Why spurt in rape cases?

Reading this I was reminded of a boy named Prince who fell in a bore-well and his rescue operation was telecast on major TV channels. He almost became a celebrity. He was awarded some 5 lac (i hope i remember it correctly) by Hooda government.
After that every other day there was a kid running into a bore-well

What happened was really unfortunate and the loss is irreparable, but am I the only one who feels family is being a bit greedy here?
It left me with a dilemma. On one hand, I felt that they are being greedy but then again on the other hand side I thought marne waale ke saath koi nahi marta, fir chaahe vo maa baap hi kyon na ho. jisko jaana tha vo to chala gaya..so the life moves on. But with that being said, I did feel they are being greedy. the brother buying flashy phone, the other one asking for a seat in Engg college. loot khasot macha rakhi hai.

Have u ever wondered:

1. Why these things are happening in north India?
2. Why media is showing these things on a larger scale to the audiences through out the world?
3. Why there is so much development in form of IT based organizations and services sector in other states of India? Where as the north western states get the least amount of such organizations and services although the density of population is highest in North Western states of India.

5. The facts are simple "foreign companies/organization" are looking to invest and setup businesses in India due to its young and educated population. If an image of "Rape capital" and other crime related news is spread at large scale then less organizations will like to work in north western states of India including the Indian capital "Delhi".

6. How is it possible that such crimes are happening only in North Western states and national capital and no where else in India.

So the best policy is create and image of "North Western India" as "Rape capital" and people with crime instincts and let the best businesses move to other parts of India.

Interesting fact is: northwestern states of India have unlimited supply of water and one of the most fertile lands for agriculture and that land is being wasted due to wrong government policies.

North Western states should have been the forerunners for IT and Services sector organizations in India. As IT and Service sector produces less pollution and do not require too much of land , this would have led the north western states to maintain their agricultural land, much cleaner air and water. After all north western states have Himalayas and an unlimited renewable energy supply in terms of solar and hydro power energy. Where as other states of India have to deal with drought and famines due to lack of water.

My random thoughts on the topic.

The monstrosity of sex-driven crimes against fairer sex has been a universal phenomenon through the ages afflicting every society across the globe, irrespective of the level of material advancement and social consciousness. Psychopaths do not recognize bounds of civility and perverts are not restricted to one particular nation. The magnitude and intensity of these crimes, however, vary from country to country depending upon the demographic composition and administrative ability of the law enforcement agencies. Sex related crimes are symptomatic of entrenched sexism in male psyche and male chauvinism, which the global society has been grappling with from pre-historic times and India is also not immune to it. Therefore, the issue has to be seen in historical and social perspective rather than viewing it as a failure of governance which makes a smaller part of the broad-brush illustration of this vexed issue. It is more about a chronic psychological malaise born out of uncontrolled primal instincts governing human behaviour in every society and less about governance or mis-governance so to speak.

Even, the so called developed nations have been victims of crime like rape and paedophilia and their law enforcements agencies also have not succeeded in fully eliminating this crime in spite of the best resources and administrative tools at their service. The countries like UK acclaimed for having one of the best rated policing apparatus in the world with competent law enforcement agencies like Scotland Yard at its disposal have not been able to keep a cap on sexual abuse targeting even minor girls and children – marital rapes apart. According to the first ever joint statistics published in January, 2013 by the British Ministry of Justice, Office of National Statistics and Home Office (source the website of ‘RAPECRISIS’ England and Wales): · Approximately 85,000 women are raped on average in England and Wales every year. Over 400,000 women are sexually assaulted each year. 1 in 5 women (aged 16-59) has experienced some form of sexual violence since the age of 16. Similarly, another report (March 2013) published by NSPCC on child sexual abuse is an eye-opener, the statistics of which are as follows: Nearly a quarter of young adults experienced sexual abuse during childhood. 17,186 sexual crimes against children under 16 were recorded in England and Wales in 2011/12. Only this week, two incidents were reported in the British Media wherein some minor girls were allegedly victimised which included a 12 years girl who was brutally killed by a sex-maniac after sexually abusing and filming her (The Guardian 14[SUP]th[/SUP] May, 2013). Quite recently, a gang of 7 criminals nicknamed as ‘Oxford grooming gang’ was exposed and convicted on several counts of sexual abuse and violence. The gang was found guilty of sexually abusing more than 50 girls (including some minors) over a period of about 6 years and subsequently forcing them into prostitution. The activities of the gang could not be detected by the British police and intelligence agencies for good 6 years. Similar reports keep coming at regular intervals from every nook and corner of the world.

