, the Jats of Punjab and Haryana are equal in Social, Economical and Educational status across the villages. Backward Class Commission was established in Punjab state way back in nineties but it is headless since almost a year and has done nothing so far with the reasons, Sardar Parkash Singh Badal and Captain Amrinder Singh are not only misguiding the Jats but also spoiling the future of the Jat youths by not responding timely demand of the community.
At the time of creation of Haryana state in 1966, the Punjab state was No. 1 state of the country and Haryana was far behind but today Haryana is No. 1 except leaving law and order situation. Now a days Punjab is No. 1 in drug addiction in the youth resulting into distruction of the Jat youth for which both the leaders are responsible. Both the leaders are mum on Jat reservation which clearly shows their apathy towards the cause of the community for which coming generations of the community would not excuse them. However Sunil Jakhar, leader of the opposition in the state has raised the issue at the right time and at the right plateform. But in the absence of support from both the leaders, the desired result is not coming up. It would be worth mentioning that Punjab is always considered as an elder brother of Haryana but nothing is bad to have learn a progressive ideology from the younger brother. The Jat community in Punjab should arise to meet their constitutional right of reservation without any elusion, delusion and dilemma.

जाट चिन्तन षिविर जयपुर का आयोजन
कार्यक्रमः 18,19 और 20 जनवरी
स्थान : सुषील पैराडाईज, केसर चैक, मुहाना मण्डी के पास नयू
सांगानेर रोड, जयपुर (राजस्थान)

चिन्तन षिविर का एजेण्डा:-
1. देश भर के हिन्दु मुस्लिम व सिक्ख जाटों को केन्द्र की ओ.बी.सी. श्रेणी में शामिल करने को लेकर केन्द्र सरकार द्वारा जातीय व धार्मिक भेदभाव के खिलाफ चर्चा।
2. राजस्थान के जाटों के साथ प्रदेष स्तर पर ही आरक्षण देने में भेदभाव (भरतपुर व धौलपुर का उदाहरण)।
3. हरियाणा में गुरनाम सिंह आयोग की रिर्पोट के बावजूद कांग्रेस की तत्कालीन सरकार द्वारा जाटों को आरक्षण से बाहर रखा।
4. हरियाणा की सरकार द्वारा तीन जाट भाईयों की कुर्बानी व लम्बे आन्दोलन के बाद हरियाणा पिछड़े वर्ग आयोग से जाट जाति का सर्वे कराया जिसमें 22 वर्ष के (गुरनाम सिंह आयोग की रिपोर्ट) के बाद जाटों को अति पिछड़ा बताया, आखिर 22 साल अधिकारों से वंचित रखने का जिम्मेदार कौन।
5. हरियाणा सरकार द्वारा धार्मिक भेदभाव के तहत हिन्दु जाट व सिक्ख जाट के लिये कमीषन से रिर्पोट ली लेकिन मुस्लिम जाट का कहीं नाम नहीं। कांग्रेस का मुस्लिमों के प्रति चिन्ता का इससे बड़ा क्या उदाहरण हो सकता है।
6. मण्डल कमीषन की लिस्ट में जट्ट सिक्ख का नाम होने के बावजूद पंजाब में जट्ट सिक्खों को मण्डल कमीषन के लागू होने के बावजूद आरक्षण से बाहर रखना।
7. दिल्ली के जाटों का लौढ़ा कमीषन के आधार पर 1999 में दिल्ली की कांग्रेस सरकार द्वारा ओ.बी.सी. श्रेणी में शामिल किया और उन्हीं को केन्द्र सरकार द्वारा दिल्ली के जाटों को केन्द्र की लिस्ट मंे शामिल ना करने की सस्तुति जनवरी 2012 में कर दी।
8. लगातार 6 वर्षों से चल रहे जाट आरक्षण आन्दोलन के तहत सैंकड़ों हजारों की तादाद में राजनैतिक नेतृत्व को संघर्ष समिति द्वारा ज्ञापन सौंपे गये, मन्त्रणां की गई एवं अति विरिष्ट लोग जैसे गृहमंत्री, सामाजिक न्याय मंत्री, केबीनेट सचिव, हरियाणा, दिल्ली, पंजाब व राजस्थान के मुख्यमंत्री आदि से वार्ता के बावजूद आखिर क्या कारण है कि देष में उ.प्र., राजस्थान, दिल्ली, मध्य प्रदेष, गुजरात, हरियाणा एवं हिमाचल प्रदेषों के पिछड़ा वर्ग आयोग की सस्तुति के बाद भी सरकार आंखे बन्द किये हुए है।
9. देष की संसद में लगभग 130 सांसद ऐसे लोकसभा क्षेत्रों से आते हैं जहां पर जाट वोट (हिन्दु मुस्लिम एवं सिक्ख) निर्णायक स्थिति में है। ये सभी सांसद जानते हैं कि जाट विरादरी अन्य खेती पर निर्भर बिरादरियों से जो ओ.बी.सी. श्रेणी में शामिल है, के समकक्ष ही है। इसके बावजूद भी आखिर इस मुद्दे की अन्देखी क्यों?
10. राजस्थान के 31 जिलों के जाटों को आरक्षण प्राप्ति के बाद भी यथोचित मात्रा में केन्द्रीय नौकरियों में भागीदारी पर विचार विमर्ष।
11. जम्मू कष्मीर के जाटों द्वारा वहां के पिछड़ा वर्ग आयोग को सभी पिछड़ेपन के प्रमाण सौंपने पर भी प्रदेष सूची में शामिल नहीं किया जबकि उसके साथ अपलाई करने वाली दूसरी जाति को शामिल कर लिया गया।
12. गुजरात में चैधरी (जाट) समाज को 1994 में प्रदेष की ओ.बी.सी. सूची में शामिल करने के बाद भी केन्द्र की सूची से वंचित रखा गया जबकि वहां मुस्लिम जाट केन्द्र की सूची में शामिल हैं।
13. चिन्तन षिविर में विभिन्न प्रदेषों से आये प्रतिनिधियों द्वारा स्थानीय स्तर पर जाट समाज के साथ हो रहे भेदभाव पर चिन्तन।

