सिम्पल सा सवाल सर जी
अगर दिल्ली चुनाव में "आप" का सफाया हो जाता (मतलब २/४ सीट से जयादा न मिल पाती )
तो भी ये क्या ये लोकपाल (जैसा भी) इस सत्र में पास हो गया होता
इस समय कांग्रेस और भाजपा दोनों की जड़े हिला दी है "आप" ने
और "आप" को साइड लाइन करने का पर्यास किया है इस लोकपाल को पास करके
येचुरी का कथन की "आँखों ही आँखों में इशारा हो गया है " बिलकुल सही है
भाजपा और कांग्रेस की लोकपाल पर ये दोस्ती दिल्ली के चुनाव परिंनाम का नतीजा है
और अब दोनों पार्टी हर संभव पर्यास कर रही है की लोकपाल के क्रेडिट का अन्स्मात्र भी "आप" को ना मिले
राजनीती में कुछ भी संभव है , आप सभी को मनीष तिवारी के कमंत याद होंगे जो उसने अन्ना हजारे को कहे थे (२००११ के अनसन पर) ,
आज वही अन्ना हजारे कांग्रेस के लिए सब कुछ है , सायद कांग्रेस को अपना तारण हार नजर आ रहा है
देखते जायये आगे आगे होता है क्या

Full marks to all concerned who created such objective conditions as compelled them to get together and enact the bill that was pushed away and kept under carpet for so many years.

The fact is the Bill has been passed by both the houses of parliament and hopefully after getting the nod from the President would become an Act soon.

There remains no question about 'ifs' and 'buts'. The reality is : the Bill has been passed.

Now comes the turn of seeing how it is implemented in letter and spirit to attain its object of enactment !

Restricted powers, staff shortage make Lokayukta a ‘toothless tiger’

Even as the Lok Sabha passed the amended Lokpal Bill today, the Haryana Lokayukta continues to be a ‘toothless tiger’ defeating the very purpose for which the anti-corruption watchdog was formed.
With no powers to take suo motu cognizance of incidents and contempt of court and a woeful shortage of staff, the Haryana Lokayukta lacks the wherewithal to conduct effective investigations into corruption cases.This coupled with the recommendatory nature of its orders only cripples its functioning.
Out of the 1,432 complaints filed before the Haryana Lokayukta in 2012-2013, it had disposed of 409 complaints till March 31. Surprisingly, while the departments concerned had taken action against erring officials in only nine cases, 18 were referred to the government for necessary action.The Lokayukta is yet to receive any intimation from the government about the fate of the remaining complaints, the Lokayukta’s annual report for 2012-13 has said.
Lokayukta Justice Pritam Pal, in his report, also rued the constraints under which his office had to work. “I am constrained to observe that the scarcity of staff in Lokayukta organisation has not been addressed. The staff crunch is an impediment for Lokayukta’s smooth functioning,” Justice Pritam Pal lamented.
Justice Pritam Pal, who had been pleading for more powers to deal with graft cases,rued that there was a general perception that findings, recommendations and observations of the institution did not carry any compulsive or persuasive strength.
“The Hooda Government lacks political will to have a strong anti-corruption watchdog to rein in corruption,” Shyam Lal Bansal, chief of the investor cell of the BJP, alleged. However, a senior government functionary hoped that with the passage of the Lokpal Bill by Parliament, the Haryana Government follow suit and bestow more powers on the state Lokayukta.
Former Chief Minister Bansi Lal, who had appointed Justice IP Vashisht, a judge of the Lucknow Bench of the Allahabad High Court, as the state's first Lokayukta (called Lokpal then) in the late 90s, had given wide powers to the Lokayukta for fighting corruption.However, in 2003, the Chautala Government came up with the Haryana Lokayukta Act, 2003, taking away the powers of suo motu cognizance of allegations and grievances and contempt of court .The Hooda government went in for status quo and did not provide any more powers to the Lokayukta.

What ails Lokayukta

No power to take suo motu cognizance of allegations.
No contempt-of-court powers to make defaulting officials fall in line
Inadequate staff to deal with all the complaints
Recommendatory nature of its orders
No mechanism to protect the whisteblowers
 
When the Gazette notification by the Government of India is done, we would be in a position to know about various provisions of the Lokpal Act.