The above narrative is, however, not to dismiss or undermine the recent reports carried by media about sex-driven-crime in India - notwithstanding the fact that certain segments of commercial media go overboard at times in pursuit of sensationalism. Another important factor should not be lost sight of is that democracy has its own limitations and media freedom is one of those. In a mature and vibrant democracy like in India, media enjoys complete freedom and that privilege is sometimes misused by certain political groupings against the establishment with an aim to derive some political mileage by hyping such issues through media. However, Delhi gang rape and similar incidents in the vicinity are a very serious challenge for our law enforcement agencies and there can be no denial that ultimately the onus lies on the establishment to check this menace in a more effective manner. But again sex-related crimes are more a societal malaise than a law and order problem as more than half of the incidents usually take place within the narrow confines of familial network wherein someone in the family or friends is found to be a culprit and government can do very little in such cases. Government in a democracy is, however, duty-bound to protect the interests and modesty of its citizens, but better parenting and neighbourhood watch can contribute substantially to have a check on such crimes. Aberrations are always there and one or two incidents which took place in Delhi and its vicinity recently were such aberrations. I think, the Government has taken due cognizance of these incidents and was prompt enough to take appropriate action. While respecting the sentiments of the people of India protesting against the crimes against women, government appointed a committee of three eminent jurists and most of its recommendations have since been incorporated in the existing framework of law on this subject. It has taken other preventive measures also which might bear fruit in due course. We need to shun the approach that “once a villain always a villain” and have to be appreciative sometimes. 24 hour rant against the nation or the government diminishes the credibility and worthiness of the criticism.

Women using rape laws for vengeance, Delhi high court says

Link: http://timesofindia.indiatimes.com/...elhi-high-court-says/articleshow/20267501.cms

For the third time in less than a week, the Delhi high court has decried that rape laws are often misused by women.

While granting anticipatory bail to a man facing rape charges from a woman claiming to be his wife, HC added that in many cases woman first has consensual sex but later files rape case against her boyfriend when the relationship breaks up in order to force him to get married, making not only "mockery" of the marriage but also inflating the statistics of rape cases.

Justice Gambhir, while dealing with the anticipatory bail plea pointed out that for a period of more than two years, the woman enjoyed physical intimacy with the boy. She lodged an FIR alleging rape only when he spurned her offer of marriage when she took help of the police to forcibly marry him even though the marriage was never consummated, as per the FIR.

"Many of the cases are being reported by those women who have consensual physical relationship with a man but when the relationship breaks due to one reason or the other, the women use the law as a weapon for vengeance and personal vendetta to extort money and sometimes even to force the boy to get married to her," HC said advocating extreme caution to judges who should "cautiously examine the intentions of the girl to find out whether the rape complaint is genuine or has malafide motives".

Earlier this week, Justice G P Mittal and Justice Suresh Kait in separate judgments quashed FIR's relating to rape of a minor and gang-rape of a private executive respectively, after they found too many discrepancies or contradictions in victims' statements. The common theme in all three judgments was the advice to courts not to get swayed by mere allegations of rape, howsoever heinous, but sift through evidence before convicting anyone.

In her complaint, she justified the delay on the grounds she was threatened and blackmailed by the boy and his kin to keep quiet otherwise she might have been killed. Being the victim of such a reprehensible crime, one should lodge a complaint immediately, or within a reasonable period of time unless there are sufficient reasons to explain the long delay, the court said.

"Delay in lodging an FIR, in such like cases can ultimately diminish the chances of conviction, as due to such delay, the medical evidence and the other circumstantial evidence may rarely be available to support the case of prosecution," it said.

While acknowledging there is a manifold increase in the crime concerning rapes, HC said all the rape cases which are filed have their "own individual story and factual matrix". It agreed most of the cases may be genuine, wherein the girl is a victim of the horrifying crime, or has been forced, blackmailed, threatened to enter into physical relationship with a male on the false pretext of marriage with the sole intent to physically exploit the girl "but there may be cases where both persons out of their own will and choice, develop a physical relationship"

Main reasons are dissatisfaction, uncontrolled desire, lack of self confidence, lack of caltural knowledge, jealousy, etc

Rape incidents a concern for people planning to visit India: Australia envoy

http://timesofindia.indiatimes.com/...ndia-Australia-envoy/articleshow/21039795.cms

NEW DELHI: The media coverage of rape incidents in India has caused "some anxiety" among Australian women who plan to travel to India, Patrick Suckling, Australian high commissioner to India, said on Friday. He, however, said that he was unclear whether the number of Australians visiting India has come down following the recent rape incidents.

it has to be seen is more than 1 dimensions:
No 1 : the reporting of such crimes has increased, which is a good things
No 2 : uncontrolled & blunt exposure to things which are difficult to digest both at the male & female sides
No 3 : change in the social structure, with nuclear families the chances of such crimes become stronger
No 4 : deteriorating values, again a result of nuclear families