हरियाणा मंत्री मण्डल का फैसला न्याय पर आधारित: सांगवान
भिवानी, 24 जनवरी(): अखिल भारतीय जाट आरक्षण संघर्ष समिति के प्रदेशाअध्यक्ष पूर्व कमाण्ड हवा सिंह सांगवान ने पत्रकारों से बातचित करते हुए बताया कि 23 जनवरी को हरियाणा प्रदेश के मंत्री मण्डल द्वारा उच्च जातियों को आर्थिक आधार पर आरक्षण का फैसला बिल्कुल उचित और न्यायपूर्ण है। उच्च जातियों को आर्थिक आधार पर दिए गए 10 प्रतिशत आरक्षण के बारे में संागवान ने कहा कि यह आरक्षण जाट समाज को दिए गए आरक्षण से अलग है। तथा इससे जाट समाज को मिलने वाले आरक्षण पर कोई प्रभाव नहीं पडेगा क्योकि ओबीसी आयोग के अनुसार जाट समुदाय को 10 प्रतिशत आरक्षण जाति आधार पर दिया गया है। उन्होंने उम्मीद जताई कि जाट आरक्षण की अधिसुचना फरवरी माह के पहले सप्ताह में कर दी जाएगी। और उसी दिन से जाट समाज के लोगों को पिछडी जाति का प्रमाण पत्र बनवाने का अधिकार होगा। उन्होंने बताया कि अधिसुचना लागू होने पर 10 प्रतिशत आरक्षण के अलावा उसका पहला फायदा जाटों के बच्चों को सरकारी नौकरीयों के लिए तीन साल के लिए आयु बढने के रूप में मिलेगा।
सांगवान ने आगे बताया कि जाट आरक्षण को लेकर केन्द्र गंभीर नहीं हैं जिसके चलते प्रगति बहुत धीमी चल रही है। तथा जाट समाज के न्द्र में आरक्षण को लेकर बहुत चितित हैं। उन्होंने कहा कि यदि एसे हालात रहे तो जाट समाज 6 मार्च 2013 से फिर से आंदोलन करने के लिए मजबूर होना पडेगा और इसकी जिम्मेवारी केन्द्र सरकार की होगी। क्योकि राज्य स्तर पर अधिसुचना जारी होने के बाद राज्य सरकार का काम पूरा हो जाता है। इसलिए अगले आंदोलन में जाटो के निशाने पर केन्द्र सरकार होगी। सांगवान ने ये भी कहा कि जाट आंदोलन के कारण ही हरियाणा में पिछडा वर्ग आयोग का गठन किया गया। जिस के तहत उच्च जातियों को भी आर्थिक आधार पर 10 प्रतिशत आरक्षण देने की सिफारिश ओबीसी आयोग ने दी। जिसके चलते आज उच्च जातियों को आरक्षण मिला पाया। उन्होंने उम्मिद जताई जाट आंदोलन के बाद स्वणों को मिले 10 प्रतिशत आरक्षण के लिए उच्च जातियों को जाट समाज का आभार प्रकट करना चाहिए। इस मौके पर उनके साथ कपूर सिंह धनाना, जगत मिताथल, रघबीर सिंह बूरा, सुबेदार कलीराम, राजसिंह धनाना कार्यवाहक अध्यक्ष जाटू खाप अध्यक्ष 84, राज सिंह घणघस, सुबेदार बड्डलवान सिंह, सुबेदार उम्मेद सिंह, जोगेन्द्र तालू, रणसिह सांगवान, धर्मपाल अटेला, सतपाल बिलावल व महेन्द्र सिंह इमलोटा आदि उपस्थित थे।

Ex. Commandant Hawa Singh Sangwan, President of Akhil Bhartiya Jat Arakshan Sangharsh Samittee has expressed great satisfaction over the notification issued by Govt. of Haryana on declaration Jat and oather three castes as Special Backward Class for which Ch. Bhupender Singh Hooda, Chief Minister of Haryana is deserve for all appreciations. In addition to the above, higher castes of Haryana have also been given 10% reservation in jobs on economical grounds which shows the vision and concern of the CM. Sangwan further stated, he has full confidence that the Jat community is likely to be declared as an OBC at Central level also by the efforts of Ch. Bhupender Singh Hooda in near future. In case, the Central Govt. is found delaying to meet the constitutional demand of the Jat community, the community would not be left with no choice except to go for an another agitation during the month of March, 2013 for which the Sangharsh Samittee is likely to take decision during the month of February, 2013 after meeting with the Central leaders very soon, but the task of the State Govt. is stand to be over.
